There are many tiers of powers in the cultivation world, and they have ranked accordingly, where the protagonist starts there are many powers which are many times stronger than the Four Great Empires, each power is separated into tiers according to their respective strength. Going from Tier 1 being the weakest to the strongest at Tier 7.
Below Tier 1 - not even registered on the tiers of power meaning they are too weak to be recorded. Such as even Orthos Empire which cannot meet requirements for Tier 1 power.
Tier 1 - Contain 1 Ninth Rank Houtian cultivator, 2 Houtian Cultivators (Ranging from Rank 1-8) and 100 Qi Circulation cultivators.
Tier 2 - Contain 1 Ninth Rank Xiantian Cultivator, 6 Houtian Cultivators with at least one 9 Rank Houtian Cultivator and 500 Qi Circulation Cultivators.
Tier 3 - Contain 1 Ninth Rank Core Formation Cultivator, 3 Xiantian Cultivators, 12 Houtian Cultivators and 1000 Qi Circulation Cultivators.
Tier 4 - Contain 1 Ninth Rank Nascent Soul Cultivator, 2 Core Formation Cultivators, 6 Xiantian Cultivators and 24 Houtian Cultivators. ----> At this point Qi Circulation Cultivators don't really matter.
Tier 5 - Contain 1 Rank 9 Martial King, 4 Core Formation Cultivators, 12 Xiantian Cultivators and 30 Houtian Cultivators.
Tier 6 - Contain 1 Rank 9 Martial Emperor, 3 Martial King Cultivators, 7 Core Formation Cultivators and 24 Xiatian. ----> At this point Houtian doesn't matter.
Tier 7 - Contain 1 Martial God, 2 Martial Emperors, 5 Martial Kings and 12 Core Formation Cultivators ----> Xiantian experts don't matter at this point.
These are the tiers in which future organisations belong to, so the continent Dana currently in the respective Empires she is up against are mere Tier 1 power, and are considered the weakest.
