I have combined the Yule/Spring half of the year together.
There is talk of a (planned) pregnancy in this chapter. I want to acknowledge that if I were to rewrite this story, I would probably make them older in the beginning so this was happening when they were at least eighteen. As it is, Holly and Draco are in a very unique position. They are both billionaires, and have extremely supportive family and friends. This is not the case for most people, so please do not base your life on this. Use protection. Rant over.

"Have you seen the pictures?" Holly asked, passing a stack of glossy photos to Draco. "Fleur and Tonks look so happy. It's just a shame we had to miss it."
"Who gets married in Fall anyway?" Draco asked as he flipped through the photos.
He chuckled at one of Teddy dancing with Victoire. When they noticed the camera, both turned and stuck out their tongues with a silly grimace. Cissa plucked the pictures from his hand, tisking at his critique.
"Not everyone is of our social standing, or in our financial situation. Everything is more expensive in summer because it's the Pureblood social season. Their bonding was very tasteful. You shouldn't point fingers, half your friends didn't even have ceremonies."
Ginny chuckled at Draco's expense, shrugging her shoulders when he threw her his signature glare. "You can't scare me brother dearest. You're a softie."
"Only for you guys," Draco grumbled.
"Yes. I'm sure you scare many First Years."
"Children please calm yourselves," Lucius drawled. "They are coming over later to discuss their research. Please refrain from commenting on their choice to bond in fall."
Holly stifled a laugh behind her hand, and schooled her features.
"I promise to be on my best behavior if you promise to fly with me before Yule."
"Are you blackmailing me?" Lucius asked with amusement.
Holly smiled, "I'm negotiating."
"Fine," Lucius acquiesced, with a much put upon sigh.

Holly sat next to Hermione as they listened to reports on the Muggleborn children. She looked at Draco and Zach, who looked incredibly tense. She knew in every child they saw them, their soulmates, who had been neglected and hurt by their birth families.
"We need to take this to the Wizengamot," Tonks argued. "We've placed protections on all the children we've observed, but it's not enough. Not really."
Holly looked at Fleur piercingly. She was more sensitive than Tonks. Most of the children hadn't been the recipients of physical abuse. They had been more misunderstood, inadvertently neglected. Still, it couldn't have been easy for her to witness. They had done what they could to protect the children without any legal authority.
Holly looked at the other Heirs. This kind of move was unprecedented. They had to be of one accord, or they would be laughed out of the Wizengamot. Neville was looking at the reports, his face hardening as he worked his way through them. He looked up at her, and nodded definitively.
"Call Mipsy," he instructed. "We'll need to work all night to come up with a proposal. Send an owl to Lord Shacklebolt and ask for an emergency meeting of the Wizengamot."
Holly nodded, doing as he said. Cedric was whispering to Luna as she wrote on a piece of parchment with a quill.
"Luna, maybe you should go to bed," Draco noted.
She gave him a glare worthy of the devil himself, and Draco stepped back several steps with his hands up. Cedric laughed at his expense as he looked at his wife.

"I'll go to bed in a few hours, but it's perfectly fine for a pregnant woman to stay up a bit late. Merlin. I pity Holly when you get her pregnant."
Luna turned her attention back to Cedric, who diligently began scrawling all her thoughts down on the piece of parchment so that he would have them to refer to after she went to bed. Draco returned to Holly's side looking properly chastised.
It took all night for them to come up with a plan of attack, but as the sun came up they were certain that they were on the right path.

The Wizengamot sat in horror as they listened to the reports of Auror Tonks-Delacour and her wife. The only sound besides their clear, determined voices was the sound of the quills against parchment as the secretary took notes.
After the reports were finished, Kingsley looked to the Heirs to make their statement. Holly and Draco stood to their feet. They held the most power, and easily had the most allies.
"We propose the creation of a new department for the Welfare of Magical Children. They will regularly check on Muggleborn children, and have the power to remove them from their homes, and place them with suitable Magical families if needed."
"You can't just take children away from their parents," someone yelled. Holly snapped her head towards them. Nevillle was already on his feet, glaring at some minor Lord, most likely a Gryffindor since he looked so furious.
"You will not address Lady Slytherin, my godsister, in such a way again! These children are in danger because of your inaction. How many children have slipped through the cracks before this? How many have been beaten, bullied, and misunderstood?"
The Lord that had spoken out of turn ducked his head in shame, his cheeks brightening to a bright red. Neville ceded the floor back to Draco.
"If the children are in loving homes, they won't be removed. We, as the Heirs of the Founders of Hogwarts, have a duty to the children. We won't disappoint them. This is a modern day witch hunt."
Kingsley considered their words. They were logical, well thought out, and well researched. They weren't asking for something completely unprecedented or unreasonable. He knew something similar existed in many Muggle societies. He called attention back to himself.
"We'll take a vote. I must warn you however, given the findings I will order the Aurors to look into this whether or not this passes. We can not allow this to continue."
Votes were taken and tabulated. The Heirs watched with careful eyes. There were a few who abstained, clearly not in favor, but not wishing to upset the Heirs. There were even a handful who voted no, but the majority were in favor.
"The motion passes. The Department for the Welfare of Magical Children is founded. For the time being, I am appointing Madame Tonks-Delacour as the head of the department, and assigning Auror Tonks-Delacour as her Auror liaison. Your first order of business is to staff your department, and check on the rest of those children. Those who may be interested in fostering, please talk to the Tonks-Delacour's."
Holly grabbed Draco's hand tightly as tears came to her eyes. He pulled her up out of her seat and into his arms.
"We did it love. We did it."

When they returned to the Manor Lucius was telling Cissa all about the session. She was sitting on the edge of her seat, listening with excitement. When they entered the room she jumped to her feet and pulled them into a hug.

"Oh, Lucius was just telling me how spectacular you were! I'm so proud of you! Think of all the sweet babies that will be saved because of your work!"
Holly stumbled back when they were finally released, and fixed Lucius with a serious look.
"Get your flying gear on!"
"Aren't you tired? You were up all night."
"Nope, and don't try to change the topic, old man. You promised you would fly with me if I was on my best behavior, and I have been exceptionally well behaved."
Lucius shook his head in amusement at Holly. She was a determined little thing.
"Alright. I'll get dressed, and meet you back here in half an hour."
Holly raced off with a tired looking Draco. When Lucius returned to the sitting room half an hour later Holly and Draco were nowhere to be found. He searched his way through the ground floor, calling their names as he walked the halls. He began to worry as he looked through the rooms to no avail.
He paused at the door to their bedroom, and knocked. There was no answer, and he pushed the door open to check on them. He laughed at the sight in front of him. Holly and Draco were passed out on the bed in their Quidditch gear, brooms laid out on the edge of the bed.
"Not tired indeed," Lucius whispered. He closed the door behind him softly, and went in search of Cissa.

"Where's sissy?" Ginny asked as she entered the library.
Draco put down the Malfoy Enterprises report he was reading, and looked up at Ginny. "She's flying with dad."
"She managed to get him out there today? It's snowing!"
Draco shrugged, "He's wrapped around her finger, what can I say? You and Nev ready to make cookies tonight?"
"Of course. He's been practicing. He's determined for them to look better than yours this year."
Draco set down his reports, "He's been what?! Gin, you should have told me!"
Ginny rolled her eyes, "You two are way too competitive!"
"Oh shut it! I've got to go get Trixie to teach me how to decorate cookies."
Ginny watched him storm out of the library with a laugh.
"I love riling him up," she muttered as she went to her room.

Regulus sipped from his tea. It was just him and Bill this Yule morning. Luna and Cedric were visiting Lord Diggory, and would be coming over later in the day.
He pulled his tea cup away from his lips and looked down at the teacup. The dregs of his tea were at the bottom. He set down the cup in its saucer and looked across the table at Bill.
He really was unfairly handsome- beautiful red hair, strong jawline, broad shoulders. He looked like he could belong in the chambers of the Wizengamot, or on the runes of an archeological site. He had the easy confidence of a well educated, good looking man.
"I think we should bond tonight."
Bill looked up from his paper, his eyes wide. Regulus' words hung in the air- an offering. They had talked about it before, but it never seemed the right time. Luna was pregnant, and there was always something going on. Tonight was no exception.
"Tonight is the Yule Ball. The Bulstrode's-"
"-are tedious. The elite of magical society will survive one year's Yule Ball without us. Let's bond with just our families present. Luna would burn this house down if we did the ceremony without her, and I'm sure you want your siblings and your father there. Everyone is off work and school for Yule, Teddy and Remus are back in the country. It's perfect."
Bill continued to stare, open mouthed at Regulus. Dread began to fill Regulus' stomach as the seconds ticked by without answer. He tugged at the hem of his waistcoat, beginning to regret that he had ever spoken.
"If it's too soon-"
Bill pushed back his chair, and crossed the table as quickly as he was able. He pulled Regulus up from his chair and into a crushing kiss. He laced his hands through his black curls and pushed even closer to him. He tangled his tongue with Regulus'. He pulled back and rested his forehead against Regulus', as he tried to catch his breath.
"Of course I want to bond with you tonight. I didn't think you would be ready so soon."
One side of Regulus' lips twitched up in a lazy smile as he looked at Bill's lips, then back up into his eyes.
"I'll always love Pandora, but I love you too. So much more than I thought possible any more. I don't think one has to eclipse the other. Do you?"
Bill shook his head, "Of course not, love. Of course not. You can love us both."
Regulus took a step back as he tried to clear his head. They had quite a lot to do if they were going to bond tonight.
"Let's go to Malfoy Manor. Cissa will want to do everything, knowing her. Everyone can meet us there, if that's okay with you."
"That's perfect," Bill agreed easily.

Cissa ran around the Manor excitedly all day. She was beyond excited to give her cousin a bonding ceremony on the grounds. Ginny's room was used for Bill and the Weasley boys, as Lord Black and Luicus holed up in the study.
Remus arrived shortly before the bonding with Teddy and Victoire. He was hesitant to arrive too early and unleash the two energetic children on the Malfoys.
Teddy tackled Holly to the ground, cuddling into her arms. Holly carded a hand over his long brown hair. He popped up with a bounce and held out his little hand to help Holly back to her feet. He plucked at the braid on his shoulder.
"Alpha's been teaching me to braid it every morning, just like him. He says if I keep growing it, one day it will be as long as his. That's how people will know I'm in charge, just like daddy."
Holly giggled as she held out her hand to him, "I missed you Teddy."
"I missed you too."
Victoire was standing next to Remus looking shy. She wore a red party dress with a large golden ribbon for the sash. It must have been what she was planning to wear to the Yule Ball.
"You look very nice, Heiress Delacour. Just like a little princess."
"Thank you Lady Slytherin."
Holly held out a hand to the small girl, and she took it shyly. Teddy took the other, and Remus walked beside them as they made their way to the ballroom.
"How is everyone?" Remus asked.
"Oh, we're all quite well. The boys and Gin are busy with Quidditch, and Hermione and I are busy with our extra potions. Slughorn has us taking the NEWT exam for Potions and Defense at the end of the year. He thinks it wise to finish as much as we can this year to free up time for research."
"That's a smart decision," Remus acknowledged. "I hear your portions trials are going quite well. Charlus and Lily would be so proud of you. They were incredibly gifted at potions. "
Holly smiled at him, "Thank you. I just hope it helps."
They entered the ballroom, to find the others assembled. Teddy took off in a run towards Luna, but stopped in front of her instead of jumping on her. He tilted his head to the side and looked at her baby bump inquisitively.
"Can I hug you?" He signed.
Luna held out her arms, "Of course you can, silly boy!"
He wrapped her arms around her gently, giving her a small hug. "I can't wait to have more kids around. I'm gonna teach them to transform, and howl, and hunt! We'll have so much fun!"
"They won't be wolves Teddy," Remus corrected.
Teddy pouted and crossed his arms. "Well that's no fun."
Luna laughed happily as she looked down at Teddy and Victoire. Lord Black embraced his old friend. Remus patted him on the back, and then held him at arm's length. He looked the happiest Remus had seen him since Pandora had passed.
"Are you sure you're ready for this Reg?"
"It's time, Remus. It's right."
"Good. You deserve to be happy."
Just then a group of redheads entered the ballroom. The Weasley twins entered first, followed by Ginny and Lord Prewett. Bill entered behind them. Percy and Lord Weasley walked behind them, clearly unsure about their own presence here.
Bill's eyes were caught in Regulus' gaze. Remus chuckled at the way they were lost to each other. They were clearly very much in love. He looked over at Lucius, "Shall we push them out towards the garden?"
"I suppose so," Lucius conceded.

Lord Black and Lord McKinnon absconded as soon as the ritual was over, leaving the others to a feast that Cissa and the elves had arranged. Ginny sat between Holly and Charlie, enjoying the time with all of her loved ones. Arthur sat awkwardly next to Percy, looking like he would much prefer to be elsewhere.
"So Charlie, are you ready to start work after Yule?"
Percy and Arthur looked up from their plates suddenly, looking at Cedric in shock.
"What does he mean?" Percy asked.
Charlie shrugged, "I'm moving back home."
"I thought you loved working with dragons," Arthur protested.
Holly brought her goblet to her mouth to shield her amusement.
"I do love working with dragons, but my soulmate is here, and I love her more. I have a mate that has a cottage in Hogsmeade. He's going to rent it out to me for a few years, until she graduates. Then we'll figure out what we want to do next."
Percy scrunched up his nose, as if he disapproved. Holly had to fight the urge to hex the grumpy young man. She wouldn't let him ruin her Yule. Heiress Brown was a charming lady, and a wonderful match for Charlie.
"Well I'm happy to have you back," Ginny interjected, laying her hand over Charlie's. "Besides, Lavender's great. She's been introducing me to a lot of the Gryffindor girls. It's nice to have a girl in Nev's house to talk to."
Charlie smiled at his sister, "Thanks Gin."
"Besides, maybe someone will open a dragon reserve," Holly mumbled.
"Holly," Draco warned.
"I'm just saying! Anyways, enough about that. How is business going in Diagon Alley?"
With that Fred and George were off and talking about their rather successful business venture. It seemed that everything had gone quite well during their first few months, and they were anticipating a possibility of expanding the business to include a Hogsmeade location within the next year.

Holly pulled her covers tighter around her and tried to burrow closer to Draco, but found his side of the bed empty. She pushed herself up and looked around the room.
Draco was standing in front of the windows, looking out towards the garden. He held a steaming cup of tea. Holly braced herself against the cold, and got out of bed. She tiptoed across the floor, and wrapped her arms around his torso.
"I could feel your magic the second you woke up," Draco said with a smile.
Holly moved herself around to the front of him, snuggling against his chest. He held her with one arm and dropped a kiss on her hair.
"Why are you up so early?" Holly asked.
"I couldn't sleep. I've been up for hours, watching the snow, and thinking."
"What are you thinking about?" Holly asked. "We only have a few more days to sleep in before we return to Hogwarts."
"How would you feel about going off the potion?" Draco asked.
Holly stumbled back a few steps. Her thoughts raced rapidly as she thought about dates, and timelines, and if they were ready for all of this. She came to a decision quickly.
"I feel good about it, but are you sure you're ready for this?"
Draco set down his cup of tea on a side table, and took her hand gently.
