《Bloom》Seedling 74: Guard Captain's Mystery

Guards for the port city of Mizarul’s Rest were the best of the best. Corruption was low, pay was high, and effectiveness was miles ahead of other cities.
That’s why, as a Guard Captain, Miles Rodreguiz could spot problems.
Currently his laser focus was staring at the day’s mid afternoon report.
The yearly half-elf caravan from the elven continent had finished their standard route and entered the city.
In their wake were absolutely stunning numbers.
A prostitution ring the Guard had been hunting for months, one built on the explotation of small children had been shattered.
Three major bounties had mysteriously appeared in front of the local main street Guard office. Their heads had been removed and decorated with obscene symbols. Even more stunning each of the three bodies belonged to top experts at the A-5 Rank. They were significant players in the underworld, and some said enjoyed the flesh of young children.
Seventeen burglaries had been foiled, and three of them had been fatally foiled. Specifically, those against the yearly half-elf caravan.
What caught his eyes was part of the report where one of the thieves claimed a demonic old man’s voice warned him before he struck at the carvan.
The voice claimed that the caravan was under their protection. The same voice had told the thief that mercy was only being shown because they knew about his starving daughter at home. The same daughter that caused the judge to grant him a working pardon for the crime.
Miles was rubbing his face in his hand when the door to his office burst open and a Guard immediately saluted before handing him the late evening report.
Glancing down he saw more disturbing news.
A pile of gold had appeared at the doorstep of every orphanage in town that harbored half-elf children. Attached notes had explained this was a gift to favor the giver’s favorite race. Those who had attempted to steal the gold had been cursed with a horrific melting that left nothing but ashes.

Five gangs within the inner city, and harborside had been crushed to the last man. Each gang had a history of abusing elves, humans, and especially half-elves. When the investigators arrived nothing but ashes could be found. It was as if all the gang members had vanished at the same time. Still steaming cups of coffee, and chilled beverages were found next to small ash piles. The mystery was swept under the rug, literally.
“Is this…?” Miles stared at the Guard lieutentant standing across from him.
“It’s been triple checked, sir.” his subordinate replied flashing a smile.
“In a single day someone has completely cleaned out a majority of our problems…” Miles rose from his chair to stare out the single barred window of his office. Arms crossed behind him he flashed a thrilled smile.
Turning back to his lieutenant he said, “Take a gift in appreciation of the ‘Boss’ F’neli returning to town with an unknown Senior. Make sure to show our appreciation for their efforts.” Miles said, smiling. While he couldn’t be exactly sure what reason the caravan would have to help clean up his town, he couldn’t care less.
Results were what mattered at Mizarul’s Rest, not answers.
This incredible event would easily shift public opinion, allowing Miles to get re-elected without a single opponent!
