MISHA DANI, RXTV NEWS ANCHOR: This is Misha Dani.

Worrying news from the mountainous city of Solca as health authorities have identified a small outbreak of the VAT-E1 virus.

ALISA DNO, COMMISSIONER OF PUBLIC HEALTH: Two hospitals in the Greater Solca area have reported five cases of the VAT-E1 virus. All five patients remain under quarantine and are recovering.

DANI: That was Alisa Dno with the Department of Public Health. The five men all worked at the same meat packaging facility in the city. They were admitted to the hospital with high fevers, slurred speech, and confusion. All the symptoms we have come to expect from VAT-E1.

This is a frightful situation, and one that the NHS is not taking lightly.

ALISA DNO, COMMISSIONER OF PUBLIC HEALTH: ...have established a quarantine zone within and around the city. For the time-being, we are asking residents to remain in their homes. Medical personnel have already started to establish testing protocols within Solca, so that the city can return to normality district by district.

DANI: Traffic into and out of Solca has been temporarily restricted to assist with the quarantine measures. We certainly don't want the virus to get out of hand.

And to discuss this emerging health emergency we have RXTV co-anchor Olya Ousin and Isay Kanimov, senior health correspondent with RXTV.

OLYA OUSIN, RXTV CO-ANCHOR: A pleasure to be here.

DANI: Isay, I understand that you are in Solca?

ISAY KANIMOV, SENIOR HEALTH CORRESPONDENT: Yes, Dani, and the situation is tense.

Health Services requested the quarantine earlier midday and the request was ratified by the Commissioner of Public Health just hours later. Things are moving very quickly here.

If you look behind me, you will see that there is a small polici presence on the roads. Most residents have started to quarantine in their homes as directed, but we have received some reports of looting and unrest.

In one incident, a group did attempt to break through a checkpoint leaving the city. I understand they drove their vehicle at high speeds into a concrete barrier, which stopped the vehicle. But two members of the Security Service were harmed.

DANI: Awful. Just awful.

OLYA OUSIN, RXTV CO-ANCHOR: It is unfortunate, but there will always be those rotten elements who, they see an opportunity, and they try to take advantage of it.

DANI: And we have just received word of an unpleasant development within the Solca quarantine zone.

UNIDENTIFIED POLICI SERGENT: ...and it was then that our service members came upon the group exiting the department store. They were five or six in number, and they were carrying the TVs, the cellphones. All the valuables.

When our service members announced themselves, two of the looters revealed handguns and fired upon our men. Regrettably, one of our officers was shot in the chest, and he is currently in urgent care.

DANI (voice-over): This is Sergent Efim of the Solca City Security Service. We have since learned that the officer mentioned did pass away en-route to the hospital.

SERGENT EFIM: ...service members returned fire, and the looters dispersed.

DANI: Three of the looters have been identified by the Security Services. We have their names and descriptions.

(BEGIN CLIP)

DANI (voice-over): They are Nona Kilm, Petre Predav, and Matvei Kusa. All three are considered armed and dangerous.

DANI: Security Services are asking for people to be on the lookout for these violent looters, but they are considered armed and dangerous.

You should not approach them. You should not try to apprehend them. Call the polici. A special number has even been setup to report looters and other disobedience during this medical emergency.

OLYA: Definitely call the polici. We all have a duty to the state, but we do not want anyone to hurt themselves. These are dangerous men and women. And besides, you all should be quarantining in your homes!

DANI: Very true, Olya. Very true.
