The moment player learned their skill; their skill level would be at its lowest which is,

Phase 1 | Skill Normal (1%) As soon as the skill normal percentage reached 100%, the skill involved will jump to its next level, Phase 1 | Skill Heroic (1%), which will be followed by, Phase 1 | Skill Nightmare (1%)

Whenever a player had reached the maximum skill proficiency at their current phase, it will jump into its next phase. The highest known level phase that had ever been reached is Phase 3 | Normal.
