After he left the village and went where no one could see him, he activated his new flight technique and flew up until he looked like a single black dot in the sky to even the Grand Protectors with enhanced eyesight.
He flew until he was above city walls, where he stopped to observe the city, from up here he could see it in its entirety, but the first thing he focused on was in fact the gate, he didn't want to see the situation from the Celestian Wang realm repeated in this world.
However, he was disappointed to find out, even though the situation wasn't as bad as his previous world as there are protectors stationed at every village preventing the overwhelming fear of death, there was still a giant line waiting to enter the city due to the better living conditions, and he could even see a special line for protectors and their families.
Wang Wei knew that if he let the situation continue like this the same situation from the Celestial Wang Realm would repeat here, and his own morals wouldn't allow that to happen therefore he immediately started to create his plan of action.
The first thing he needed to do was collect some more information on the structure of the empire, and the best place to do that was the palace, so he quickly and quietly landed in some nondescript part of the city, as matter of fact he was so quick in landing that no mortals could even perceive him as he did so.
After he landed in a small alley and then merged into the crowd, he spread out his spirit sense and used it to listen in on the conversations of people, by doing so he quickly found out the structure of the city.

Unlike Xieye City this city was structured into 3 rings, all the three rings were separated one from another by tall walls that even Blood-Exchange realm cultivators couldn't jump over, the 3rd ring and the ring he has just landed in was inhabited by mortals, the second ring was inhabited by Grand Protectors and their families.
However the 1st ring was where the Grand Temple of the Guardian God was located and where all of the protectors received their training, and he realized that that was the original place where the once small tribe was located, and it was also the location of the Imperial Palace.
But in order to enter the first ring, you either had to be a Grand Protector, a member of the imperial family, or one of the trainee protectors.
However, since he is none of that he will have to sneak in however the first and second rings were heavily protected and even Wang Wei wasn't totally confident in being able to sneak in undetected.
After thinking for a while he finally had a brilliant idea, his idea was based on transforming the Qi around his body into Darkness attribute Qi and Wind attribute Qi, and then guide it to make his body both soundless by using the Wind Qi and also make him be able to blend into the darkness using the Darkness Qi.
However that would mean that it was only effective at night or in shadows and using the technique would require utilizing both Darkness and Wind attribute Qi, therefore it would also be extremely tiring to keep up for a long time.
Wang Wei estimated that he could keep it active for only a dozen minutes, which should be enough, given his speed, to reach the 1st ring completely undetected and after he entered undetected he could pretend to be one of the trainees.

But first, in order to sneak in he had to wait for nightfall, so he went ahead and walked around the 3rd ring for a few hours, he observed the lives of the common people, and he was glad to see how much their lives had changed, from a small tribe that was in constant fear for their lives, they transformed into a successful sprawling civilization.
Just like that hours passed with Wang Wei contemplating human nature, and it was time for him to go to the 1st ring. Firstly he reached the gate leading to the second ring and executed his stealth technique.
His body got hazy and he completely blended in with the shadows, even if an ordinary protector was to stand in front of him they still wouldn't be able to detect him, even with their enhanced senses.
Then he started running extremely quickly, he passed all of the guards at the Muscle-Strengthening realm, that were completely oblivious to his existence, and he ran past all of the luxurious mansions located in the second ring until he reached the gate of the first ring.
The guards that were here were all in fact Grand Protectors at the Organ-Tempering realm, their duty was to stop anyone that didn't have authorization from entering the first ring.
The reason all of the guards were so strong was in order to protect the Imperial family that lived in the first ring from someone that might want to overthrow them.
However, even the Grand Protectors were oblivious to Wang Wei passing right by them, since that was the case Wang Wei successfully entered the first ring without any problems.
After he entered the first ring he immediately spread out his spirit sense and started observing the situation.
He immediately noticed the gigantic Imperial Palace and the thousands of its inhabitants, but most importantly he finally saw the emperor.
Huang Xue looked like a young man in his twenties, but he knew that he was, in fact, a hundred years old, but what was interesting was that the emperor was showing signs of actually entering the Blood-Exchange realm.
Wang Wei wasn't fazed at all with that information as to the current him someone at the Blood-Exchange is just an ant that he could kill with a mere thought.
So Wang Wei started observing the situation in the city and preparing to appear before the emperor and preach the way to cultivate the new path he created so that they could hopefully explore all of the ways it could be used.
