Kota looks at the master.
Kota: Well it looks like training is gonna have to wait.
The master gets a bored look on his face.
Master: Indeed.
He looks over to the Imperial.
Master: I’ll gather up some people. And head to the kingdom immediately.
The imperial nods and leaves. The master looks at Darren, and the three higher ups in the guild and nods. They begin to get prepared. The master looks to the nine, and they sigh, lowering their heads before walking to the door.
Luna: What's going on?
She looks over to Red, but out of nowhere Ryan buts in.
Ryan: It's a special decision board held in the kingdom.
Luna: Where did he come from?!
Ryan: Here, take this pamphlet.
He hands her a pamphlet he pulled out of his pocket.
Luna: Do you just carry around a bunch of pamphlets?
Ryan: Yah, don't you?
Luna: N-no?
Ryan: Oh. Ok.
He begins to walk away.
She begins to read the pamphlet.
When a decision is needed to be made on a large scale, a Royal decree is called. A Royal Decree is an intricate voting system. It's broken down into five deliberation boards, King, Bishops vice, Guild, Cardinal house, Oracles/Hierophants. 3 votes win in this system, each group getting a single vote. The king makes his votes alone. The Bishops vice, the archbishop and the 4 bishops deliberate, and make their vote. The 13 oracles/Hierophants do the same, deliberate and cast their vote. The cardinal house is made up of 100 members and the cardinal. The members are all from different walks of life and remain anonymous. Some are nobles, some are commoners. This gets all views without class discrimination. Finally is the guilds, a guild qualifies to be on this board by having an SS+ member. The guilds bring the leader, SS+ member, 3 trustee’s, 9 S rank or higher, and 13 members. The guild leader, SS+, and trustees deliberate, and get their vote. The 9 S ranks deliberate for their vote, and the 13 do the same. Then there should be 3 votes for their guild, the vote with 2 or more is decided. Then your guilds vote is put in with the board, and compared to get the final vote for the guild board. Although, the only requirement to join the guild board is to have an SS+, so if a guild only has 4 people but one is SS+, they can still join the board and apply its members to the spots. If there is a tie among total guild votes, the SS+ mages that are not in guilds vote. When a royal decree is called, all SS+ mages are called in to spectate, although it is not mandatory. This is impossible though as there are 5 guilds qualified at the time of writing. The guilds qualified are the three legendary guilds, Elune, Academy, and Zengoku. And the other two are Maskrah and Vector. Vector to date only has two members, the leader and his pupil, the SS+.
