After the diplomatic discussion, the minister of war came to me with a new mobilization plan. As Iooked through it, I felt like I saw this before. Isn't this a bit like Bulgaria's mobilization plan before WW1. If you didn't know Bulgaria mobilized from 800,000 to 1.2 million people for the war. Bulgarias population was around 4.5 million. Which means Bulgaria recuruited 25% of its population during the war which is a feat that few countries except those in the Balkans and maybe Germany could achieve if they had the strategic materials available. Normal countries such as the United States and France can't achieve that due to their underdeveloped mobilization system during that time and the fact that the national spirit wasn't good enough.

One of the reasons Bulgaria and to a certain extent Germany could achieve this was because of their nationalistic tendencies and national spirit. The plan proposed by the ministry of war was as following: Each man and women will engage in military training unless they had physical deficiencies or are inherently inadequate. The age will range from 16 years to the age until you die. Yes, it is until you die. If you are 65 and are needed to serve the military, you will. This will let us have an army no smaller than other great powers with larger population but the pressure on the populace will be a bit high. Each person will undergo military training for one month each year and serve in the military when needed. They will also serve two years in the military when they graduate from school.

"Can this plan be feasible without extreme economic losses." I asked the ministry of war.

"Your majesty, this plan mostly focuses in rural areas as during the slack period, the yearly military training can be acheived. In the Urban areas, the military training will be less and will be restricted to a 2 weeks each year." he said with a serious look on his face.

They have everything already solved, I mean having a bigger army is certainly not bad but the problem is that the military's influence will grow too large. I don't want to become a puppet king like Willhelm the second headed by Mackenson. If you didn't know, at around the later parts of the world war, the military basically went rogue and took control of the country and made Willhelm the second a puppet kaiser. While I probably won't become like that as I have more prestige than him and more overall control of the counrtry.

"Can the country sustain it or will the pressure on the finances and populace be too great." I asked the cabinet in hopes that they will supress the military as if the military grows too powerful, the cabinet will become weaker and might become a figurehead.

"The people will be fine due to our ideological training and the militaristic nature of the Gretans." said Joseph.

Weren't you just crying a second ago about not having enough money for all the development projects that I am doing, I thought in my head. I suddenly had a realization for why some countries have stronger military that others. This was related to the struggle for power between the military and the bureaucracy. If the military wins, the countries officials will mostly come from the military and the country will be more militaristic. If the bureaucracy wins, the military will be subject to civillian officails being generals. One famous example is Churchill, a political and civil official with no military experience heading the Gallipoli landings. As some might expect, it ended disastrously. But having a military dominated country will also make it more radical and more prone to mistakes.

"Implement the military mobilization plan, make sure that the mobilized people will have a combat effictiveness as close as possible to the regular army." I said while heaving a sigh.

This is the reason why Bulgaria was able to mobilize 25% of its population. It was because everyone from top to bottom supported it. I should really introduce a navy to disperse the power of the army, shouldn't I.
