The hungry ghost festival only happens on the fifteenth night of the seventh month. The seventh month is considered as the month of the hungry ghost festival. During that time, the gates of hell would open and ghosts would roam around the human world.
After six months of hell, they would finally be free. Free to eat, to look for entertainment, to find company, to visit their relatives or to fool around. Every ghost from hell has sinned - a sin they have to pay for. Every sin is different, which is why you have the Eighteen Levels Of Hell. Different levels with different punishments. The higher the level, the harsher the punishment.
Although they have one full month dedicated to them, they are only allowed to roam around the earth for one day. Those who return, will have to suffer again, and wait for the next seventh month. There are some ghosts who would decide to stay, which is why there are such things as haunted houses.
Every ghost that decides to stay have consequences to face. These ghosts are called Roamers. They stay in other's house in the broad daylight and roam around at night. Those ghosts who don't return either want to escape from their punishments, take revenge or haunt others.
There's no certain time limit as to when you will finish your punishment. It could go on for days, months, years, or even decades. If your behaviour is acceptable, and if you do not try to escape from your daily punishments, you will be reincarnated and live in the mortal world.
