Skills Needed:

PicsArt | Draw | Familiar

Drawing!

open picsart and click the + icon and then the "draw" option.

set a white canvas to 512x800.

Click the → icon.

the first layer should be the photo. ( i assume you already know how to add that)

click the "draw" icon (blue square) and set these settings below.

draw some colors following your background. For this i colored the ground blue and walls violet but it can be anything at all.

Yeah it looks bad here but go to the next step~

click "overlay" and viola!

You can adjust the opacity of you like but it looks better like this.

(I also added a orange color on the very end of the road , i forgot to do it before I screenshot it)

click the "layers" option and add an empty layer.

Add a green color on the lights.

(Or any color beside from your main colors)

Set it to normal and lower the opacity.

now add another empty layer and fill it with green.

Set it to overlay and lower the opacity.

(Looks better now eh?)

click the → button and click on "edit image"

Final Looks!

go to fx and then click "blur".

[Forgot to screenshot again sorry]

select " lens blur" and follow these settings below.

Then click ✔.

click add photo and add your png text.

Set it to screen but normal also works.

It's DONE!

I made the text following 's "Tutorial #17 -Neon Text" and saved it as a png.
