Melena: The System actively blocks any attempt to create such a Skill. If it did not, then yes, it would be very likely that that type of Skill would be very effective, assuming it also prevented its target from using those extra Resources.

Melena: There are nine known Mana conversions, six known Stamina conversions, and two known Health conversions. Full lists can be found on our website.

Melena: Which way reality is is debatable. The System treats them as if they were the same in almost all cases, notably except when doing conversions.

Melena: Yes. Many of the lower-tier mage-oriented Paths have Skills that are exclusively manipulations and conversions.
