This is only general spell list. There is no chanting involved, only movement of mana. Thus, while it's often the case that magic used is one of these, excellent mana control and great imagination with a little bit of luck can open new paths. Usually, these paths are dangerous to the caster, so they tend to cast already known magic’s (known mana movement patterns).
To answer the question of why Fire torrent is ranked less than Fire Nova and then Incinerate and Inferno suddenly is ranked the same.
Fire torrent is shit skill simple as that, while fire nova actually deals damage. Fire torrent is only ranked so high, to begin with, because it is harder to use.
In the case of Incinerate and Inferno, Incinerate has caught up in strength to Fire Nova (but now is direction), but is harder to use than Fire Nova, thus usually only Grandmasters have enough skill to use it. Inferno, in this case, is stronger than Incinerate but is not directional. As rule of thumb, if you can aim it without physically throwing, it's harder to use and thus requires higher rank.
Same reason why scorch, despite being weaker than fireball is ranked higher in difficulty. You should view ranks as the difficulty of use, not damage dealt.

Arrows representing how mana moves as a spell is cast, easier to move in a circle and not multi-directional. Besides that, Directional spells tend to channel mana through caster, thus needing higher mana control to not be burned by accident. In circle pattern, mana gradually changes into heat and fire as it moves outwards, requires less control for the caster to protect himself.
This can be attributed to almost all spells that act similarly. There are exceptions to this rule when it comes to healing magic and in some specific cases.
