In this section, we will go over the way the GRRO classifies both Rifts and Rifters in terms of their measurable strength. Take note that, although most of the world recognises the GRRO standard, it still is not universally accepted. Rifters going abroad might run into different classification systems.
Defining a Rifter’s level:
The GRRO recognises a Rifter’s level according to their displayed number within their status. Withing certain situations, an external measurement might be required, but it is usually less secure compared to a Rifter simply stating their level and attributes. The GRRO recognises and considers that there is a vast difference between a Rifter’s level and his actual combat strength. This is because of a multitude of factors that come into play, be it Skills, the distributed Attribute points, the Rifter’s natural affinity for combat and equipment, to name a few. The GRRO still holds the Rifter’s level as a benchmark for most Rifts, seeing as the attribute baseline is universal. Example: A level 100 Rifter will always have a higher Agility level than a level 20 who spends all their points on Agility.

The GRRO maintains this structure because of the similarity between a Rifter’s class system, where each higher rank coincides with a change in their class. In the past, this had been mandatory and strictly regulated, but with the increase in Rift occurrences and the abundance of higher quality gear, the GRRO has changed this demand into a mere recommendation. Privately owned Rifts by companies or guilds might prefer different standards, but those monitored and under the administration of the GRRO will all be uniform.

A Rift Level:
We measure a Rift’s level or rank either by machines capable of monitoring the output of a Rift, or by Rifters that have the required Skills or Class to measure them. An example would be a Seer class or through a high ranked Skill such as Inspection. In most cases, a standardised piece of machinery provided by the GRRO will be used to determine the level of the Rift.
A Rift’s size and growth conveys very little about its relative level or the pitfalls that lay within. A rule of thumb is that the higher a Rift’s level, the higher the quantity or quality of the number of monsters or their equipment. Because of the varying nature between the quality and quantity, a Rift’s level can be deceiving. More than one party or guild has suffered high casualties because of a Rift suddenly overwhelming them with a vast quantity of lower-ranked monsters, or simply crushing them with a single powerful monster.
Beyond the strength of a Rift, there is also the nature of the environment inside. There are numerous examples of a lower-level Rift being far more dangerous because of poisonous flora and fauna, unbreathable air, an unstable flow of time, or simply the absence of fresh water.
The official GRRO policy is that a party’s average level should always be a few ranks higher than the Rift they are about to enter, and that proper research is to be done about said Rift beforehand.

If your looking for a cohesive plot that's more than "Man farms, man farms, man farms well, man maybe makes money" you're probably also in the wrong place, but I will attempt to entertain you anyway.
