The empire in the west has the same culture as us and they don't have much stability, I don't think they will be threats for the short term and they can go north. I think that the older generation had experienced the attacks from the western empire which in their subconscious minds led them to place the western empire on a higher threat level than the Rostok empire. This was the way that Bismarck used to form a coalition against France and isolate them. If you think about it logically, Napoleon III as good as military affairs as Napoleon and France wasn't as strong as in the Napoleonic era but countries still cautioned againt the French.
