The meeting went for four hours, thirty-one reborns and fifteen citizens. Only three of the reborns wanted to help in the council not counting Ann, Kari, Hans or Frida. Sarah, Lester, and Cara offer to help, Fire and several others have decided they did not want to take on full-time work and want to do some Questing. The rest ends up with ten blaming me for all the problems in the world. It got pretty nasty on the name-calling that ends up with the meeting breaking up when everyone walks out of the meeting.
I appointed Joseph to be head of the Merchant guild and promise him a headquarters for the Guild. Cara was made the head of the Wizard Guild and gave her access to the wizard tower. Tarla was made representative of the Goblins in the settlement. I offer the position of Spy and thief guild to Lester, giving him access to the sewers and a thief lair if he keeps thieving to a minimum.
“I rather not have thieving in the settlement but this is a game. I get first chance at recovering anything stolen from them and a percentage of five percent of the take. No locals are to be stolen from or harm in any way. Anything that does get stolen from the locals is to be returned within a few days by local law.” I told Lester as he nodded yes.
Hans is over the military and law while I put Frida is over the Health of the settlement and the hospital that I need to build in the future.
I got the city council seats created with me as Mayor, Ann, Kari, Cara, Lester, Hans, Frida, Tarla, and Joseph still needed two more I was thinking one of the lumberjacks and either the mason or quarrymen both groups were out working. Because of the yelling and threats, I felt we should have a meeting in a week to give everyone on the council a chance to decide what they want to put on the agenda at the meeting. I step out of the Town Hall just as an explosion rips through my hovel, leveling it. Knocking me on my butt, I sat there with my ears ringing.

I stagger to my feet with Ann help. Staring at the destruction and seeing all the bodies laying around some writhing in pain. Most of them were crying out for help, as we all rush to assist anyone that is injured.
Hearing people around me yelling for help, I help pulled a broken piece of the wall off one of the men that came in the other days Darrel, David, no, shaking my head, Darin, Darin Stoneshear, a quarryman. Ann gave him a potion to heal. "Darin, Ann here will take care of you. I need to help the others pull out the injured."
Three hovels had collapsed from the explosion. Two Goblin children were killed, and three goblins were wounded in one of the hovel and Marsha, Joseph's wife was killed in another, and a dozen children injured along with Tarla that was leading them to the warehouse to teach a class on language.
The blast and parts of the building injured them. Overall we found a few dozen more citizens were harm most were with minor injuries. After uncovering a wall, we found three of my troops dead with no names, and I recover their urns for burial later. I swipe away the prompt that appears before me.
Several hours later, I was standing in Temple of the Gods cover in blood and soaking wet dumping a hundred gold that was needed to resurrect Marsha. I sat for a few hours with Ann holding me because I could not bring back the children or the soldiers that were killed because they had no names. I luck out upon Marsha's AI was updated to a tier-three a few days ago while interacting with everyone.
Lester appears and sits down, "Someone planted a bomb to go off in your hovel, Rune of Explosion was used, we think someone rigs a rope and a candle to use as a timer to drop something head on the rune." tossing a fragment of the rune on the floor. Cara and Fire think it was a level ten Explosive Rune. They believe that the only people that can make one is in the Imperium. Anyone can buy them and set one up, but it cost a fortune at least a thousand gold. We believe the guy that did it died in the blast and return to his bind point in another city. Hans and several others are watching the binding spot here in case he returns, but so far no one has appeared. Only reborn missing is Jenkin, he arrived a few weeks ago, he was one of the men that were stirring up trouble. I don't remember his last name but will ask around."

Looking up, "I want his buddies at the town hall, unhurt. We can't harm anyone without opening the settlement to a twenty-four-hour player killer mark. Find anyone that is marked as a Pker and bring them to me. Remind me that everyone that enters Safehaven must put their name down."
Walking over to Tarla and the other Goblins giving last rights to the children, Seeing no tears, Tarla looked up and chanted.
"We do not cry for the nameless,
but our heart is sorrow,
we mourn their faces,
for they never will reach an age
to have a name.
We call upon the Ravens,
to gather the souls to Frigga,
and hope that she will raise them and give them names.
Goddess Frigga hear your children,
punish those that did this to our children."
I reach down and touch both children, two urns appear in my hands, The name Onua the child and Urna the child was on the urns, a Valkyrie appears before the women with two ghost-like goblin boys.
"Frigga has heard your prayers know this Onua and Urna are their names, and they will run the fields of the Goddess with no worry or pain.” Turning toward me, she said, “Bring those responsible to the Temple when you find them or give us the name of who done it." The Valkyrie fades away with two spirits of the children beside her.

Urns of Onua and Urna bury in the holy ground within thirty-days or their spirits will rise again as the undead. Rewards 20 experience, unknown.

Goddess Quest
Find who done this so the Goddess can put the Mark of Shame upon them for all to see. Mark of Shame is a permanent mark that only the Gods can cast. A Player with a Mark of Shame is forever marked as PK killer. It requires a long and dangerous quest to undo such a mark. Mark of Shame will stay on the personal account of the player until fix only Citizens can ask the gods for such a punishment. This Mark is the result of the riots.
Looking over the quest, I head toward the Town Hall with Ann holding her hand as the rain continues to drizzle. I deleted the prompts I got earlier not wanting to know what they are the deaths of two children are more important that prompts. For a moment, I stopped to stare at the three destroyed hovels holding on to Ann. It is time to weed out the bad from the good.
Settlement Buff: Survivor Guilt -1 to Judgment, +1 to Fortitude. Those that are impacted by a traumatic event, and survives tries to understand what had happened to them. Buff duration one week.
