A cloaked, humanoid figure walks into a grand hall. The room is circular in design, with a vaulted ceiling. A table-height pillar lies in the centre of the room.
The figure's clothing is embroidered - gaudy, even. He walks with a slow, even gait to the pillar. Upon reaching the pillar, he speaks out in a strange tounge, one any human would find indeciferable;
"Activate viewing protocols... We have a visitor."
The pillar top lit up, with an accompanying low hum. Slowly, the light begins to coalesce in the high-ceilinged room into a large, holographic representation of a planet.
At this point, another figure walks into the room. While this man is still cloaked, his clothing is a lot more reserved. While both seem to have been made from fine cloths, this figure lacks any of the gaudiness of the first. This man also approaches the lit pillar.
"I see you have arrived, Moderator" The gaudily dressed man comments upon his arrival.
"I have indeed, Administrator," The man replies, dipping his head slightly in greeting.
"Hopefully this time we have some planets that fit your needs. Some of these have taken much investment and care to develop."
"I hope so too, Administrator."
They proceed to examine multiple planets, discussing the good and bad points of all. They spend many hours overall examining these planets, until few are left.
"I am afraid this is the last one for now, Moderator"
"Let's take a look at it anyway - I might have some luck."
"Fine"
The hologram reforms once again, this time into the shape of modern Earth. At this sight, the Moderator perks up a bit, and this time the discussion lasts much longer, until he makes a decision.
"I'll take the planet. While not perfect by any means. It will do for my purposes, as, after all, I only need the people, and not the planet"

"Of course"
At this point, the pillar gives off a bright flash of light, as if to seal the deal, before both figures bow, turn around, and exit through the respective doors they arrived through. Once the room is empty, the pillar once again dims down to appear like a common piece of stone, leaving the room in near darkness.
As the administrator walks away, he mutters under his breath;
"Oh humans, you have no idea what you are in for..."
