Within the City, there were the three Major Families.
The Lin, Zhou and Kov Families, each of which ruled over one of the Cities ruled over an amount of the Six Ministries Orders.
Personell, Revenue, Rites, Defence, Justice and Works, but these Orders were not given equally to the Three Families.
The Kov Family, wielded four of the orders and had the power of suppress both the Zhou and Lin Family with ease, they ruled over Defence, Justice, Rites and Personell, their power over the City was truly immense.
But, in order to rule the City, one needs either overwhelming power in comparison to their foes or all six of the orders, this was true to even the Zhenren Empire.

In the Zhenren Empire, Princes were divided into Prince, High Prince, Imperial Prince, Jeweled Prince and Crown Prince. Princes and High Princes were as such due to their birth and backing, but Imperial Princes were titled granted from the Princes own merit.
Jeweled Princes were Princes with at least a single Ministry Order under them and the Crown Prince would be chosen by the current King to be the successor and would naturally have an Ministry Order or two.
But there were times when a Three Jeweled Prince with Three Ministry Orders had overtook and become the Crown Prince as he had a single Ministry Order more so than the previous Crown Prince.
(Each Jewel, is a Ministry Order).

The Kov Family was in a way, The Ruling Family of the City, but they had a single weakness, their incredible lack of money in comparison to the other two families.
The Lin and Zhou Family ruled over Revenue and Works, respectively.
Those two Ministry Orders, ruled over the source of Income for the City, but the Kov Family had the majority of power and Ministry Orders, how did they not rule over the entire City?
In the past, before the Three Ancestors entered seclusion, they were the Patriarchs of their own Families, back then the Lin and Zhou Family had yet to ally and thus they were in quite a few battles.
But the Kov Family's Patriarch had the strength of an Middle Stage Emergent, The Patriarchs of the Lin and Zhou Family were only at the Early Stage of Emergence, fortunately The Kov Family's Patriarch rushed into such a stage which made his strength only barely greater than the two Patriarchs of the Lin and Zhou Family combined.
Normally, a Middle Staged Emergent would have the power of not two, but three, alas the Kov Patriarch rushed into the Middle Stage and caused an unstable breakthrough.

But managed to make it through and not become a Pseudo Middle Stage or even die from it, then one day when the Kov Patriarch decided to attack the Zhou Family, something strange happened, The Lin Family intervened!
Both the Lin and Zhou Family decided to ally in the face of the Kov Family, that day the Kov Patriarch retreated and fled after being forced back by the combined effort of the Lin and Zhou Patriarch.
The two Patriarch's realized the unstable balance brought via the Kov Patriarch's breakthrough and decided to ally and have marriages to form a singular family, but as of yet has not happened yet, but is progressing extremely quickly.
More and more time passed, but the Kov Family became ever stronger, the Zhou and Lin Patriarch then did something crazy, when the Kov Patriarch became somewhat weakened after a "scuffle" with a Peak Spirit Beast.
Of course, this wasn't an ordinary Peak Spirit Beast, if it was then a normal Early Stage Emergent would be able to fight the beast and even a Spirit Lord wouldn't have much trouble against it.
(Spirit Lord, is a title for those whom are at the Foundation, but have powers equivalent to an Early Emergent, not an actual cultivation...)
This Peak Spirit Beast was a Lesser Behemoth, its bloodline was quite powerful and it allowed for it to challenge even those at the Peak of the Early Stage of Emergence, even the Zhou and Lin Patriarch individually likely wouldn't survive against it.
If the Kov Patriarch was only at the Peak of the Early Stage of Emergence, he would definitely lose to the beast, he had the most unstable foundation, but in terms of breakthrough the greatest luck.
Both and Zhou and Lin Patriarch knew that they wouldn't become a Middle Staged Emergence even if they tried, they weren't as lucky as the Kov Patriarch.
When the Kov Patriarch was somewhat weakened, he was attacked jointly by both the Zhou and Lin Patriarch. The Kov Patriarch was weakened, but not to the point of falling down to the Early Stage of Emergence, he was barely clinging on to the Middle Stage of Emergence.
Both the Lin and Zhou Patriarch unleashed their secret techniques to put down the Kov Patriarch, but the Kov Patriarch was far to strong....
By merely existing in the Middle Stage of Emergence, he got stronger and stronger as time passed, of course there would be an eventual stop, but he had yet to reach it fortunately for the Lin and Zhou Patriarch.

By both the Lin and Zhou Patriarch, sacrificing their life essence they could temporarily both have enough power to equal the Kov Patriarch.
The Lin and Zhou Patriarch, heavily cornered the Kov Patriarch and forced him to enter seclusion, but as the Lin and Zhou Patriarch used their life essence, they couldn't deal the death blow and was also forced to enter seclusion.
At the day after, the junior Patriarch's who are now the current Patriarch's took upon the mantles of leadership, unfortunately for both the Lin and Zhou Families by the time their Two Patriarchs acted against the Kov Patriarch, it was far to late as the Kov Family had an advantage built on to long.
It was merely based on hope that the Lin and Zhou Family would be able to defeat the Kov Family in time.

Ye Cheng's, carriage was a bit strange, Ye Cheng and the girl were actually the only people that cultivated....
It wasn't rare for poor people to have never cultivated, most if not all the cultivating resources within the City were all kept by the Three Families.
In certain areas of the continent, there were what people knew as "Mortal Areas" they took up about suprisingly half to even sixty percent of the entire continent's area.
These areas where were Mortal Kingdoms thrived and mortals lived without the presence of cultivators, this was done to improve the level of potential that people had within their "spirit roots" or even without them they wouldn't be able to cultivate.
But that was a lie, everyone not only had a spirit root, everyone had a sufficient spirit root to cultivate, and even whilst cripples with their spirit roots torn or disabled wouldn't be able to cultivate, their children or descendants would still have roots.
It was impossible to be born without a "Spirit Root" it had to be torn out and destroyed and even without it, there was another way to cultivate which wasn't the same way that the people of Zhou Ye's planet knew of.
The Zhenren Emperor of the Fourth Generation created such Mortal Areas, he did so to monopolize the cultivation resources, he clearly favoured quality over quantity.
The Fourth Generation Emperor simply said that those born within Mortal Areas had far worse potential compared to those born in the Cultivation Cities and Villages.
Whilst this was true, this was simply an excuse formed by the Fourth Generation Emperor.
As such he decided to let them form their own Mortal Kingdoms as did the Infernal Court Judge of the Ninth Generation and the Holy Assembly Master of the Thirteenth Generation.
Of course, the Fourth Generation Emperor, knew that every few hundread years there would be a genius, so he would sent an Envoy whom would be described as an "Immortal" to the masses of people to give them hope, if someone had an talented "Spirit Root" they would join the sects.
These Mortal Areas were protected by extremely powerful shields which prevented for normal cultivators to enter, most cultivators wouldn't even know of an Mortal Areas existence, until they reached the First Transition.
Anyone under the First Transition would be unable to enter a Mortal Area, the Fourth Generation Emperor feared that an Peak Emergent Cultivator would seize all the treasures of a Mortal Kingdom and use it for themselves and thus made a shield which prevented all those under the First Transition.
On the other hand, First Transition cultivators wouldn't even be bothered to look at the treasures a Mortal Kingdom may have.
Because of this, there was a plentiful amount of resources for the Three Empires and the Sects and Clans took what they could, whilst the Mortal Kingdoms would live as if bliss in ignorance.
Truly the Three Empires were greedy, they monopolized all the cultivation resources so that others would find it hard to cultivate! Everyone could normally cultivate, but the Three Empires didn't want it like that......
Yuan Zen, Li and even Ven An as well as many others knew of this, but this was also to keep the balance and make sure there was a steady supply of cultivation resources, because of this there would always be ninety percent of the resources used by ten percent of the entire population.
Mortals had populations hundreads of times greater than cultivators, if they all wanted to cultivate, none of Three Empires could likely afford it.

Zhou Ye, in his carriage was talking a lot to Lin Voen, the conversation was nothing more than just a bit of talking about their family life.
Lin Voen, originally started talking about how he despised the Kov Family, but noticing that Zhou Ye didn't like talking about it, decided to stop talking about it.
As for the other two, Yozu and Zhan, they had yet to cultivate and Zhan was even from an Mortal Area and didn't know anything about Cultivation.
Yozu on the other hand had a slight understanding at least.

The beginning chapters might be a bit of an info dump. Some of it might seems superfluous, but a lot of information is relevant to the story. The first few chapters might also seem rushed, but I'll try to keep it exclusive to those. This is a cliche, OP MC story with the typical harem, but other than the quick start, everything else will be gradual. There will be romance, and probably many moments at that, but don't expect anything TOO detailed. If you want something really steamy, look elsewhere. References and throwbacks to stuff most likely.
