If I set it up such that the nation controls the health of the public, all is needed is a selfish person to choke the public into forking up more money. Greed. Healthcare is a price-inelastic good. Ramping up the price will not affect the demand...

Lawson allowed Joseph to lead him on, knowing that this was the quickest way to hear about his new 'plan'. Thus, he pressed the exact button to move it forward. "So, what are you going to do about that?"

Joseph turned on his heel and spoke. "First, let's separate the parts that I want to look at in the healthcare industry. Health insurance, big pharma, and hospitals.

Let's do the easy part first. Hospitals.

All hospitals should be government funded, and built to have the same standard of care. Medicine of each kind, stocked, the whole shebang." Joseph pinched his head, eyes shut. "Look, I don't know what's the best standard of care is, okay? I just want all the hospitals to have the same standard of care, and that amount of care good, and the price reasonable.

If it's government funded, the price can't be randomly ramped up. Is what I say, but if the government switches hands..."

There is laughter. Suprised and not exactly not confused, Joseph slowly opened one eye, then the other.

Lawson is laughing something pure and clear. Finally, he sighs, and lets his head sag. "God I hope you keep this sincerity forever."

"What?"

"Nothing. Continue. I'm not laughing at your ideals."

"Alright...okay...so as I said, it would do fine while I'm president, but I'm afraid if the government switches hands, the hospitals start increasing the prices again. Yet if I put it into privatization, the company head can get corrupted. If I muncipalise it, the hospitals won't have the same good standard of care. Wait! Wait! I got it."

Lawson hicupped as Joseph continued, "An independent board of directors, with a random selection of twelve people. The directors are both doctors and businessmen, there is an advisor for the board, and the twelve people put in their input... no, the twelve people cannot be random. Each of them have to be from different wakes of life, hopefully in different jobs, but they must have a good morality. Which is hard to judge. Psychologist test? Maybe? But how would I test everyone?"

"You're overthinking things." One hand of Lawson's held his stomach. "You just ask around each job, compile the names, have someone interview them, give them a test if need be, then when you're making them the jury you ask them to swear before god in an adaptization of the jury swear."

"Yeah. Yeah, that makes sense. Also, you immediately cottoned on to where I got the twelve people idea from. Great job." Thumbs up. "But jury swear sounds really weird."

"I forgot the word for it."

"Moving on! Health insurance. Honestly, I feel like the solution I just spoke of can be implemented here as well, simply collating together all the health insurance companies and then board of directors...

...but that's not enough. Firstly, a subtistute. A nationalised health insurance company that offers much better benefits, funded by the government. Buildings of it in each state, allowing easy accessibility. A handbook for each new employee, and a test to ensure that they understand the ethics. For the people, not for anybody else.

Second, a collation. The health insurance companies that are already profiting will oppose our health insurance company. So we have to take them down first. That's what the letter is for. Two collations. One, a collation of health insurance companies that will serve our health insurance company, and two, a collation of faults the rest have committed. The workers will be under new management, and the managers both big and small that do not serve the people will be forfeit the post that will give them glory.

And the nationalised company will have the board of directors. And on my final year, I'll make it independent of the government."

Joseph crumpled into a chair. "You get the gist, right?"

Lawson bobbed his head. "More or less."

There is a moment of silence.
