"I thought the meeting would need the approval of all the kingdoms to be even accepted." said Babu, joining the conversation halfway.
"Yes. It definitely needed confirmation. And the first epic prevented us from talking to our youngest brother, King Rona. But after you defeated him, we had contacted him, and thanks to this, the approvals of all the kingdoms were obtained. Thus, the decision of the council and the resolution of the meeting were late, but in any case, they were approved."
"So your decision is to make us some kind of super-soldier or something, ain't it? After all, we must have got into the eyes of a few greedy statesmen, just as we got into the eyes of epics."
"Oh no, no, no. I'm definitely missing out on decisions that I can make against your will. The king could find a reply even against any answer we might have. He was reading our hearts like a manual, connecting our minds to his own, proving to us the greatness of his direction. Just like a real king, he understood the language of his people in a way, and he told us everything as if he would give us the best option. He also filled our sense of trust in him quite a lot and made us feel as if we had gained an ally that achieved many more things.
His answers were also quite sincere. These were words that were immediately poured out of the mouth without any purpose of lying. Of course, even being a liar would have required decency, but there was a world of difference between the words that came out of a liar's mouth and the words that came out of his.
So having our way of talking much more at ease with him, Ryuu decided to talk,
His eyes were filled with hope, and his ears heard the words he needed the most,
"How likely is it that this will happen? Can you really help us in our war?"
"Ryuu, my child, believe me truthfully, I have no answer for that. So on I don't know either. But I'll do my best, and even though I myself a human being that could let even myself down, would have the only option to help you if you trust me. I have no other way than that to restore the things you might need."
He then added,
"So have your own decision about it, but take it in the way most possible of not regretting it."
Then after one other, Shou looked towards the King, breaking his silence after a long time of waiting,

"This cannot be done without the approval of everyone at the king's meetings. And you know it as well as I do that you can't do it, Majesty."
"How do you know it won't happen?" said Ryuu turning to Shou.
"People you may think are friends can cause you big problems if you keep them close. That is why the current one has been formed, just as you sometimes have, there are ongoing decouples even between kings. The fourth king, perhaps one of the kings with the most power, is working with the fourth epic. And it is going like this for a long time."
The king seemed to know what to say, but still with an expression like he was afraid that we would not believe him, he opened his mouth,
"I know it's dangerous. But I'm going to talk to my brother, the king of the fourth kingdom, and king Gronun about it personally. And I'll try to convince them."
"The deal you'll have won't go anywhere. The king of the fourth kingdom and the fourth epic are not such easy people as you might think. These are kingdoms and people who were brought up with a brutal form of government and have no resemblance to other kingdoms by the way of mercy. Even if you find an agreement that they can agree on, it will only be in their best interests and to their advantage, and they will have more information. However, if you still do it, and if you become the one that takes a side against them, The Great War and the passing up of an entire kingdom of such important decision, great disputes, wars, and hostilities will open up between the kingdoms. And the fourth kingdom will consider you its greatest and highest target."
He then raised his head and added,
"So in any case, you will have to find an even better solution option."
But Ryuu, stopped Shou from talking again, and talked with him about it,
"No. The King's decision is the right one.
"What?"
"If he does not meet with the kingdoms as soon as possible, that's when they will have doubts that someone among them is about something. If we try to get into the business of convincing them of a deal right now, that's how it might look like they're still in a deal for every single one of them. So the best thing we can do is be the first move we make after the deal is done. But until then, we just have to wait and think about what to do."

Citizens can visit other planets and live there as if they were on a "vacation". Mercury is Earth’s hub connected to the closest Core and Earth is a remote vacation spot for wealthy citizens. When the main character was 10 he witnessed a citizen returning to the Core. The story continues 10 odd years later when he again witnesses a similar situation unfolding and manages to touch the person returning to the Core. This causes him to be swept up in the transfer as well and for his mind to join as a "Guest" user of the Core. As a Guest he has limited powers, a starting balance of zero cr or Citizen credits, and no idea how he can get home. He is the first human to ever become a Guest of a Core.
