The aftermath of the exam...

"The provisional hero licensing has ended, now it's finally time for the results to be revealed." Izuku narrated.

"Anyway, the names that those who passed are listed here in alphabetical order, keep my words in mind as you search the screen for your name." Mera announced as the screen showed a chart of who passed.

"Woah, a lot of people passed." Shoji noticed.

"No kidding." Parad agreed.

"Mi, mi, mi, mi, mi, mi..." Izuku and Mineta mumbled as they desperately searched for their names.

''WHERE IS IT!?" Bakugo yelled angrily trying to find his name as well until a few seconds later, Izuku finally found his name on the chart.

'My name... I passed, I did it All Might!' Izuku thought in shock with his mouth gaping wide.

"I'm up there, just call me a hero!" Mineta cheered

"I did it..." Kyoka said in relief.

''There I am!" Tenya said with a smile.

"Alright!" Shoji said in relief.

"I'm on the board!" Ochaco said happily.

"Thank goodness!" Sero cheered as Tokoyami nodded beside him.

"What a relief." Ojiro said in exhaustion.

"Mage na fic!" Aoyama said in french.

"Heck yeah, I did it!" Sato cheered

"YEAH!" Mina cheered excitedly with Koda gapped in happiness.

"Another small step towards being a pro." Yaoyorozu said proudly

"Ribbit!" Tsuyu croaked happily

"I passed, I passed!" Toru cheered

"Killed it!" Denki cheered

"Right on, but uh..." Eijiro cheered, before he noticed Bakugo who has a disappointed look on his face.

"No..." Bakugo said shocked that his name wasn't up there.

"Yo, Yoarashi!" Inasa said desperately before seeing his name wasn't on the board "It's not there, I failed..." he said in disappointment with his hat down.

'It's over...' Shoto thought as he looked at the screen where his name was not there as well.

'He failed?' Izuku thought in concern as he looked at Shoto until suddenly.

"Todoroki!" Inasa called as he approached him, they then looked at each other as Yoarashi bowed and hit his head on the ground. "I'm sorry, it's my fault that you didn't pass the licensing exam, my focus was too narrow-minded, forgive me!" he apologized.

'I've tried to ignore that I'm my father's son, but it's something I must come to terms with if I aim to be a hero.' Shoto thought.

"You're fine, I was the one who got us off to a bad start." Shoto assured

"But still.." Inasa said

"And thanks to the things you said to me, I have a lot to think about." Shoto added.

"Holy crap, did he really fail?" Mina said in surprised

"How could two of our top three classmates not pass the exam!?" Sero asked

"Should've been more careful about what you said, words are important you know." Denki teased Bakugo only to be frightened by his angry glare.

"Shut your mouth before I murder you!" Bakugo threaten.

"Those entitled people at the top think so highly of themselves don't they, their own egos are their own enemies... looks like our class hierarchy is collapsing!" Mineta lectured before grabbing Shoto's shoulder. Just then Tenya grabbed Mineta and pulled him away from Shoto.

"I can't believe this..." Izuku said with pity.

"Poor Todoroki." Momo added.

"So now we'll give you the pronounce of your results, they include break down of your scores, so you'll know exactly what areas you need to improve going forward." Mera announced as the public safety members handed out their score sheets.

"Kirishima." P.S member said and gave Eijiro his paper.

"Thank you sir." Eijiro replied

"Hand it over, I wanna see." Bakugo demanded

"Um, maybe you should focus on you." Eijiro responded nervously

"Well, come on, how'd you do?" Toru asked bothering Denki.

"Give me a chance to look and I'll tell you." Denki said in annoyance.

"We knocked off points when you did something wrong, fall below 50 and you were done, these demerits are automized on your result form as you'll see, so I'd look at them." Mera announced.

"Sixty-one points, I barely made it." Ojiro said looking at his score.

"Woah, I got 84, look at that guys, it turns out I'm actually pretty great at this stuff!" Sero said happily.

"Wait Yaomomo, you got 94 points!?" Kyoka asked in surprise.

"Iida, how'd you do?" Izuku asked

"I got 80 points." Tenya said, "Overall, I think I had trouble with practical application." he said, "What about you, Midoriya?" he asked

"A perfect score." Izuku said as he nonchalantly show his perfect score with a thumbs up

"Seriously?" Eijiro asked

"You're amazing, Izuku." Momo said

"As expected of the Top student." Tenya said

"DAMNIT!" Bakugo yelled angry that Izuku not only beat him but have a perfect score

'But, I wonder...' Izuku thought 'If it was a demerit system with no chance to add points, and no hope of passing after falling below 50 points...' he thought, 'Then why didn't they remove those who dropped below 50 points-- why allow them to stay until the end?' he thought staring at Shoto and Inasa

"Um, for those of you who passed, from now on, during emergency situations only, you may exercise authority the same as that of pro heroes." Mera said, "In other words, fighting villains, saving people from criminal acts or accidents--" he said, "You may act on your own judgment in these cases without the direction of a hero." he said, "However, this means that each and every one of your actions carries with it a responsibility toward society." he said, "I'm sure you all know that the great hero, All Might, has used up all of his power." he said, "His existence played a large part in suppressing crime." he said

"With that deterrent gone, impudent people will definitely appear." Mera said, "The balance will be destroyed, and as the world changes greatly, you young people, most importantly All Might's successor will someday become the center of society." he said, "Next, you all must become exemplar heroes and become great enough to suppress crime yourselves." he said, "This time, all you have received is your provisional license to perform hero activities." he said, "I would like you to think of yourselves as fledglings and be even more diligent in your studies at your respective schools." he said

"And for those of you who did not pass--" Mera said, "There is no time for you to feel dejected that you didn't have enough points." he said, "There is still a chance left for you all." he said, "After you attend a 3-month-long special course and pass an individual test, we plan to issue a provisional license to you all, as well." he said, "In order to deal with this future that I just spoke of, we need as many good heroes as we can get." he said, "The first test was one to weed people out, but we would like to grow the hundred selected in that test as much as possible." he said, "That is why we watched all of you until the end." he said, "As a result, we saw that it wasn't that you didn't have promise." he said, "Rather, once your inadequacies are corrected, all of you have the potential to be even greater than those who passed." he said, "I think it will keep you pretty busy doing this concurrently with your studies, and you may also choose to retake the exam in April instead, but--" he said

"Of course!" Bakugo said

"We're waiting for you." Tenya said

"Yeah." Izuku said

"And so, the provisional licensing exam ended." Izuku narrated, "And we are one step closer to becoming heroes!" he narrated

Later, Izuku looks at his Hero Licence

"Awesome." Izuku said

"You did it, Deku." Ochaco said

"Thank." Izuku said, "I was helped by so many... and caused trouble for so many..." he said, "So... how do I put it?" he asked, "It's like proof that I've matured, and it makes me so happy." he said, "I'm gonna show it to Mom and All Might as soon as possible!" he said taking pictures of his Hero Licence

"Yeah, that makes sense." Ochaco said

Meanwhile, Joke walk to Aizawa

"Eraser!" Joke said, "Since we've got this chance, do you want to do a joint practice sometime?" she asked

"Yeah, that might be good." Aizawa said

"Hey! Hey!" Inasa said running to the UA students

"Oh my, even Shiketsu's here." Tsuyu said

"Todoroki, I'll see you at the special course!" Inasa said, "But you know, honestly, I still don't like you!" he said "I'll apologize in advance!" he said, "Sorry!" he said, "That's all!" he said running off

"Was that supposed to be considerate?" Eijiro said

"I'll make the best of it, too." Shoto said

"Merci..." Yuga said, "He's someone who's both bold and sensitive, isn't he?" he asked

"Excuse me! U-Um...!" Izuku said, "What kind of training do you do to erase your presence?" he asked

"We don't have any training like that..." Moura said

"Don't worry." Toga said, "I've never been caught in my life." she said, "And I've got something to show for it." she said, "Tomura's gonna be happy." she said, "I got some of Izuku's blood!" she said as she holds a glass with a drop of Izuku's blood

A few hours earlier at Tartarus, All Might visit All For One

"The second semester is starting soon, right?" All For One asked, "Or has it already started?" he asked, "I thought you were going to devote yourself to teaching..." he said, "What do you want from me?" he said

"I just want to make things clear... All For One." All Might said to which All For One smile

"This place is stifling, All Might." All For One said, "For example, if my back starts to itch, and I scratch it with the back of the chair, all the gun muzzles instantly point at me." he said, "In addition to my vital signs, even my brain waves are constantly being monitored." he said, "One thought about activating my Quirk and my life is in danger." he said, "I'm imprisoned deep underground, covered by layers of security, with the thorough removal of anything irregular." he said, "The world likens this place to Greek mythology, calling it Tartarus." he said, "It is the name of the god that represents the underworld." he said, "Even I would have some trouble rebelling against a god." he said

All For One said, "You wouldn't be satisfied with my answer even if I told you." he said, "There will always be people who can't understand each other." he said, "I'm the same, you know. The same as you." he said, "Just like you longed to become a hero of justice, I longed to be like an evil devil king." he said, "Isn't it simple?" he asked, "I had an idea and the power to give it form." he said, "If I could live forever in my ideal, then I wouldn't begrudge the effort to make that happen." he said

"Then why do you need a successor?" All Might asked

"You're one to ask!" All For One said, "That's funny!" he said, "It's because you took everything from me!" he said, "Look at my body." he said, "I am just barely able to remain alive with the help of this tube." he said, "After you appeared, my seemingly infinite ideal became finite." he said, "When a person realizes the end is coming, he passes his work on to someone else." he said, "That's true for anything-- the houses and buildings you see everywhere, the food you casually put in your mouth..." he said, "All of it developed as it was passed from person to person." he said, "I'm just trying to do what everyone else is doing." he said

"All Might, you have about three minutes left." Guard 1 said

"Wait, don't say that." All For One said "I want to talk... more..." he said, "I know, the world's probably pretty shaken up by your retirement, but how are things looking?" he asked

"He must be isolated from outside news." Guard 1 said, "Please refrain from saying anything carelessly." he said

"You heard him." All Might said

"That's too bad..." All For One said, "I'm sure... it's like this..." he said, "Right about now, the media's unease by you being gone coupled with their worry about Endeavor as the new leader is causing them to complain about the unity of hero society as a whole." he said, "Meanwhile, sensing the growing instability, those who do not listen to heroes, in other words, the people of the shadows, have started to act." he said, "They think they might have a chance to change society and have started to move in an organized way." he said, "I think Tomura and his group will continue to hide for a while... in order to be sure of which organization will rise to the top." he said, "Everyone will want to increase their influence, so there will likely be quite a bit of fighting among the villains themselves." he said, "If the scenario I wrote functions properly, then that's probably how it'll turn out." he said, "Supposing that does happen, then it would have all been because of your fake form and your retirement." he said, "From now on, you will not be able to save people as you wish to." he said, "All you can do is look on at the villains you yourself caused to increase and be stricken by your powerlessness as you pass the rest of your days." he said, "But won't you tell me... how you feel?" he asked causing All Might to stand up

Later, All Might ride a car back to UA with Naomasa driving then All Might get a massage

"Excuse me." All Might said checking his phone and see a picture of Izuku's Hero Licence and the text 'I was able to take another step forward thanks to you.' "Young Midoriya." he said then smiled

Everyone was resting at the common area

"We've got regular classes starting tomorrow, huh?" Jiro asked

"There is no rest for heroes." Momo said

"But man, a lot sure has happened!" Sato said

"I will never forget this summer for the rest of my life." Tokoyami said

'I wonder if All Might got my message!' Izuku thought

"Hey, go out front later." Bakugo said, "Let's have a talk about your Quirk." he said

"Kac...chan..." Izuku said

Later, when everyone is asleep Izuku follow Bakugo alone

"Kacchan..." Izuku said, "How far are we going?" he asked, "We shouldn't be walking around in the middle of the night like this." he said

Kid Bakugo and Izuku walk in the forest during summer, searching for beetle

"You're so lucky, Kacchan." Kid Izuku said, "Your Quirk's so cool!" he said, "I hope I get mine soon, too." he said

"No matter what Quirk you get, you'll never beat me." Kid Bakugo said

Izuku and Bakugo arrive at Ground Beta in front of the build they fought in

"This is... Ground Beta..." Izuku said

"This is the place where we had our first combat training, where I fought and lost to you again." Bakugo said, "You've always made me sick." he said

"I could tell, somehow..." Izuku narrate

"You were Quirkless and useless, so you get into UA with that power you founded, and how'd you get a Quirk?" Bakugo asked

"Yes asked why I wasn't going all out right from the get-go. Because I recently gained a powerful Quirk, and I don't know how but I believe I'm just a late bloomer, so it isn't because I was underestimating you or perceive you as below me. This broken arm shows you why. I can't fully control my power yet. I can only access small portions. If I go all out, I'll end up destroying my own body in the process. It is not safe to use against real power at all if I perform an attack like I just did right now. There's still a lot I need to learn Kacchan. We both got a long way to go." Izuku said
