Looking at your situation, I can absolutely understand your position, but it is also important to look at your mom's as well. Let's recreate it from her perspective.
You're at a store you've mentioned in the past, and you see something you know a loved one needs or wants. You get it, excited to surprise them with it, but when you give it to them, they don't seem grateful for it. In fact, they're questioning you about why you didn't tell them you were getting it beforehand. You feel annoyed. You got them a gift, and they can't offer a thank you? You think it's rude, and you're probably a little hurt by their response (which may have even come off as a rejection) as well.
No, it was not kind of her to say you were annoying, but it makes sense why she might feel that way. Wanting to make sure the tights are the right size is completely understandable, but when it comes down to it, you didn't pay for them. She gave you a gift because she saw them and thought of you. If they don't fit, you can take them back and exchange or return them. Either way, there's no loss.
I think an apology is due here. Your mom likely feels that you don't appreciate her or her gift since you gave no inclination otherwise, and I highly doubt you feel that way. It doesn't have to be some grand thing, just a simple "Hey mom, I'm sorry I responded that way about the leggings. I was just thinking that if I'd known you were getting them, we could make sure they were the right size, but I didn't communicate that well. I really do appreciate it, and I wanted to say 'thank you.'"
