Perhaps to some people, barking furiously like a dog is easier than speaking English. But what makes English easier to study though is its popularity over any other language. In the Philippines alone these days, most newborns get their first taste of English right after birth.

"Hello, baby!"

One day after:

"Clap, clap, clap your hands." (mother, father, nanny singing)

Fortunately, the Philippines is open to anything English. From TV commercials, billboards, textbooks, signages, newspapers, to even our laws, English dominates. (Despite the exposure, English wasn't interesting to me until I became interested in it.)

If it is one of your school subjects, then it makes learning easier. The harder part is there are so many grammar rules to learn.
