EX level skills have been said to level mountains and split oceans (Yeah, Moses was probably had EX Level on water magic). However, EX skill holders are very rare and so dangerous that not enough data is present.
Personal levels:
Level 1-10: Average villager/commoner
Level 11-20: Minimum requirement for basic guard force (Gate guard, City guard, Security guard, etc.)
Level 21-30: Average level for Adventurers and Footsoldiers
Level 31-40: Average level for basic knights (As strong as D ranked monster)
Level 41-50: Average level for Elite knights and can single handedly defeat a D ranked monster, and can win against a C rank one.
Level 51-60: Average level for Royal guards and B rank adventurers
Level 61-70: Average level for A rank Adventurers and Imperial or Elite Royal Guards.
Level 70+: The so called Realm of Heroes, most of the people that reached these levels were heroes. Most.
The highest level to have been attained by anyone from any race is Level 84 by a Human hero.
