The ADI, is an organisation that originally came into being in order to contain and capture magical items, to stop the chaos, and regain the order of thought, instead of might.
We are told chaos items of great power were being created, and destroyed, with no one able to stop the cycle until a king of great might came along. With loyal companions that he trusted explicitly, that he gave equal power to, as his own, they formed the first council of the Graylight
With this council formed, their activities created enough room to breathe from the chaos, that they managed to organise an order from the chaos by creating categories based on a crude form of understanding of magical items and the soul.
It wasn’t long before the council began entrusting other humans, bringing them into the organisation, which led to the formation of the ADI. The council of Graylight felt that many other species that existed had knowledge and skills that could be utilized.
For example, Humans can't use magic directly, only magical items, herbs, charms, etc. So they looked at having fairies, near extinct dragons and orcs on their books.
The idea behind this was to hopefully interbreed these species thus allowing humans some capabilities to use magic more directly. While this was going on, the mortal world was recovering from the Dark ages and going through enlightenment as science rose to prominence. As the ADI grew, encompassing more areas it became apparent that they didn't have enough strength to enter some locations.
ADI decided to allow other species beyond the highly magical ones to enter their organisation. In return this allowed the ADI to enter other countries with greater ease. It also strengthened the backbone of the organization as vampires, werewolves, trolls and all sorts of creatures joined. The organisation gained new strength and new ambition and under the name of the East India Trading company expanded with the full might of Great Britain, as they sailed forth, expanding across the continents on planet earth, and a few interdimensional worlds as well. With great zeal they collected great magical treasures, encountered new creatures, some of which were sent or invited back depending on how powerful they were considered to be.

If there was a country that they hadn't managed to get into, like a flying eagle, they circled it, until they saw a weakness in the indigenous species.
A great example of this was Japan. It had an extremely strong organised species with a higher pecking order already established with equally strong magic.
But as Japan had grown, a subset of the establishment desired to save the world from the ADI so they manipulated the higher ups in the Japanese government and promised them everything would be alright. As we know, it was not alright, and the ADI got out of the trap unscathed but Japan had destroyed several branches within China, the Philippines and Korea.
On the other side of the continent world war one had also damaged the organisation, as the Reich captured their German branch, utilizing the powerful items to murder everyone in the building, and then going on to do this to every country they invaded.
Although Germany had acquired the magical items, they still didn't want the general populace to have any knowledge of them, so they did everything they could to keep it all quiet, avoiding using those items out in the open.
This also meant that the ADI still has enemies that have, for close to a hundred years been fighting with all the items they stole during the war, resisting the ADI. With the space that was afforded by these individuals, it allowed other small organisations to form and build a platform to resist.
The ADI are continually fighting these dangerous individuals. With the apparent danger the ADI has been given more power to arrest or kill these dangerous people. Their duties were also expanded to go along with their increase in power. These duties now included the protection of endangered species, and too assist wherever they can in hiding the supernatural world from humanity.

The ADI may not be a nice organisation, with all the recorded evil activities within history, lots of wars fought (Stone wars, Heaven’s Throat), slaughters committed (Kitsune blood, Vampire hold) but those who have knowledge of the past, having lived it, say it’s better than the Dark ages. There is one certainty if the ADI were to be destroyed it would most likely plunge the world back into a dark age, so should we lay down and accept the almost authoritarian dictatorship of the past, or should we stand up straight and help the ADI hold back those grasping for power. No one should have any reason to ask for more but those in the shadows and those in light should be aware!
