When Jay told Fury to not try and interfere with the Destroyer battle Fury's choice was not to recall his agent but rather he even call in for more reinforcement.

But through his surveillance and after seeing the firepower of the Destroyer, Fury did not immediately began to issue battle command, it was as Jay have told him, his forces is not enough to participate in the fight.

This make Fury even more worry for the future and hardend his resolve to assemble the Avenger and begin the phase 2 plan.

When he saw Jay picking up Thor and throwing him toward the Destroyer, Fury almost spit out the coffee he was drinking.

Although banished but Thor still Odin's son, prince of Asgard and the next in succession of the throne for Asgard.

If anything bad were to happen to him then even if Fury didn't do anything wrong this may still cause a political negotiation strained and worse a full blown war!

All this make Fury very interested in the armor while it probably impossible to repair and use it like Tony suit, tgat guy still haven't return his invitation yet, but maybe from the tech he can analyze and make something similar or at least a weapon base on it principle.

When he was about to order his men to retrieve what remain of the armor, Fury saw Jay step in front of the pieces and suddenly the armor repair it self kneeling before him before disappearing.

At this sight, Fury can barely hold himself back from swearing.

Fury, feeling like he and SHIELD is like a bunch of melon seed eating crowd and can only watch what is happening with no way to intervene.

As angry as he was, Fury know that there nothing he can do, asking Jay to hand the armor over? If even if he was willing, base on what he have shown before the price would be astronomical.

Using force? Hell if he does that then SHEILD HQ would be nothing but a bunch of rubble the next day, not to mention losing hum as a candidate for the Avenger.

So in the end he can only sit by the sideline, watching all the action and gain nothing but wasted time and resources to build the temporary base out in the middle of the desert.

Not to the mentioned the damage cause by Thor and Destroyer fight, who do you think did all the clean up? SHIELD have to do damage control and reimbursement to the loss in the incident, not to mention cover up story so as not to attract more attention to the matter and causing wide spread panic.

Thinking of all the paper work, Fury sigh tiredly but as if he thought of something and set his eyes on Coulson, causing him to feel like he was being stare by a hungry look sending chill down his spine.

In another corner of the town, in a back alley a hooded figure watched all the development of the battle, and finally set eyes on Jay.
