Elena miraculously got pregnant and miraculously had a baby girl before she was put to sleep. Larly was put into foster care mainly because everyone was so dangerous but also because Damon felt unable to care for her while her mother was asleep. When Elena had woken up Damon and Elena took her back when she was about 12.

She was never placed in a stable home really and just bounced around a lot. Her childhood basically sucked, sometimes ending up in rather abusive households. She even ran away at 10 years old and lived on the streets for over a year. The cops found her and were about to pull her back in the system but her parents wanted her back.

Matt realises who she is and calls her parents who decide to keep her
