After his time on Route 7, he returned back to Celedon City, it was getting dark at this point. Gan's harvest was pretty good today, so he was feeling satisfied. He headed straight to the Pokemon Center to heal the Poisoned Pokemon he caught.
His Koffing surprisingly didn't receive any damage during his whole time out. The only thing that needed to be restored was its PowerPoints for his skills. As his Pokemon were healing, he sat down in the Pokemon Center and picked up a magazine.
The Title saying, The Strongest Trainers in Kanto!
On the cover was the Elite 4.
Gan was interested right away and read through the Magazine for a bit. He learned quite a lot from reading this magazine. At this point, his Pokemon were already all fully healed but he still kept reading this Magazine.
He wanted to read more about it, so he quietly tossed it into his storage for later reading. After leaving the Pokemon Center, he naturally headed back to base to turn in his goods.
When he walked into the Casino, there was a different man watching over the poster. Gan flashed his Identification and was quickly granted access to the base. Team Rocket was always Recruiting but the Recruitment sessions had come to halt for a little while.
At least, they weren't recruiting in Celedon City for a bit.
Gan wasted no time and headed straight towards the Merit Hall to turn these Pokemon in. Once he arrived, he could see other Team Rocket Grunts turning a few things in they found. Gan even spotted the guy who got his arm broken by his Sandshrew, he was currently wearing a cast over his arm.
Gan walked over to one of the outlets and spoke to the man behind the counter.
"I'm here to turn in some Pokemon I've caught; they're all pretty decent but I got a few really good ones.." Gan looked at the Middle-aged man and said.
"What do you have? Have you identified their potential?" The man asked Coldly.
"I have a 3-star Oddish, 2 1-star Pidgeys, 1-star Vulpix, 1 2-star Growlithe, 5 1-star Spearow, 1-star Rattata, a Powerful 2-star Fearow, and a 3-star Raticate with an attack nature." Gan relayed quickly.
The man's eyes bulged from surprise.
"If your lying to me, you will be executed, you do know that, right?" The man spoke grimly.
"I don't lie, check for yourself." Gan handed over all the Pokeballs holding the Pokemon. The man called Gan to the back, then another man appeared to have the Pokemon examined.
Within 5 minutes, all of the Pokemon were fully examined. It was as Gan had described; they were all exactly what he said.

The Bearded Man in charge was secretly elated. Many Team Rocket Grunts were too scared most of the time to hunt pokemon due to how dangerous it was. This was the main reason why most grunts only had 1 or 2 Pokemon; usually settling for the Pokemon given to them by the Organization.
This was also one of the reasons why they stopped recruitment for a bit. But now, there was Grunt who seemed to be willing to Catch pokemon and sell them to the Organization for Merit Points!
The Higher-ups were on their heads about the lack of Pokemon, and if they didn't live up to their expectations, they would disappear and be replaced.
"Yes, yes, we'll take them all! We'll hand you the number of Merit Points as followed. We'll give you 50,000 Merit Points for all of these Pokemon, what do you say? We will also pay you 30,000 PokeDollars." The bearded man said hurriedly.
"That'll do just fine!" Gan quickly agreed.
"Perfect!" The man received Gan's ID and added his point accordingly, they paid him as well.
"I also want to buy some TMs right away." He bought Flamethrower, Will-o-wisp, and Protect.

Gan was satisfied with this purchase, his path to strength was already close.
"Wait just a minute, we were wondering if you would be interested in catching more Pokemon in the future for us?" The Beared Man hurriedly and asked before Gan left.
Gan looked back and simply nodded before leaving, he was eager to go, so he didn't say anything.
"Uh, okay." The Bearded man scratched his head, but he was relieved inside. There were sleeping quarters here at the Team Rocket Base, but the bed quality wasn't so good. Gan decided to find a hotel to live in for the time being.
"Hey, rookie!" Just as he was about to head toward the waste area, someone called out to him. Gan turned to see a man around the age of 19 to 22. His hair was short and magenta just like his eyes, he gave off a pretty boy vibe.
"Uh, can I help you?" Gan asked bluntly.
"My name is Warren, may I ask what your name is, rookie?" Warren smiled and did several hand gestures of introduction by pointing to himself and then Gan.
"My name is Agent X, what can I do for you?" Gan asked with a questioning gaze.
"Well, I see you're good at catching pokemon and earning Merit Points, so I was wondering if we could have a.... partnership?" Warren's eyebrows lifted with expectation.
"How would we have a partnership? We'll have to come to an agreement on how it could benefit both parties." Gan just stared into Warren's to see how he would react.

"This can be done, I have a helicopter that we can use for travel. If you need to go somewhere, you can ask me to take you. In exchange, you give me some of your earned Merit Points, or you can pay me some Merit Points for Travel Transportation."
To Warren, this was the best way he could earn points. He was busy around Team Rocket's base all of the time because of his minor seniority. However, he discovered that Merit Hall's people were giving Gan a job to catch pokemon to earn points. How could he not take this opportunity to get close to Gan so he didn't have to stay in the base?
If he acted as someone who transported Gan, then they would have to relieve him of his duties. After all, he knew their behinds were on the line because of the lack of pokemon that they could give to recruits.
Gan was surprised; this was actually a really good deal he thought. This was something he was worried about the most. He wanted certain pokemon from certain areas, but it may take too long to get there on foot.
"I think this is a good deal, I'll take it." Gan agreed after some minor thinking.
"Haha, good, good, you won't be disappointed! Are you planning to leave today or tomorrow? When?"
"I don't know exactly, but I might leave tomorrow after doing a bit more exploring." Gan wanted to check the area out near Pokemon Road. In the games, Snorlax was always blocking this path and you would need the pokemon flute to wake it up.
"Okay, if you have any place to be, you can find me at the Merit Hall." Warren talked to Gan a little bit more about Team Rocket's situation and left.
Gan quickly made his way back to the waste area and released Koffing to eat as much as it could. On his way here, he saw many people battling in the training room and bonding with their pokemon.
As Koffing was eating its fill, Gan sunk into deep thought.
He had joined Team Rocket to get a Pokemon and hide behind the Organization's wealth. Most Team Rocket members only had 1 to 3 Pokemon, he didn't know why but it could be because they were too scared to confront more pokemon due to the dangers of it.
Gan would know!
The only Pokemon he had now was his Koffing and a Jigglypuff with a surprising 3-Star Talent. He obviously wouldn't want a Jigglypuff on his team, but he didn't want to give it to Team Rocket either.
Speaking of Teams, Gan came to the conclusion that he needed a Gym challenging Team and a Team Rocket Team for both his separate identities.
Gan was given 3 Premier Balls at the Pokemon Mart because of a sale going on. Every 10 Pokeballs of any sort you bought, you would be given 1 Premier Ball free. He analyzed the Premier Ball, it was all white with a red line running through the middle belt of the Pokemon ball.
As plain as it looked, it really was a beautiful ball.
After putting the ball away, he decided where he would go tomorrow.
"I'll head to Mt. Moon tomorrow, I heard there may be some Fossils there as well. I should give it a check, I may also challenge the Gym Leader there for a badge."
Gan needed an Identification to fight Gyms, but the Pokemon Center would provide that for him if he paid a fee for a Picture ID.
Team Rocket wasn't super active now, they would only appear every now and then. There was actually a reason for this; this was because Giovanni the Boss of Team Rocket instructed them to strictly recruit now and keep a low profile for a bit.
The reason Giovanni was doing this was because he was secretly making a deal with Silph Co. He wanted to get his hands on the Master Ball, they were even responsible for creating Porygon.
Unknowingly, Koffing appeared in front of Gan.
"Oh, you're done already?" Gan looked at Kofffing, then looked into the waste area. The waste had been reduced by quite a bit.
"Koffing!" Koffing spun around to confirm that it was done.
"Okay, it's time for you to learn some moves." Gan stood up and took out a TM Disc and placed it on Koffing's head. The Disc lit up and turned into particles before sinking into Koffing's body. Gan used all of his TMs on Koffing and it learned new moves.

"Perfect!" After teaching Koffing some new moves, Gan left Team Rocket's Base and checked into a hotel. The hotel was quite expensive with a trainer having to pay 3,500 Pokedollars a day just to stay.
Gan took off his clothes, he really needed to buy more sets of clothes later. Taking a shower was refreshing before he jumped into his bed. Koffing laid on a Pokemon cushion seat and fell asleep.
Gan pulled out that Magazine from before and read most of it before falling asleep.
