"Hurry up, Adalet!" Andrea orders, "we have to get out of Jazz Town before the storm hits, we don't have a minute to lose!"
"But chief, we have to stay in Jazz Town, that storm must be stopped!" Amy argues.
"Don't tell me you really believe that someone is controlling the weather! This is ridiculous!" she cried planting her hands on her hips.
"Don't speak so fast, chief!" Hannah jumps in, "I found something, a signal emitted from the weather tower! It's crazy, but I think the signal controls the storm."
"Not you too, Hannah!" Andrea sighed.
"And that signal might lead us to the weather machine!" Adalet adds.
"Chief," Amy spoke up, "if Adalet believes this signal might lead us to the weather machine, we have to investigate it! So many lives are at stake!"
"Are you sure this storm can be stopped, Adalet? Are you ready to bet your life on a fairy tale?" Andrea asks seriously.
Adalet nodded, "I am chief!"
"Then you better act fast! Go to the weather tower and see what this is all about!" she says pointing to the front doors.
On the Weather Tower...
"Oh, dear! You found a body bound to the weather tower!" Amy gasped as Adalet slowly removed the chard body.
"Amy, this is Peggy!" Adalet exclaimed seeing the wild orange hair.
"Oh no, you're right, this is Peggy Pascal, the storm-chaser! How horrible that she should die during the storm!" she cried, "And what about this kite? There's a message on it: "You will never stop the storm!" ... You think this must have been left by Peggy's killer, Adalet?!"
"The possibility is high, Amy," she replied.
"And if the killer doesn't want the storm to be stopped... Then it means they must have created it! Which means there really is someone controlling this storm! I can't believe it!" she cried in shock.
"And this also means that if we find Peggy's killer, we'll be able to stop Hurricane Zelda!" she says laying Peggy's body down onto the platform, "let's have a closer look at that kite!"
"There's also this metal piece you picked up from the tower! Do you think we should send it to Hannah?" she suggested, Adalet nodded, "alright then! And you also found keys? I just hope you can find what's written on them before the wind blows us all away!"
Adalet examined the killer's kit first. She swabbed the sticky green substance that had adhered to the surface of the kit. She wiped it onto a micro slide and sealed the sample between another one.
"I don't know what that substance you collected from the killer's kite is, Adalet," Amy says as she took it, "but I'm sure Yann can find out! Let's get this sample to the lab!"
Nodding in agreement, Adalet picked up the lost ring of keys. There was a key tag attached to the ring but the writing on it had faded away. She dusted the tag with some carbon powder to darken the faded message.
"The tag on the keys reads "Van keys, if lost, return to Peggy"!" Adalet reads out loud for Amy.
"Which means those keys unlock Peggy's van! Let's take a look at it, Adalet!" Amy suggested.
After they had gotten the body and lab samples safely back to the station, the partners drove around looking for Peggy's storm-chasing van. They tracked it down to the docks of Jazz Town and looked around for anything strange. They managed to find a box of random electronics and a digital camera during their search.

"Oh dear, Adalet, I've never been this close to a storm before! This is so scary!" Amy whimpered quietly.
"Amy calm down," Adalet advised, "control yourself!"
"Yes, you're right, I have to control my fears and stay focused! What did you find in Peggy's van?" she asks trying to distract herself.
"There's this camera, might have recorded something interesting," she explains, "once I have the password first, though! And this box of electronic parts could hide something!"
"Let's get to work, Adalet," she replies, "the clock is ticking!"
Adalet began digging through the box of electronics first. There were circuits, wires, bolts, and cables inside the box, but there was also something inside that didn't match the ecstatic. There was a poster about climate change that had a note addressed to Peggy written on it.
"Great job, Adalet, you found a flyer in that box!" Amy praised.
"It's about climate change, but there's something else written on it!" Adalet says scanning the poster, "Peggy, this should be your fight! Rose Field"... Hm, this Rose must be an ecology activist!"
"Adalet, I have an idea! Ecologists have been protesting near the Courthouse since Hurricane Yves struck. Maybe we could find this Rose Field there, don't you agree?" she suggested, "let's go!"
Before they went to go find Rose, Adalet picked up the video camera again. She powdered it on and touched the keypad on the small screen until she had unlocked the device.
"Great job unlocking Peggy's camera, Adalet! There's so many files on it," Amy commented, "let's send it to Hannah for analysis!"
Adalet and Amy left Peggy's van and they drove out to the courthouse. As they pulled up in front of the large building, they saw a few people standing outside with large signs and megaphones. One of them was standing on the sidewalk with a larger version of the poster they had found barking into her megaphone.
"Hurricane Zelda is the result of climate change! We're all to blame for this storm!" the woman who was undoubtedly Rose was yelling.
"Mrs. Field!" Amy shouted to be heard, "Capt. Adalet wants to talk to you about Peggy Pascal! She's been murdered!"
"Really? Well, that's what you get for chasing storms instead of fighting their cause! Peggy thought storms were beautiful, can you believe it?" Rose smirked, "but the worse thing is, she had the nerve to say that the storm was man-made! It's all a lie! Storms are the result of mankind's disinterest in the Earth! It's the result of climate change, anything else is just fantasy!"
Autopsy Victim's Body...
"When I think Chief Marquez tried to make me evacuate! As if I would ever leave you without a coroner, Adalet! But let's get to the point, we don't have all day!" Roxie says pulling the sheet back from Peggy's head, "most obvious thing is, dear Peggy here has been killed by electrocution! And seeing how she was bound to a metallic tower with iron wire, that's exactly what her killer wanted! I looked a little closer, and Peggy was also hit on the head. Must have been how your killer incapacitated her before getting her on the tower."
"It would make the most sense," Adalet agreed.
"And guess what?" she didn't give them time to guess, "I found some molecules there, belonging to a rare kind of tea on the point of impact! There's no doubt your victim was struck with something carrying tea, like a teapot! Believe me, we're talking about high-quality tea. Your killer is a tea connoisseur!"

They thanked Roxie for the new pieces of evidence and left the morgue. They headed to Yann's lab first to see if he was able to identify the substance they had gotten off of the killer's kite.
"You've sent me plenty of disgusting substances over the months, Adalet, but I have to say that snot is a first!" Yann laughed.
"So that substance on the killer's kite was snot?! Yuck," Amy stuck out her tongue, "that's disgusting!"
"But oh-so-useful," he smirks, "I studied the molecular structure of the fluid, and I can tell you Peggy's killer has nasopharyngitis!"
"Nasophari-what? Is it some sort of naval hobby?" she questioned.
"No," he chuckled, "it's a disease you might know better as the common cold! Watch out for any sneezing suspect, Adalet, because your killer has a cold!"
"I'll keep some tissues on hand," Adalet smirked, "thanks, Yann!"
Amy and Adalet left Yann's lab and crossed the hall over to the tech lab where Hannah was waiting for them with her results.
"That camera you found in Peggy's van was pretty interesting, Adalet! In the middle of all the storm videos, I found recent footage from a fight!" Hannah says pulling up a still frame from the video, "the footage shows Peggy arguing with none other than Veronica Blade! I'm sure you remember Frank's sweetheart, Adalet?"
Adalet rolls her eyes, "how could I forget?"
"Unfortunately the sound was off, so I have no idea what they were arguing about," she finished.
"Veronica Blade?" Amy frowns, "I'd never thought she'd be involved in this case..."
"She is now!" Adalet replied, "we'd better ask her about her fight with Peggy!"
"Before you rush off, congratulations, Adalet, that piece of metal you took from the weather tower is exactly what I needed to prove the weather-controlling machine created the hurricane!" Hannah reports with glee, "See, this part is made from an extremely rare metal that allows it to receive the signal from the machine, amplify it and send it to the sky! And this signal disturbs the wind in such a way that it creates hurricanes!"
"How is that even possible?! It almost sounds like magic!" Amy comments.
"Yeah, it's pretty incredible! And unfortunately, this means the tower is only a receptor, not the machine itself," she explained, "I'll have to use... unconventional methods to find out where the signal is coming from. I don't know how long it'll take."
"But Hannah, the storm is almost upon us! Is there anything Adalet can do to help you?" she asks.
"Actually, there is! Adalet, I found a logo on the back of that metal piece, but I haven't had time to check it out," she walked around her table and picked up the piece of metal, "could you have a look in the police archives? I've filed every organization, even the most secret ones. I'm sure you'll find out who's controlling that tower!"
Adalet took a picture of the logo and uploaded it to the database Hannah had compiled of organizations. She began to compare pieces of the logo to some of the best matches on file and it wasn't long before she had identified who the logo belonged to.
"Great job finding a match for the logo from the weather tower, Adalet!" Amy cheers.
"It's the logo of the science division led by Colonel Spangler!" Adalet reads.
She gasped, "I can't believe it! He pretended that the army's weather machine could only create a little rain! But this logo proves it created Hurricane Zelda! How could the army do such a thing?!"
"Take a deep breath, Amy," she advised.
"I'm sorry, Adalet," she apologizes, "I'll calm down. You're right, first, we need to talk to Colonel Spangler and get him to explain all this! After you!"
Adalet and Amy left the station and decided to talk to Colonel Spangler first. They drove out to the Thunderdome and hurried through the windy field to the spot where the man was standing securing the last of the rescue supplies down.
"You again, Capt. Adalet?!" Colonel Spangler cried, "why didn't you evacuate with the rest of the civilians?"
"Peggy Pascal was assassinated on the weather tower, Colonel! The weather tower on which we found the logo from your division!" Adalet informed him.
"And Adalet found proof that the army is using this tower to control the hurricane!" Amy added.
"For the love of God," he grumbles, "I'm telling you there is no way our weather machine could do that much damage!"
"Stop lying, Colonel!" the rookie ordered, "our tech expert proved your tower is transmitting a signal that controls the storm! You must stop this madness!"
"I can't do anything! The weather machine was stolen months ago! I didn't tell you because losing this machine could mean the end of my career! I can't suffer through such humiliation!" Colonel Spangler exclaimed, "the truth is, if you traced the signal from the weather tower, Adalet, then you're closer to finding the machine than we've ever been! As the Head of this project, I'm begging you! Find the machine and stop it! You're the only one who can save Jazz Town!"
Adalet and Amy left the Thunderdome and navigated through the wind and rain to the Blades' estate. They banged as loudly as they could and the door swung open after a few minutes.
"If you're here to make me evacuate, Capt. Adalet, you can go back to where you came from! I'm not moving!" Veronica told them firmly.
"Capt. Adalet is not here for that. Why did you fight with Peggy Pascal? We have a recording of you two having an argument!" Amy says.
"That little... She was panicked, saying the storm was headed straight for my house! I told her to leave, but she just wouldn't hear about it! This house is my life!" she proclaimed, "everything I have left, everything I am is linked to this house, you think I'm just going to leave it?! I won't move for all the Peggy Pascals of the world. That little hack, what does she know about storms? She was just a kid looking for thrills, not a scientist!"
Back at the Police Station...
"Adalet, the storm is approaching! It'll soon be too late to catch Peggy Pascal's killer!" Amy cries as they watched the cloud darken, "let's see... We know Peggy died electrocuted. And from the message left by the killer, it is clear they created the storm!
"We also found proof that the weather tower is receiving signals from the weather-controlling machine, and that's how the storm was created!" Adalet continued, "and we know Colonel Spangler's department is somehow involved in all of this since they built the weather tower for this purpose!"
"I don't know if we should believe his story about the weather machine being stolen months ago, but he did ask for our help to stop the storm... We met with Rose Field, who resented Peggy for not supporting the ecologists," she says, "and Veronica, who had a fight with Peggy over her evacuation! Dear me, Adalet, all those people, and we're no closer to finding the machine or Peggy's killer! It'll soon be too late!"
"Adalet!" Amy and Adalet turned to see Hannah running out of the hallway, "I found the machine! I know where the signal comes from! We can stop this storm!"
"WHAT?!" Amy shouted, "you found the weather-controlling machine, Hannah? Quick, tell us where it is!"
"The machine is in an old bunker from the fifties, on the outskirts of Jazz Town!" she waved her hand franticly for them to follow, "I'll show you the way, Adalet, just follow me!"
In the Derelict Bunker...
"We've found the weather machine, Adalet! We did it! I knew we would!" Amy celebrates.
"But I can't find the button to turn off Hurricane Zelda anywhere!" Adalet exclaimed frantically looking around the machine, "can you see it, Hannah?"
"I'm afraid that turning off wouldn't stop the storm anyway. We need to change the nature of the signal for it to destroy Hurricane Zelda. But for that, we need to find the remote controlling this machine!" Hannah explains, "the killer is controlling the storm from a distance, and this remote is the only thing that can stop it! I better go back to the lab to keep working on that, Adalet! Be careful, you ain't got long before the storm hits!"
"There must be clues in here to lead us to the remote!" Amy states.
Adalet nods, "we know Peggy's killer created the storm, so they must have touched this rotating cylinder!"
"There's also that torn paper, but I know you'll restore it in no time!" she beamed, "and you think there's something valuable in that old survival kit? Then let's look through it!"
Adalet took a closer look at the rotation cylinder of the weather machine. There were some small pieces of some kind of plastic stuck in the metal arm. She gently pulled out a sample of the pieces and dropped them into a dish.
"I wonder what those pieces you found on the rotating cylinder are, Adalet" Amy comments, "but since we know the killer must have touched the machine to set off the storm... We'd better send this sample to the lab!"
They gave the sample to Hannah to take back to the lab for them. After she had left, Adalet picked up the torn pieces of paper. She quickly taped them back up as fast as she could and took a look at what the paper was of.
"There's Peggy on this, saying that the storm was man-made! She really wanted people to learn the truth!" Adalet remarks reading the flyer, "someone wrote a message on it... "Don't scare people, help them! - Susanna Towers"."
Amy pulled out her cell phone, "we shouldn't have sent Hannah away just yet, we'd better call her so she can tell us who this Susanna Towers is!"
Hannah picked up after two rings, "hello?"
"Hello Hannah, could you look up a certain Susanna Towers for Adalet, please?" she asks politely.
"Give me a second..." they heard typing in the background, "here! Susanna Towers is one of the rescue workers working in Jazz Town right now! You'll probably find her in the flooded areas!"
"Thank you, Hannah!" she says ending the call, "Adalet, we have to talk to Susanna Towers!"
But before leaving to do that, they dug through the crate of survival supplies. They found an old pink diary inside with a bookmark in it. The paged that had been marked, however, was missing.
"Good job finding this diary in that survival kit, Adalet!" Amy grins, "the diary reads: "I cannot let Peggy prove"... Someone was writing about Peggy!"
"The bookmark ribbon has got the word "Rose" on it..." Adalet sees holding the red ribbon.
"Do you think this diary could belong to Rose Field, the environmentalist we talked to earlier?" she inquired.
"Definitely," she replied, "we need to know what she wrote about Peggy, but the second page has been torn!"
"Do you think you can retrieve what was written, Adalet?"
"Of course!"
After a lighting fast dusting of the page preceding the one that had been torn out, they had the message they needed.
"Great, you've managed to retrieve the last entry in Rose's diary! Let's see..." Amy took the book so Adalet could pack up her case, "the entry reads: "I cannot let Peggy prove the weather can be controlled!" Why wouldn't Rose want Peggy to prove Hurricane Zelda wasn't natural?"
"It seems counterproductive," Adalet commented, "let's go talk to her!"
Adalet and Amy left the bunker and drove to the address Hannah had sent them for Susanna Towers. They found the rescue worker directing traffic through the flooded street. After the last car had driven off, they approached Susanna to talk to her.
"What are you doing here, Capt., the storm is about to hit! Here, take some of my tea, to warm your bones!" Susanna offered them her thermos.
"We've come to talk to you about Peggy Pascal's murder, Susanna," Adalet responded, "We found your note, you seemed to be quite angry that she didn't care about helping people."
"Peggy was a piece of work! She was way over her head in her storm-chasing stuff! I wanted to use her knowledge of storms to be more efficient in the evacuation, but she said she didn't have the time!" she exclaimed with a scoff, "what can be more important than helping people? You're a cop, Capt. Adalet, you understand. But Peggy didn't care! Now, I'm sorry, but I have to keep moving. Someone might still be in need of help!"
They left Susanna to her job and left to return to the courthouse to talk to Rose about the message she had written about Peggy in her diary.
"Rose," Amy got the activist's attention, "Capt. Adalet found your diary! Why didn't you want Peggy to prove that Hurricane Zelda was man-made?"

I promise that these themes tie together in the end to make a cohesive whole and are used to provide back story for later developments.
