The obvious problem with eugenics is who determines what is low quality and what is high quality? Much of what is referred to today as population control is really eugenics. The eugenics movement had its modern-day beginnings with Hitler trying to create a "New Man".

The unstated goal of eugenics, according to many people, is to create a more dumbed down version of human beings that is much closer to that of an animal than a human. The goal of eugenics is to remove individuality of human beings and turn them into a slave race that will easily take orders and follow the whims of their masters.
