Suppression Protocols: BA-OTH-100-A instances are to be stationed at a standard IEHAR Facility and placed under constant surveillance by an on-site SOT (Standard Operations Team). Any and all anomalous phenomena exhibited by BA-OTH-100-A instances utilizing BA-OTH-100 is to be acted on with the appropriate protocols, then recorded and forwarded to the Administrative Council via bi-weekly reports.

Personnel below Level 4 clearance are to be given a cover story of BA-OTH-100 as an experimental Impurity-suppression augmentation developed by R&D department, with BA-OTH-100-A instances as the testers.

Should a BA-OTH-100-A instance go rogue, their Termination Protocol is to be enacted immediately. Any remaining bodily parts shall be passed onto IST-Aleph-3 (“AKASHIC-ANALYZERS”) for processing. This Terminational Protocol must be updated as the BA-OTH-100-A instance progresses.

No major decisions regarding BA-OTH-100 shall be undertaken without a majority vote from the Administrative Council. Unauthorized decisions are punishable with termination.

Description: BA-OTH-100 is an anomalous physical, mental and reality-controlling altering embedded into an individual human’s existence (BA-OTH-100-A, also referred to as the ‘user’). Titled ‘INTERFACE-OS’, its alleged main purpose is to assist with IEHAR’s core goal of suppressing, researching and containing Impurities and anomalies. Currently only one BA-OTH-100-A instance exists: Operator Kyle Licht.

BA-OTH-100 has no physical presence, aside from its effects on its user and their immediate surroundings. Attempts to discern it via physical analysis of its lone user have failed. As such, all information in this document has originated from Kyle Licht’s accounts and experiments.

The following anomalous phenomena have been observed:

Visualization of a HUD similar to the UI discovered in IEHAR Operation Helms and Visors. This UI displays information about the current state of the user and their current proficiencies, abilities, Impurity resonance and a physical and mental evaluation. It exists within the user’s vision and can be manipulated with mental or voice commands. Anomalously fast physical growth. Kyle Licht is capable of performing physical feats thought impossible at his age. Anomalously fast mental growth. Kyle Licht’s endurance and mental tolerance surpass most in his age group. Anomalously rapid development of combat, exploration, negotiation and other miscellaneous techniques. Kyle Licht demonstrated prowess with firearms before joining IEHAR, despite possessing no experience with them beforehand. Acquisition of currency, notably NF$, without any logical reason. Acquisition of random objects, limited in an unknown fashion. This includes both lethal and anomalous items. See the Item Discovery Log for more information. The ability to insert and withdraw limited amounts of objects into a pocket dimension. This allows the user to both quickly conceal and equip weaponry. The ability to discover the locations of previously unknown or non-suppressed Impurities. The ability to resonate with multiple Impurities, as if multiple kinetics were merged into the same person. The ability to forcibly recruit notable individuals (BA-OTH-100-B instances) into IEHAR’s service, utilizing the BA-OTH-100-A instance as a ‘team leader’.

It's possible that more anomalous phenomena have yet to be discovered. This facet, alongside its existence tied to a sentient individual, have earned it the Havoc volatility rating.

BA-OTH-100 motivates its user through its UI, but does not have a will of its own. Most of its phenomena are triggered with the consent of its user.

Discovery: BA-OTH-100 was discovered in the aftermath of Incident 2051.02.13.1, in which Operator Kyle Licht (then uninitiated) re-appeared in the public lobby of Facility-117 with Operator Kyoko Misawa, Operator Roger Hoffmann and Notable Individual Heretic 774. The four individuals were apprehended and taken into custody. During interrogation, Kyle Licht revealed BA-OTH-100 to HR Director Marianne Silvers.

Marianne Silvers contacted the Facility-117 Site Director, who authorized the testing of BA-OTH-100 over the following month. Kyle Licht willingly complied in all experiments. The results of these experiments were then forwarded to the Administrative Council for judgement.

The following proposals were then voted on post-review.

Specific Usage Protocols: Operator Kyle Licht is assigned to Facility-117 under the supervision of HR Director Marianne Silvers and SOT-Lamedh-44 (“NIGHT-WATCHERS”). He is undertaking the standard Kinetic Training Regime with the following alterations:

Weekly physical and mental evaluations with a Level 4 Researcher Increased emphasis on developing and deepening loyalty to IEHAR. Usage of Kyle Licht’s family as leverage is approved, but must be wielded with caution. Taking advantage of the anomalous physical and mental growth through the usage of heightened training exercises. Testing the limits of the Impurity Resonance and anomalous object generation. Participation in Impurity observation and research. Chosen Impurities must possess a Risk Class within the Operator’s suppression capabilities.

All exercises, missions and research conducted by Kyle Licht must be first approved by HR Director Marianne Silvers and the Facility-117 Director. Toxin and tumor-based killswitches have been implanted within Kyle Licht's body as per his Terminational Protocol.

All BA-OTH-100-B instances discovered by Kyle Licht are to undergo bi-weekly physical and mental evaluations. Each instance should undergo training regimes dependent on their strengths, with emphasis on developing loyalty towards IEHAR and not Operator Kyle Licht specifically.

An apartment complex in Fuzhou, China whose interior trapped in a three-day time loop. Individuals who enter the building are written into the narrative of the complex's events and cannot leave.

Instant spatial displacement to the location of the first resonance activation. No harm was dealt to the user.

An female Doberman Pinscher with enhancemened tracking senses, agility and jaw strength. Analysis of anatomy has revealed several high-quality augmentations within. A QR code is engraved on a hind leg, leading to a shopping website for Notable Faction Augustine Inc.

Assigned to Facility-117 and given training for guard and detection roles. BA-OTH-100-A and BA-OTH-100-B are allowed to visit it.

Potential Origin: Despite possessing knowledge of IEHAR’s inner workings, the origin of BA-OTH-100 is currently unknown. It does not contain any records of its creation or development team.

A hypothesis from Administrator Gamma suggests that BA-OTH-100 is the prototype developed by the now-terminated Project Pathos.

Project Pathos was an effort to develop a mental augmentation capable of analyzing and mimicking the anomalous effects of Impurities. It was led by the deceased Lead Researcher Dr. Wilmers and hosted at Zone-09. Zone-09 detonated its Singularity Device on 03/08/2050 due to a large scale containment breach, terminating Dr. Wilmers and his team in the process. The prototype of Project Pathos was not recovered in the aftermath.

The only remnants of Project Pathos are the basic schematics submitted to the Administrative Council. It details multiple Impurity Resonance and individual recruitment systems bearing resemblance those of BA-OTH-100. An investigation into Project Pathos has been restarted under by SOT-Zayin-4 (“TRAIL-SNIFFERS”).

SOT-Zayin-4 also investigated Kyle Licht’s family, but did not find anything relevant.
