After telling Joseph to implement the education plan I implemented, I felt like improving in technology wasn't enough of a absoloute advantage. The country also needs to improve in national power. The problem is that the size of the country is small and due to that, there are not many resources and we can't grow much in population so this restricts our national power. The only way to solve this is to expand but expanding also has it's downsides as if they are not as of the same culture as you, there are constant rebellions and productivity is also low. Industrialization also needs its resources and we also need more farmland and mines.

The best way to solve this is what the European countries did, colonize. There is only one continent that has not been fully colonized. There used to be another continent but all the colonies broke free and I am not intrested in provoking the great powers unless it can give me substantial benefits. So the best choice I can find is colonizing. Thankfully, there are already outposts of other countries who are planning to colonize but don't have enough strength to do so. We will just 'rent' their outposts in the name of international spirit and use it to colonize. After thinking about this, I called the cabinet to discuss this matter.

"We will need a new plan to expand and as we can't go to war right away, we need to start colonizing and expand our national power. Is there any objection to this. " I asked the cabinet.

No one raised any objections as countries colonized before and have reaped a lot of profits. They will be in for a nasty suprise, most colonies at the start and even some as the colonial system was coming to an end weren't making any money and were losing money. The reason why Europenan countries still colonized in the African continent was because of the indirect benefits brought to the economy. You can import all you want from your colonies and not from other countires. This allows your country to maintain a trade surplus and stop the outflow of money from you country which is an extremely hard thing to control without restriction in place or without colonies.

"For colonizing, we need to build a navy that is capable of supporting our overseas ambitions. If we don't build one, no one will take us seriously overseas."

Everyone nodded as the cabinet understood that to expand the power of a country, we need overseas colonies. This is one advantage of a monarchy, everything gets done quickly and there is no drawn out arguing. In a democracy, it will take months to pass a bill like this.

"Borrow the ports of other countries and use them to start expediton into the southern contient. Make sure to colonize areas where there is not much competition and there are not many people. I think the other countries will be happy to rent them to us in the name of international spirit."

They nodded and dispersed to start sorting out the specifics. Unless it's something important and I have to create a specific plan for it, most of the work is done by the cabinet.
