After the discussion of wheter to accept the engagement was over, I thought about guns. Most of the weapons used in this world are swords and spears with some archers spread here and there. The intresting thing is, from the information I had collected there are mention of people using cannons from around 50 years ago. But they stopped using it as early cannons were useful in only sieging and not in battle and cannons were just not cost effective. In my old world, guns and cannons started being used in the 15th century to the 18th century. Guns started to really show their full potential in the 19th century with the invention of bullets and higeher reliablitlity.

The problem is that I studied history as a hobby and not proffesionally so I liked studying things such as diplomacy and administration but never really military technology. I know about how guns were made but knowing how to do it and really doing it different. I was also concerned about if I, a unstable variable interfere with the technological level of this world, what might happen. If I start inventing stuff right now, after I die will the world be handicapped. Probably not but I have to consider that possibility.

One reason that guns were not widespread before was because there was never a formalized system or university for studying guns. So inventors could only wander around and find funding from some random king. If I establish a university, not only for the study for guns but for subjects such as anatomy and math, I can get an advantage on other countries. Usually the problem with establishing a university at this period of time is that there are not enough learned individuals to recover the costs. But this problem is solved due to the compulsory education policy's I implemented which will allow the country to have a bigger talent pool to choose from.

I called Joseph to talk about the feasebility of this project.

"Joseph, we need to establish an university which will house the higher education of the country. This will allow us to make more progress in scientific research so that we can pull ourself ahead of other countries. How many universities do you think we can establish."

"Your majesty, we already have some private run universites. I don't see the need to establish more universities and bring more burdens on ourselves." said Joseph after thinking for a while.

"We might have a few universites but most of them are vocational and do not engage too much in scientific research. Most of them have subjects such as arts, music which are not useful to the scientific progress of a country. We need to establish more universities that can accomadate military and civillian research."

Most of the universities in the country basically specalize in fine arts and have some administration studies packed in between. You might ask why is that. Most of the university students are aristocrats who don't feel the need to become engineers or architects. Now listen me out, I don't have any grudges against arts or music but they are mostly culture based and not conducive to a country's scientific progress. Some aristocrats even buy their degrees and are not really useful. To put it in right terms, they can be described as scumbags.

"Establish two universites that each accomadate 80 students. One of the universities will focus on military affairs. The first affair will have courses which train officer and there will also be a special focus on 1*Black powder. The second university will still have military training but the focus will be more on civillian research such as architecture, engineering and anatomy. There will also be more colleges which will focus on training grassroot level officers for the army. The students for the universtites will come from the compulsory education and their tution expenses in the universites will be covered by us. There will be no prefential treatment for aristocrats in the universities."

The reason there are extremely low amount of students are because there is a shortage of teachers who can teach this sort of high level technical content. It is in my belief that a country can be truly strong by technolgy. If it is not, then why does the world spend trillions of dollars on technology.
