Twenty years ago, people began to develop powers and abilities. The first few were studied at lengths, and little was found about the origin of the powers they held. Quite a few theories of the origin of abilities ranging from an evolutionary step, divinely bestowed, even a meteor that flew by earth dropping mythical powers. In those early days, after it came to light that some of the world’s population had developed special abilities, they immediately called the 'Chosen Ones.' That name quickly died off as it became clear that not every person with abilities would use them for good. For most people, the entire world had changed almost overnight. The origins are fuzzy, but somehow the name Dynamics stuck. Some of these Dynamics felt the rules of society no longer fit them. Governments began to crumble, and the most powerful Dynamics in each area would seize power. Coups took place all over the world, and many of them were bloody.
North America split into several chunks and became ruled as separate entities by the Dynamics that seized them. The North-Eastern Territories were the largest on the continent, occupying most of the east coast of the United States and Canada. The territory covered all the way north to Quebec and ran south to the former state line of North Carolina. It included all the states west of the eastern seaboard to Missouri and encompassed north to Ontario's former land. The North-Eastern Territory belonged to the Overseer. Everyone knew of the Overseer but few had ever seen his face, and he worked hard to keep it that way. His mysterious persona carried over to his powers. No one seemed to know what his ability was, wild rumors spread ranging from mind control to super strength, but those were just rumors. The one thing he had a knack for was recruiting other Dynamics; this allowed him to gain control of such a large mass of territory. It also provided him arguably the most content population in the world. He recruited Dynamics that kept the world running relatively close to what it was pre Dynamics. The Overseer had Dynamics for most infrastructure. The electric grid in the territory was intact, the landline phone systems and the cellular Networks remained functional. There was even a Dynamic working for the Overseer with signal amplification abilities, and the entire territory had free high-speed Wi-Fi, television stations, and agriculture. Commercial and production industries continued and thrived. Life was good, especially when you heard the horror stories of other territories struggling to have essential resources available.

The Overseer had monthly addresses to his people on the territory controlled television and radio stations. His face obscured, he appeared as a shadowy outline on the television, but everyone knew his voice. People in his territory thought he genuinely had the people’s best interests at heart, and he held excellent approval ratings. Some pockets of resistance had formed throughout the regions but nothing major. The majority were content with living their lives safely, and the North-Eastern Territories provided that.
Scott suddenly felt a sense of shock and disappointment in himself. The surprise was from discovering that he was talking to the Overseer and disappointed not placing that voice he had heard hundreds of times.
"What could you possibly need with us?" Scott asked
"There are some threats against me and the territory. Threats from other rulers that have their eyes on our land and infrastructure. My men will fill you in; I need you to know the importance of helping me out. The stakes are high, and there is a lot for all of you to gain." The Overseer spoke
"Why us? You have a Network of Dynamics and an army of enforcement agents. This group hasn't worked together since I left prison," Scott asked
"If there is one thing, the threat we are facing is great it; it is intelligence. They know every single Dynamic in my employ. This job is a little more subtle than enforcement requires. I have the utmost confidence that your group will not miss a beat, and your skillset alone is perfect for the job." The Overseer calmly spoke
"I must go, but I will leave you this. If you succeed, I can make you and your loved ones’ life very, VERY good. If you screw me or think about double-crossing me, I can promise, you will regret it until the day you die." He maintained the same monotone voice "Sometimes you are called on, and you must receive that call. Right now is one of those times. You will meet your point of contact shortly, and they will brief you on all the nuisances. I thank you all for your service to your territory. We will speak again upon completion of your mission." The Overseer's voice stopped, and all that was left was silence and enough tension to fill several more lineup rooms.
