The strongest one is the Shimering Empire and the Millea Kingdom is a close contender. Next are the Soaring Lion Empire, Kimin City, and the Demon Kingdom. Each about equal in strength. The next is the Golden Slime kingdom. The last slot changes reguarally ,about once every thirty years, but at the moment is held by the Horizon Shield Republic. At the moment all the countries in the seven powers have a peace treaty. The strength of the kingdoms is determined annually by a tornament in Kimin City arena. The ranking is detemined in a normal tornament style with a solo, a duo, trio, and team battle. Each country nominates a team and sends them for the tornament. During the time of the tournament It is impossible to attack another country due to the gods decree. It isn't uncommon for gods to place bets and assist their favorite teams by giving temporary blessings. The blessings are regulated by the world god to make them all equal strength so no team can win just because of their blessing.
