Joseph walks back on screen. He seems to have aged ten years in a matter of five minutes, which anyone would also feel like when you're the president and you erred on a livestream in front of all your workers.

"I don't know what to say to apologise for my little episode earlier, so I'll just say that I'm sorry for what happened earlier. 

I am sorry for what happened earlier. I have no excuses. 

Let's go back to dealing with Homelessness."

The chat has not been silent. There has been quite a fair bit of discussion. Joseph takes a glance at it and looks away, hoping that his attention and mind will not be divided. 

"I would like to split this stream into 2 parts. The beginning shall be the obstacles towards Homelessness, and the other shall be how to resolve them. Please stay on this stream for the beginning to the end, for I want everyone to understand how I will deal with it. Misinformation and ignorance will only divide us all and prevent us from reaching a correct conclusion

Joseph hands move a lot while he speaks, the Assistant notes. 

Joseph continues, "To deal with this, we must first understand the root causes of it. I wrote it down on this whiteboard, here..."

"How do we deal with houses being demolished to make space for other projects?" Joseph claps the ruler against the whiteboard. "We do it twofold- one, we stop demolishing houses in low-income housing for now, not that we can't start it up again, but more of a hiatus. Then, we also start building more apartment buildings, but with smaller houses and rooms, that are affordable, and the people can move in there more cheaply, and also that an apartment building of the same size as others can hold more houses for people. The smaller houses means less rent, less cost to pay for it, and more houses in an apartment building of usual size. However, we need to set a minimum standard, and I hope we can all come to a consensus on that later. These are still not fully fleshed out.

Then, the price of houses has been steadily increasing. We should implement a policy to limit this inflation. After all, once no one can afford a place to live in, will they even be able to pay the taxes?"

Ethos, Pathos, Logos. Joseph, Remember this, and focus.

"And then there's this category. 'Not Enough Money to Afford a House', which at first glance seems to be exactly like the one before it, but really, they are 2 different matters. This spirals down to perhaps, there being 'Too Many Bills to be Paid', which ends up at the 'Market-Based Insurance Approach' and 'Hospital Bills'. This here is double the problem. The Hospital Bills are expensive, which means that people pay the high price for the Insurance to ensure that the Hospital Bills are waived, but they lose money either way. Therefore, first we lower the price of Hospital Bills, this includes the Medicinal Bills here, I've heard of the $300 Insulin, basically killing the diabetic - so ensure quality of health care while lowering the hospital bills. The thing is, people would love this idea, but they would also hate it if their salary gets affected. What I propose here is to have someone - or maybe a whole lot of someones - to investigate the companies practices and show it to the public why exactly their salaries should and will be affected for the greater good of their neighbours.

If the Hospital Bills lower in cost, the people will be able to more easily afford them, which means that the Insurance companies must also lower their insurance costs to continue having business. 

The idea here is that," Joseph draws a line down, scribbling as he talked, "we find people to investigate the reason why Hospital Bills are so high, then call the heads of the Medical to order and question them. We put it on public, so that the public will understand the reasons for the reforms. Yes, we will put into order reforms to ensure that the people don't have to cut off an arm and a leg to pay for their own surgery of their other arm and leg!

Sometimes, the Jobs don't pay enough to cover all costs. Then we have the poor forever being unable to pay back their debts, which leads to them hindering the economy. To ensure that we have less of the poor, the employers must pay them more. To ensure that the employers pay them more, the employers must have more money. That will lead to the Financial Issues of this Country, which I will adress towards the end of this stream. 

There is also the Inability to Get a Job. A job hunt. I have outlined out 5 reasons, although there may be more. 'Mental Illness'. The 'Mental Illness' I placed here is not on Depression or Schizophrenic Disorder, no, I talk about Mental Retardation. Yes, that is the actual term. Retard was not supposed to be an insult when it was first introduced. While, at the moment I can't think of any, I am certain that the bright minds of the government will be able to brainstorm up less labour intensive jobs for these people, or perhaps a better way to train them, to teach them skills that they can use on jobs. If some of these people can make it out there, other employers will have less of a barrier in employing them. 

Then we have its brother, 'Physical Disability'. Legs gone, or arms fractured beyond repair. Some jobs are then naturally unsuited for them. We also have to brainstorm up labour-intensive jobs for them.

For racism, I... currently have no idea. We can all think up a good idea for this later." Joseph sighs. "Yet we must remember that this problem still exist.

There is also this, the 'Prison Offence'. There is a stigma towards those who have 'Prison Offence's. Many employers seem to not want to employ ex-convicts, which is reasonable. However, the prison time is no use if the ex-convicts are unable to get a job, and they may end up doing crime once more. 2 things," Joseph draws two arrows down, "we can do. One, raise awareness of this problem, have a documentary, media coverage... and two, we lessen the reasons for people to do crime, ensure that all have money and education to seek a better job.

And finally, its that some jobs require too high a qualification for what they're doing. A degree for jobs that require only a diploma... I just feel like there's something we can do here, ensure that more people can get jobs, or at least learn some skills for labour. Just want to put it out there, in my own terms, even if my own terms don't really get the point across.

The point is, Homelessness stems from many other problems. It has its roots in other areas that also require our attention. In solving Homelessness, we can deal with these other areas in one go, and then deal with any other stuff. You get my drift?

"Earlier, I was thinking of nationalising some industries to create some jobs, or perhaps creating incentives and subsidies for new company startups, which will allow for more jobs that some of the less skilled can do. But we can discuss that later as well.

Then there is the 'Domestic Affairs'. In today's society, there are some people who abuse others, be it intentional or the opposite. Their victims may thus decide to leave the house to escape the abuse, ending up homeless. Therefore, the idea I can think up is to start a campaign on reporting domestic abuse to the police, and create an app for the public to download that can report domestic abuse. This will reduce the amount of cases where the victims leave the house and end up homeless. 

And then 'Youth Affairs'. Basically the youth that run from home for some reason or another. They will return to their houses eventually, so it doesn't really matter, but information- the more we know the better."

The ruler that Joseph is using as a pointer slides over to the next category. "'Addiction to Activity that Results in a Negative Cashflow'. People can get addicted to substances and use more money, no, waste money on them that is needed elsewhere. We need to set up facilities to deal with their addiction, and also to ensure that there is no stigma towards seeking treatment. We need to tell them that 'You have a problem, come here and we can fix it'. Set up billboards or place spots in the Newspaper, addressing the symptoms of such an addiction.

And then, sometimes there is a need to evict people from their homes. For example, 'Foreclosure', and the 'Inability to Pay Rent'. To combat this, we should increase the minimum wage, and... well, I can't exactly think up something for 'Foreclosure'. Perhaps we can all sit down and figure it out later."

"And then there are some that are quite simply willing to be homeless for some reason or another. Well, the solution to this is easy enough. Once we've eradicated Homelessness as a problem, all who willingly stay homeless will be under scrutiny. They will... no longer be able to blend in with any others, they will leave of their own accord. Once the rest of the homeless is gone, they will follow."

Joseph claps his hands together. "However to implement such reforms and policies, the Government will need a lot of money. I have pinpointed a few ways to do so. 

One is through making a deal with the UK. While they are struggling with the Brexit deal, we can make a deal with them to lessen their load, and in return, they can give us some dough.

Then, I'll establish a charity foundation in name for dealing with the homeless, and I'll invite the billionaires of this country to come and talk to me, and bring it up, in front of a livestream to the whole public. And then they'll donate some money to help us.

Another way to do so would be to dock perhaps 1/8th of your pay and convert the money to this, but somehow, I don't think any of you would be happy with that.

I was also thinking of stopping any weapon research projects, and just pay the scientists their funds worth for them to live on for a year, hopefully a year would be able to take care of all the reforms. 

Or I could also take some bank loans, perhaps." Joseph turns to the monitor. "Shall we discuss all your questions, and the feasibility of this plan, these reforms?"
