"What's the game plan here?", Eleanor voiced, unsure if anyone actually had one or if they were all just saying that it would be easy to steal a Falcon suit for the hell of it.
"We need to figure out if the authorities are also looking for us, or if it's just SHIELD", Nat replied, if they were only being looked for by SHIELD then it might be a possibility for Steve to get in and cause some sort of distraction to allow another one of them in.
"On it". Eleanor grabbed Sam's laptop from the other room, he looked as though he was going to complain, but refrained when he saw the looks that the other three sent him. He was concerned though when she got in without his password. "Oh, you really need better security, Sammy", she almost sounded like she was pitying the guy. He scoffed and looked like he was going to say something, but quickly closed his mouth after realising he had nothing to say.
She was working on accessing the databases of different U.S. based authorities. There were no invasive actions being done, and no changes being made so she wouldn't be detected by them, she was simply gaining information. Looking at the files for the three of them, there was nothing to suggest that anyone was on the lookout for them, or that they were even aware that SHIELD was. They were probably keeping it on the downlow, if it got leaked that Captain America was going to be arrested it would probably cause an outroar.
"We're good to go". Eleanor exited everything, making sure to leave no digital footprint that would lead back to Sam, and gave him his laptop back.
"Great", Steve clapped his hands together. "So, they should have no reason to immediately suspect anything if we make an appearance?".
"It would make more sense if you made a solo appearance, with your military ties and they'll know you're Captain America, they're less likely to turn you away", Eleanor turned back to the group fully, planting herself next to Nat again, who promptly rested her hand on Eleanor's thigh.
"If Steve goes to the front and asks to see the place, they'd probably say yes, even better if they're a Captain America fanboy", Nat smirked. Eleanor smiled softly, it was nice to see that Nat had mulled what she needed to over and had gained a bit more of a cheerful mood. "Then one of us, me or El, goes in behind wearing uniform, try and get access to a keycard once in there, get the wings and make our way back out", she shrugged as though it was the easiest thing in the world.
"Well, which one of yous is gonna be it", Sam looked between the both of them.
"I can do it", Eleanor took a step forward, not wanting Nat to have to do it, she took a harder hit back at the Camp, so there was no way that she was going to send Nat in. Natasha didn't look to happy, as expected, but agreed when she saw a newfound look of determination on Eleanor's face. "So, where are we gonna get the uniform from?".
"I have some spares, you can try on a few for the correct fit". Eleanor nodded and walked with Sam to his room to try and see if any would fit. Luckily, the smallest size that he owned did, so she got changed into it.

Nat walked in after a few minutes and her face changed into a smirk when she saw Eleanor. She walked forward and helped her straighten out parts of the uniform so that she wouldn't look out of place. "I like you in uniform", she husked in a low voice whilst tugging on the collar to straighten it out.
"Oh yeah?", Eleanor flirted back and took ahold of Nat's hands that were still on her.
"Mhm", Nat bit her lip before her face dropped a few moments later.
"Hey, what's wrong?", Eleanor squeezed her hands, not knowing what had caused the sudden change in demeanour.
"Just be careful, please, I don't want the U.S. Army chasing after you as well", she tried to hide her worry with a joke.
"I'll be okay, and this will all be over soon", Nat melted at the smile that Eleanor gave her, and couldn't help but believe her words.

They pulled up the floorplans and blueprints for Fort Meade and spent a while studying them to work out the best route to the Falcon suit, and then studied the ventilation system to get out with it.
The plan was for Eleanor to hover around the door so that when Steve hopefully got in, she could grab the door before it closed and walk though as though she belonged. From there she would try and find someone with clearance level 7 at the least, to sneakily take their card so that she could make her way down to the Falcon suit and enter the room.
After that, she would make her way out through the vents, they only opened from inside of the building, prop up the external vent using a plastic prop-up stick that would be concealed in her pocket, make her way over to the fencing where Sam would grab the suit, and then re-enter the building and re-trace her steps to get back out.
The entire plan was risky and full of flaws that would likely get Eleanor caught and sent straight to jail, but they didn't really have much time to come up with a foolproof plan, especially with their lack of resources.
First, they needed to make her a fake ID, something that Nat was incredibly good at. She used Sam's laptop and gained access to what the ID cards looked like, and superimposed a photo of Eleanor on top of it, along with the name "Rebecca Matthey". Eleanor would still need to steal someones actual ID, as their flimsy fake card would definitely not gain access to anything involving scanners.
They printed out the ID, laminated it and cut it to look like a card that they could clip onto Eleanor's belt. Tacky, but was the best that they could do with the resources to hand.
The next task was the drive. It was half an hour and they took Sam's car to keep it diverse so that they weren't giving their location away to SHIELD. The truck that the trio had used was also almost definitely reported stolen by now, so keeping it by Sam's house in the quiet suburbs was less alerting than driving it into a Fort.
Sam drove, Steve was in the passenger seat, and the other two were in the back. Nat held Eleanor's hand the entire way, she was nervous about sending her in with a plan that she knew was bullcrap. With SHIELD missions she was less nervous about whether they'd make it out okay because usually, their plans were more thought out, most of the time foolproof, and they had actual resources in the palm of their hands. She also didn't particularly want to see her girlfriend behind the bars of a federal prison, which was the most likely outcome of this expedition.

But, they both just had to suck it up and hope for the best, because this is the best that they had right now.
On arrival, Steve got out further down the road so that he could walk to the front, and Sam drove straight to the entrance, his old pass had managed to work because the security guy didn't really seem to care, he just saw what looked like a viable pass and went back to staring at a magazine.
Sam parked towards the back of the carpark so that when he needed to get to the Fort's blind spot to collect the suit, he could do so with a low chance of being detected. Eleanor said goodbye to Nat and hopped out of the car, walking with purpose towards the front so that she looked confident, before pulling out her phone and moving to the side, making it look like she was dealing with someone before going in. No one paid her any attention.
She was thankful to hear Steve's voice after a few minutes, there was only so long that she'd be able to stand out there. He was immediately granted access to a tour, and the people who stood by the door sounded excited to be interacting with him. Eleanor quickly grabbed the door just before it shut and made her own way in. She was slightly concerned at how easy it had been so far, but she wouldn't complain about the country's security issues until she wasn't being hunted down by SHIELD.
They had all memorised the floor plan, so she was able to get around quite easily. The main problem was finding someone with a card that she could swipe. So far the people that she had passed did not have the correct clearance. She figured that the main place where people would be distracted would be recreation areas for those on break, so made her way to the nearest one.
After making her way over to a rec room, she swiftly spotted a few people in it, thankfully. Whilst walking over to the coffee machine she trained her eyes on one person with the correct clearance ID for the falcon suit. So, kept her head down at the last second and swiped the card, before acting normal again and paying for a snack at the vending machine. Once again, no one paid an ounce of attention to her.
Walking out, she pocketed the snack and made her way to the underground levels. From this point it was easier, she was granted access to the level via the card, and made her way down the hall. She had to make herself look busy by looking at various noticeboards with rotas and information before she could enter the room. People working down here would know that she had no reason to enter, so she had to wait for the area to clear out.
It did after a long ten minutes, but she eventually used the card to open the hefty door and scanned the release sensor for the suit. It was heavier than she thought it would be, but it hopefully wouldn't be a problem. She poked her head around the door to see if it was still clear, which it just barely was, she caught the shadow of someone moving around the corner. So, she jogged to the other end of the hall and climbed on a cabinet to enter the ventilation system.
It was cramped, Eleanor didn't like it. She was having to be super careful not to make much noise so that it didn't alert anyone of her presence in the walls or ceilings. Thus, it took a while to get through. Pushing the suit along in front of her without making loud scraping noises was a struggle, especially in the uphill parts of the ventilation system, but she did it. She managed to get to the correct vent to leave out of, the rear side of the Fort, specifically the area with more of a blind spot with guards and cameras.
She propped it open using her small tool, and sprinted to the fence, where she luckily saw Sam waiting. "Yes! I cannot wait to wear you again", he spoke to the suit through the gate.
Eleanor rolled her eyes and evaluated the situation, taking a few steps back due to the curvature of the concrete and metal fencing. She took a deep breath and lobbed the suit over using all of her strength to get it high into the air, the last thing she wanted was to under-aim and smash the suit against the concrete.
Luckily, the aim was perfect, and Sam was able to catch it before sneaking back off to the car. Now she just had to sneak back through the Fort. Being back in the ventilation system wasn't as bad as it was when she was first in there, without the suit it was a lot easier to shimmy through. This time, she made sure to pop out in some toilets closer to the rec room. She wanted to drop the stolen ID card near the area so it looked like the guy was just being careless instead of it being stolen.
She sped walked over to the room and peered through the glass on the door, he was still in there, sitting with his peers and laughing away with a cup of coffee in his hand. He hadn't even noticed the missing card. Another eye roll of frustration and concern was given, but she didn't have time to dawdle so just dropped the card by the door and made her exit.
Before she knew it, she was back in the car where all three were waiting for her. "Good job", Nat beamed in relief as she embraced her in a sideways hug.
"Thank you", Eleanor laughed, and pulled out the pack of skittles that she got from the vending machine, and gave them to Nat.
