Someone else besides our hero was having a terrible day too and was currently on the 50th floor of a 99 story pagoda in a bustling city standing in front of a huge wall with blinking lights. His name was Long Jiahao, and he was a controller from the Soul tracking division.
His bad day started when one of the twenty lights he was in charge of case number 173518 blinked again in the plane of origin and turned off at the place of migration. At first he thought there was some kind of glitch but then he opened the case file and he saw a newbie soul migration agent handled it by the name of Peng Delan.
It was this soul migration agent's first case, so it required him to check if any problems arose immediately.
'What a pain in the ass! Why do I always have to get the incompetent ones?', he thought.
"Contact Peng Delan and let him come to the 30th floor conference room.", he ordered one of his assistants who was in charge of coordinating with the agents.

After a few hours in the 30th floor conference room Peng Delan was walking in circles nervously. He went over his recent migrations in his head and he perceived no problems wit them. He really could not figure out what happened that would require him meeting a controller.
Long Jiahao walked in and saw Peng Delan walking around the room. They were both of Asian heritage and that was done purposely to avoid problems. They did not handle only Asians who migrated, but they were the majority so it made sense.
"Peng Delan?" he asked.
"Yes, sir. Yes. " Peng Delan replied anxiously.
"Tell me about case number 173518. That was your first case if I am correct?", Long Jiahao asked.

"Oh... He was a professional gamer named Harrison Roberts, age 24 plane years. We used the whisper tactic on his rivals and someone found a method to kill him. He was shot and killed by uniformed guys using some kind of battle wands and I transmigrated his soul to the world number 7514 of the lower known planes which is rich in spiritual energy into a body of a 12 years old peasant, Sir.", Peng Delan quickly reported.
"Are you sure he was killed?", Long Jiahao asked.
"Yes, Sir. I was present in a medical facility at the time of his death. The medicine man in charge there said he will be brain dead soon if his heart is not restarted. Oh...", Peng Delan replied and quickly realised what he just confessed.
Long Jiahao put his left hand to his eyebrows in a face slap fashion and yelled angrily.
"So you did actually not see him die? You moron actually transmigrated his soul before confirming he is dead. That is the first rule they teach you!"
'Why? Why do I always have to get the incompetent ones?', he thought as he looked at Peng Delan in annoyance.
"No, Sir. But... But he was as good as dead. His blood was running out. He was pale and stopped breathing and I needed to rush to my second case since she died at the moment and we can only transfer the soul within 5 small hourglass turns of their death. I... I really could not wait there to confirm his death without losing her soul, Sir.", Peng Delan said.
"You should have called for backup!", Long Jiahao yelled angrily.
"I did Sir, but there was no response and the 5 small hourglass turns were approaching fast.", Peng Delan sheepishly replied.

"Damn it. I told them this would happen. I told those guys from the war central that they should stop poaching guys from the transmigration bureau. The guy obviously didn't die and he can now somehow bounce back and forth between the planes.", Long Jiahao sighed.
"Did you give him our system?", he asked after a pause.
"No. I was too busy with other cases but I am still in the big hourglass time limit of our protocol so I will do it as soon as possible.", Peng Delan replied with enthusiasm since Long Jiahao no longer seemed to blame him.
"No. Don't. We will leave him be. Let him go and use the system that was left over on some other soul you migrate or use it as a reserve. We can pretend that case number 173518 never happened. It's not like anyone from the higher ups will ever check on it. They only care about the numbers, not the individuals.", Long Jiahao replied.
"So we just leave him be? Can I ask what is this all for?", Peng Delan asked.
"The war of course. We need more fighters and we can't pull them up directly. The ones from the planes suitable to break the limits have mostly been pulled up. And the ones with special souls that can break the limits in non spiritual planes have to be transmigrated to those spiritual planes if they are to have any chance of their souls to grow to the extent of breaking through. We give them our system with the condition to fight for our side when they get here. Don't you remember your first death?", Long Jiahao asked.
"Oh. I was run over by a carriage. Then I got transmigrated into a sect as the grandson of the sect master. I broke through with the help of my sect's resources, although the system sped up the process a lot and went through the void. On this side they tested my fighting skills and decided I am better suited to management. So here I am now...", Peng Delan replied.

"I see.", was all that Long Jiahao replied outwardly.
"What do we do now?", Peng Delan asked.
"You do your stuff. Destroy any scrolls you have regarding case number 173518. I will also remove any information we have on him. Nobody will ever know. The spiritual planes are dangerous and he is a 12-year-old peasant without support so without a system his survival is almost impossible.", Long Jiahao replied.
"Yes, Sir.", Peng Delan replied and bowed.
Long Jiahao just sighed and left the conference room to begin the data removal as soon as possible.
