This person likes a guy but is afraid to start a relationship because they are moving out of state soon.

If you like him, go for it. Very simple and straightforward. You have all these reasons why it might not work out, but you have no idea what could happen! Moving out of state at the beginning of a relationship is inconvenient, absolutely, but would it be better to spend however long wondering if it could've worked? Wondering what might've happened had you asked him out? You like him, and it certainly seems like he likes you back. Ask him out!

As for how to do it, that's up to you. It doesn't have to be anything crazy or extravagant. Something as simple as "Hey, do you want to go _______ with me this weekend?" will do the trick. You, making the first move will be more than enough. Personally, I'm old-fashioned so I say ask him in person rather than over text, but again, that is up to you and your preferences. If you really don't feel comfortable asking him out in person yet, that's okay. Either way, don't just ask to hang out or something vague like that. Come up with something to do—be it meeting for lunch/dinner, going to a movie, escape room, museum, picnic in the park, etc.—on a specific day (i.e. Saturday, 'this weekend' could work too, but giving a specific day makes the plan sound more serious and less "casual hang out") and invite him to go with you. For example:

"Hey (name), would you like to go to dinner with me Saturday night? I've been wanting to try this new restaurant."

This is just one example, and you can tailor it to whatever you might want to do.

Honey, you're overthinking this. When it comes down to it, you like him, he likes you, and if you want anything to happen then someone has to make a move. If you want assurance that that move will be made, you might as well do it yourself. Don't stress yourself about the future when the relationship is still in the "mild flirting zone" and you haven't even gone on a date yet. Just be yourself, as cliche as it sounds. And when you're nervous about asking him out, just imagine the look on his face after you do. With how introverted you are, he'll probably be pretty surprised! It may even fluster him! How funny would that be?
