I hate to say this and I know you don't want me to say this, but having people read your work is sometimes just pure luck. There will be things that happen on here which will boost your reads, things that help you become more noticed.
The Wattpad Science Fiction twitter tweeted about my book once and I think that alerted a lot of people of my book's presence and because of that my read count got higher. But the fact that one Wattpad ambassador stumbled across my work was pure luck, he could have easily skipped past my profile.
What I'm saying is that this world isn't something that can be precisely laid out in some steps, sure there are things you can to help your chances of gaining reads but nothing is certain.
