《Atros Imperium》Volume 06 - Chapter 05 - New Democracy

Rasha hesitated to follow the others onto the raised platform in the Central Plaza, situated just outside the Main Hall. A huge number of people of every race in Atros, even some of the tiny Hamtaros, had gathered for Anton's late announcement despite the late hour. She did not know if she felt their excitement or concern, but there was a sensation in the air that she just could not put her finger on. The sun had long disappeared below the horizon. Atros and its people were only illuminated by sporadic flickering torches and lanterns, the lanterns from high poles cast their light throughout the crowds in strange patterns and casting shadows on their faces. Shadows that somehow appeared menacing, at least to her. No one else appeared to hold such concerns, which only added to her own.

"Is this going to be sturdy enough to take my weight?" Rasha tapped the lowest step up to the raised platform with her hoof. She was partially worried, she also wanted to be distracted from her unusually turbulent thoughts. "Looks a little bit… Weak, for me."

"Should be fine." Anton tapped the top of the platform with his own boot. "I trust Zac and his builders. He made that bed of yours. Right?"

"And it's very good." Rasha's ears flicked back, landing on her cold, snow stained metal armor. "I guess sleeping on your adventures was a little more rough than what it is here."

Anton smiled and beckoned her up. Rasha shrugged and quickly ran up the steps. For a fleeting moment they were the same height, their eyes could match without either craning their necks, but it was gone the next. But she did not mind being taller than Anton. Though he had to look up there was no annoyance on his face.

He's never looked at us bad-

"What are you smiling about?" Anton asked, a tiny smile on his own face.

Rasha nodded to the gathered crowds. "Just the usual when I see this city. I haven't seen this many people gathered together before-"

"Let's hope it stays this way." Verona mused. She glanced at Eider, her two guards, and the other assembled soldiers. The regular Atros soldiers formed a tight perimeter, especially focused towards the rear. "I don't like what she said she saw."

Rasha pursed her lips as she looked at the crowd again. Her height gave her an advantage to see further, not necessarily more clearly. Everyone's faces simply blended together, it was nearly impossible to make out an individual face or emotion.

Would someone actually try to hurt Anton? Or kill him?

A shudder ran down her spine.

Those Dark Elves Elders… Everything went red when they attacked him. Would I be any better now? I don't think I would, maybe even worse. I’ve only become stronger since then.

A soft sigh escaped her lips. She gripped tighter onto the shaft of her halberd. The weapon had yet to be blooded, as was she. A few Goblins was not the same as a Human or a Beastkin. Or some elderly and shackled Dark Elves. Her troubled thoughts were cut by someone tapping her side.

Her immediate smile faded when she realized it was Cetina. Not that she was annoyed to see her, far from it, but she always liked seeing Anton’s cute face looking up at her.

"Something wrong?" Cetina frowned softly. "We aren't expecting any trouble today but…"

Rasha shook her head. "Nothing important."

Cetina’s eye remained locked to hers. Though only one remained visible Rasha thought it was very beautiful, and it was a shame that she had been wounded so terribly that she had to hide it. After a few moments she turned her attention towards the crowd.

"If someone tries to run or jump onto the platform try kicking or pushing them off with the butt of your halberd." Cetina planted a hand on her hip. "Longinious mentioned something about trying not to kill or cause blood to be spilt."

Cetina lightly scoffed, throwing a glance towards her. "Like we didn't know that stuff already."

Rasha tried to look at Longinious with as much subtlety a woman of her stature could manage. Longinious floated at the rear of the platform, her unusually long fish tail coiled along the edge so she did not fall off. Both sets of armored arms were folded against her chest, long scaled fingers tapped nervously while her bright orange eyes darted furiously amongst the crowd.

She was not sure what to make of Longinious yet. Her appearance was odd, certainly, but only a little different to a normal Beastkin, like a Shark Beastkin, so it did not bother her. It was her origins that concerned her the most. One moment she was a floating spear, then Anton was impossibly heavy, and when they both awoke she knew almost everything he did.

Cetina mentioned something about the Strega Witches messing with memories and thoughts, even her own. No wonder she might think the worst.

Rasha glanced at Longinious again.

I know I would. She's been nice to me so far…

Rasha lifted her helmet and scratched the base of her horn. As she lowered her helmet she caught movement from behind. The other members of the Atros Council, at least those overseeing something in the city, slowly trundled onto the platform. Bertram and Sybil, two of the oldest on the Council and Atros itself, struggled to make the climb. Their clothes were the thickest but they still appeared to be suffering from the cold quite severely. Rasha offered her hand, one readily accepted.

"Thank you, dear." Sybil's wrinkled face turned into a smile. "The cold makes our bones ache and our joints slow. It'll happen to you one day too."

Rasha returned the smile and moved to help Bertram.

"This is still a long way away for you yet." Bertram grunted as he reached the top. "Surely…"

"I'm older than Kal by quite a bit." Rasha saw Kal's long ears prick up. "Quite a bit actually… I had been working in the plantations for many winters before she'd even been born. Light work compared to what I ended up doing, regardless…"

Sybil nodded towards Anton, discussing something with Verona and Mezot. Mainly Verona as Mezot’s attention drifted away.

"Then you'd better get some children before ithappens." Sybil sighed. "You don't want to spend the rest of your life regretting it."

"I wouldn't either way."

Jeff, the bald and broad chested man in command of Atros's defenses, quickly spoke to Cetina then gave Anton a slap on the shoulder.

"Been a while since we've had a big announcement from you like this. I think the last time was…" His eyes looked at Rasha then to Cetina. "When we, I mean you, brought the first lot of Beastkin. And those Seocurians. Definitely not what I was expecting."

"Certainly. I don't think there was any way of knowing they were going to be there." Anton's shoulders dropped slightly. "I take it that everything's still going well? No one's been stupid or acting up? I know I haven't exactly been the most present of people..."

Rasha's chest tightened when Jeff did not immediately reply. She often received odd looks, mostly from Humans and Dark Elves regarding her height and size, but she always dismissed them immediately. She had suffered far worse at the hands of the Seocurian Empire. A few furrowed brows and subtle nods were nothing. And another part did not wish to bother Anton with such things, especially when their time together was so limited.

If we hadn't met those Fire Elves I might have had a whole day. That would've been nice.

"Nothing so far." Jeff smiled. "Not since the first bit. No scuffles from what I've heard. Been difficult to track down anyone involved with the first bit. It'll just take time for it all to settle down. I'm sure of that."

He nodded towards Kal. "When she arrived it caused quite the commotion. And that was just one…" Jeff rolled his hand while pulling an awkward face. "You know. It will take time."

Rasha forced her face to remain calm even as her stomach turned and her body felt cold. Memories of how she had treated Kal came flooding back. None were good.

I was a real shit, wasn't I Kal?

"I know." Anton softly sighed. "But it…"

He trailed off and looked towards the crowd. Rasha often wondered what he was thinking when his voice trailed off and his eyes wandered and lost their focus. Verona and Kal said it happened frequently, Cetina seemed not to mind unless they were in a serious situation, but she still would like to know. Not that she understood most of the more outlandish things he said.

Anton scrunched his eyes tight. "Everyone's here. Got a few extra little presents for everyone to see."

He nodded towards a cloaked Human speaking with Eider. She could see his face but nothing else. Rasha hadn't asked why Anton didn't set the announcement the moment he left the Fire Elf Cavern, nor what he had the seamstresses throw together. Rasha didn't even get a look before they were all directed towards the Central Plaza.

"And this isn't something that anyone else can do. Not without causing more problems than saying nothing."

He glanced at Longinious, still focusing on the crowd, but said nothing.

"You'll be fine." Verona squeezed his hand. "You've done more dangerous stuff than this a hundred times."

If I wasn't a Beastkin at least I'd be able to travel with you all. I'm sure that I'd have been able to help when those assassins attacked you.

Rasha gripped her spare fist tight in frustration.

Anton pulled a smile. "Public speaking isn't really my strongest point. I'm sure the last time it came across as dry and rather clinical. Talking with a few people in a room is one thing..."

He slapped his cheeks hard, not hard enough to leave a mark but close enough to leave a faint red tinge.

"I always feel a little nervous. You only get one shot at it, you know?" He turned to the patiently waiting crowds. "Let's get this over with."

Anton stepped forward and Rasha's body tensed slightly. Cetina’s words still rang in her head so loudly it was difficult to hear her own thoughts. Her eyes darted amongst the crowd, dimming the voices but bringing no calm to her heart. Anyone before them could try to attack. An arrow or a bolt could be just as deadly as any bullet, from Anton's new and mysterious weapons. A part of her hoped that his new Dragonoid limbs and skin would grant him some protection. At the very least long enough to get to and heal him.

The dull murmur of the crowd persisted for some time. The police, something Anton had established before her arrival, moved amongst the crowd at Jeff's insistence to calm the murmur. Unfortunately they were very few in number and wore the same clothes as a normal villager, with only a blue band fastened tight to their arm to distinguish them.

The moments continued to pass, Anton did not look too worried, rather it was giving him time to think, but it was clearly grating on Jeff. She caught his eye. He motioned to stomp his boots while glancing at her hooves.

I don't know if they're going to be loud enough. But…

Rasha took a deep breath and slammed her hoof down with all the might her body could muster. The sudden jolt darted up her leg but the sound was very loud. The loud crack echoed throughout the Plaza. Half of the crowd almost immediately dimmed, the rest quickly followed. She was glad the wood held and she had not embarrassed herself in front of everyone.

"Nice one." Verona whispered. "Does it hurt?"

"A little." Rasha whispered back, subtly trying to massage her leg. "I wouldn't have been able to do that before coming here."

All thanks to those baked potatoes.

"Wouldn't have hurt as much either."

Verona threw her a smirk and folded her arms. Anton cleared his throat, took a deep breath, and began.

“Thank you all for coming. I know that you all wish to retire for sleep, to get some much needed rest, so I will keep things as brief as possible.” Anton paused for a moment. “There are probably many amongst you that do not know who I am, but have certainly heard of me, for better or worse. I certainly hope for the better."

Rasha noticed a great many Beast-kin were smiling, a smattering amongst the other races.

"My name is Anton Thorn. A resident mage of Atros and part of Atros's Council. Though the time I have been here has been relatively short, we have come a long way. From being terrorized by a swarm of Yellow Goblins, huddling in dilapidated homes, to building mighty walls and armaments so were can throw back a horde without a single loss. A small hamlet to a thriving city with a maelstrom of races in under a full cycle."

Does everyone out there understand everything he's saying? I'm sure that some people are just agreeing.

"I wish that I could say that I have been with you all every step of the way but it simply hasn't been possible. Freeing Human Bondsmen, Beastkin slaves, Dark Elves and Dwarves from oppressive regimes.”

A few people clapped, the sparse noise made Rasha feel very uncomfortable. Just like those that had actually clapped.

“And finally the Fire Elves. I’m sure that you all have heard of the underground vault in the old Dwarven hold and what lay within.” Anton’s hands gripped tight, though he kept them by his side. “You may have also heard that I was injured or incapacitated as a result of something that occured down there.”

Longinious tried to remain motionless but it was clear she was still affected by how her… Revival had changed him. The very moment Anton’s head turned it stopped and she put on her normal demeanor. Rasha knew that it was something she would never let him see.

“As you can all see that I am very much alive and well. Any such rumors about my demise or illness were far too premature.”

Wasn’t he going to announce new positions for The Council? That's what Kal and Cetina sort of said.

Rasha frowned lightly, she glanced at those also on the platform. Only a few shared her confusion. So far it had been a rather upbeat message, nothing too dramatic. So far.

“While I am not surprised that rumours would spread, I am thoroughly concerned about hearing what happened during the brief moments that I was incapacitated. That there were some of you that were acting very strangely. Enough to attract the attention of the security forces."

Anton took a moment to let his words sink in. It appeared to have some effect, not on an observable individual level, but overall the mood became more worried. Rasha did not listen to what the people of Atros said about him. She knew the man quite well, more intimately than most, but the longer she thought about it, she probably did know him better than most of the people before her. Sure, he’d met a few when recruiting or rescuing them but most of the time he’d been out, exploring or trying to gather resources for the city. Most wouldn’t even know his face or his voice. She was far more recognisable, regardless of her mixed Oni and Minotaur heritage. And surely rumors had spread about their relationship even before they actually came together.

“And I am thoroughly unimpressed.” Anton sighed, not that many would hear it. “Extremely disappointed would be the understatement of the century! That there are those amongst you that still, to this very day, after everything that Atros and you have been through, care more about your race, which is little nothing more than the thin skin on your body, than working together. This will not be tolerated. This cannot be tolerated.”

Rasha straightened her back, not to try and be more intimidating but to try and see further and more clearly, not that it was of any real use.

“I do not care what you are, the color of your skin, the amount of fur or scales that cover your body. All are welcome in Atros. That is what this city is built on, and I won't let any so-called purist try and put a stop to that because they cannot stomach looking at someone a little different to themselves. I don't know why it makes your stomach turn and your heart rage and I simply don't care to know.”

Rasha now felt the crowd's eyes center on her. Kal received her fair share of looks, though only her face was exposed and, barring her eyes, she could easily pass for a light skinned Seocurian.

Just another time that I wished I wasn't born like this.

Rasha noticed a twitch in Anton's back as he head twitched between Kal and herself. He too had made the realization but Rasha knew it would be a terrible decision to draw attention to it.

"Especially as you're bedding us." The words barely escaped her lips but they echoed in her mind.

“I know where that inevitably leads." Anton continued. "Something far, far worse than the horrors which any of you have endured, even the shackles of the Seocurian Empire will seem pleasant and you would long for their comforting embrace.”

Some of Anton's stories came into Rasha's head, stories of the horrors of his Earth.

“It will not be tolerated. Anyone, regardless of their race, will be held accountable for their actions and what actions they are planning to take. We have ways of ensuring that you tell the truth with only a single question. Do not underestimate our means, abilities or determination. We will find you, no matter where you hide, if you try and threaten the stability of Atros.”

Rasha heard Verona grunt, a slight twitch on her lips. The crowd looked rather worried, no race more than others, except for the few Dwarves she could see. They looked rather bemused, if anything.

Compared to everyone else they’re quite happy to just stay underground. In the dark, musty air, sometimes filled with heat and smoke. How can anyone stay down there like that for their entire life?

"As such, we are announcing a significant increase to the Police force of Atros. A marked increase to the number of Sheriffs and Deputies patrolling the city streets." Anton received a backwards glance from many of those wearing the blue armband. "They are here to help and protect you, so assist them whenever you can."

Anton waved the cloaked Human forward. Eider stopped him and removed his cloak. Rasha frowned lightly as he neared the front. Two of the nearby soldiers moved their lanterns closer to fully illuminate the man and Rasha understood why. It was a new uniform, probably the first in Atros as everyone still wore whatever they could get their hands on or were quickly churned out by the forges, quite a striking one at that.

The large brimmed hat was formed by a stiff dark brown material, not cloth but very similar. A large six sided golden star lay at the center, surrounded by a thick ring while each of the points were circles, held onto the hat by a blue band of what Rasha knew to be Arachnid Silk. She wore it all the time as it was the best cloth they had and it was extremely comfortable. On the star the word deputy was engraved in large clear letters. Beneath that he wore a dark blue cloth across his face, reminding Rasha of Zuhura’s face veil, though it was far thicker and tighter against his skin. If anything it was most similar to Kal’s attire when she arrived in Atros, at least by what had been described to her. A very thick brown scarf covered his neck down to a thick collar that formed the top of an unbuttoned overcoat. The overcoat was quite large, thick sleeves reached down to their wrists and the length of the coat itself to just above some very thick leather boots. Rasha saw ten golden buttons on one side arranged in pairs along with associated slits on the other side. On both arms lay the customary thick blue band of cloth. This was actually sewn into the overcoat and featured a rough copy of the golden star on the hat.

He stepped close to the front and the closest side of his overcoat shifted to the side and revealed the clothes beneath. They were simple, a lighter brown long sleeved shirt and pants with a blue sash sewn into the shirt. Rasha presumed it was their Summer Uniform, as it would be impossibly hot wearing the coat once the snow lifted. The thick belt was slightly odd, insofar as it clearly had empty holsters, like Cetina’s when she had drawn her sword or Kal her daggers. What she did see was a long black cylinder with a large head on one side. It looked quite heavy, especially if it was used to strike someone, capable of inflicting tremendous pain or even breaking weak bones. Rasha was impressed, but wondered if it was Anton’s design or Longinious’s… Which meant it was Anton’s.

While Rasha took in the design, and wondering why he had chosen the golden stars, something else caught her attention. A glint of silver coming from his clothes, many glints. It took her a few moments to realize what it was. Needles and fastening pins. There were dozens, holding the entire thing together.

Oh. Oh no. They weren’t gone for that long. Guess the seamstresses aren’t capable of magic.

Rasha shifted her shoulders, feeling her Arachnid silk shirt drag against her skin.

I think it looks pretty good. But if it falls apart... I’m sure that Anton’s got a plan in case that happens. He always does. But even I know that he’d like to avoid that.

Rasha tried her best to study the faces amongst the crowds. Most seemed rather impressed, at least those at the front. It was the most official clothing that Atros had produced. Everything so far had been very rushed and utilitarian, at least that’s how Kal described it.

“Every new Policeman will wear these uniforms. It is designed to be noticeable and distinct, so should trouble arise you will immediately know where to turn to.” Anton pointed towards the man’s belt, who in turn made considerable effort not to move. “They will also wield a series of non-lethal and incapacitating weapons. Lethal weapons will only be used in the most dire situations, where other’s lives are in immediate danger.”

Rasha caught Longinious looking rather happy. Again she wondered which of Anton’s memories she was using as a baseline. She forced her attention back towards the crowds, hoping that they would help and work with the new police forces. Everyone could already guess that they were also the eyes and ears for The Council, and therefore Anton. Anyone trying to act against Atros and Anton wouldn't have anything to do with them, at least regarding anything that might implicate them. But there was every chance a normal civilian who knew something would tell them and therefore Anton. It was the best they could hope for right now.

"In addition to the new uniforms the police are now held to a proper code of law. As is everyone in Atros."

Anton cleared his throat without moving his hand to cover his mouth.

"While you all have come from different places and different laws, but now you are in Atros and you shall follow ours."

Rasha heard more than a few worried groans.

"The new codified laws shall be simple and to the point. Most of us know how to behave and how to treat others, but there will always be those that break the rules, no matter how persuasive and rational we are. And that is where these new laws and punishments shall come into effect."

"Seocuria was always the whip." Rasha mumbled. "Didn't matter what we did or said… Even if it wasn't our fault."

Kal's ear pricked up but she said nothing. Memories of the searing pain shooting down her back came flooding back, the wetness of the blood trailing over her skin before staining the thin pieces of cloth they wore and even matting into the fur on her tail and legs. Thankfully it didn't hurt anymore, but I would never truly go away.

"Simply put, murder is punishable by death, theft by amputation of the hand and assault by public flogging."

Rasha's ears flicked back. "Seems a bit harsh for him."

She glanced at Longinious, still staring intently at the crowd. Cetina softly sighed.

"He's always been a little bit like this. Kind to those he cares for but…" Cetina grimaced. "But can turn into a vicious monster for anyone that hurts him."

I haven't seen that in him. Always so kind and caring to me, even when I shouldn't have been shown anything...

Rasha felt the weight of her breasts underneath her armor; the pain of the infection, the embarrassment and shame of having him forcing her to get help instead of asking herself, and finally the dread that he not only no longer trusted her but didn't want him even in his sight. Now she knew he wasn't serious but it was what she needed to hear, otherwise she wouldn't have felt like she had been punished for acting so foolishly.

After that we spent a lot more time together, didn't we?

Anton cleared his throat. "Everyone that arrives in Atros will be made aware of these laws and punishments for breaking them, so no one will have any excuse for breaking them. Tethra’s magic will be used to compel the accused to speak the truth. It is impossible to resist," Anton placed a hand on his chest. "I know that from personal experience."

Cetina smirked, though it quickly faded.

"So long as you do not commit an offense you are safe. And you are infinitely safer here from false accusations than anywhere in the entire world, I can promise you that."

Rasha glanced at Anton. The crowds were mostly silent, the laws he stated were similar to what they already had, probably a little softer than what the Beast-kin were used to. The idea of magically induced confessions was a scary thought, Rasha told herself it would only matter if one was guilty. If you were innocent you would simply say so. Her body relaxed slightly as she repeatedly told herself this fact.

“Now, on to better news.”

Rasha did not think the crowd felt any sort of relief.

“Simply put, Atros has grown too large for all of its systems of governance to remain as they are.”

Anton received worried looks from the gathered members of The Council, who had remained rather silent during his speech so far.

“It is extremely difficult for one man or woman, regardless of how good and skilled they are, to hear and address every problem in Atros. To be honest, as we are right now we are on the verge of struggling to hear everyone’s issues and concerns. I’m sure that many of you have desires and wants that you simply could not hope to bring to our attention. Not from apathy or arrogance, but because there are simply too many people.”

Anton’s softer words appeared to have some effect. Rasha spied some thoughtful faces, but many were still concerned by Anton’s previous words.

“As such each district in the city will have a representative, one to be elected by the people living there, who will not only be able to gather your concerns and bring them to us, but they will also be allowed to vote on major decisions about our future and bring them to the Council. Those that are elected will have significantly reduced workload, as there is no reasonable way to expect you to continue working while serving the people. The people of Atros."

The crowd remained fairly silent. The Dwarves and Dark Elves seemed the most animated, the Humans and Beastkin looked slightly confused by the prospect, especially the Beastkin. Rasha doubted many of her kind understood what it truly meant. Herself included, if she was honest. The only times they had been given any choice by the Seocurian Empire was singling out someone who had skipped work or damaged property.

And it didn't need to be the one that actually did it. So long as someone was whipped to bloodied ribbons.

“Alongside this, we will also have a massive expansion and officialisation to the administrative apparatus of Atros.” Anton’s words gave Rasha pause. She didn’t always understand everything he said and this was one of them. He stepped to the side and gently motioned to Jeff and Zac, the two large men shared a glance. “As of now there is almost no way to quickly determine that Jeff is commander of Atros’s armed forces and Zac oversees our construction and development.”

“Nothing wrong with my clothes.” Zac patted his large forearms as he grumbled softly.

"New uniforms will be different from our new police force." Anton motioned to the new deputy. He had not moved, so the fastening pins did not move or glint in the light. "But will be instantly recognisable. In addition, we are increasing the number of people in their service to begin creating ministries alongside dedicated buildings to house the new administration to ensure they can function properly."

Rasha nudged Verona, though given their height difference meant she lightly struck her in the head. "You know any of this stuff he's going on about? I thought he'd just be angry that some people misbehaved when he was down."

Verona shrugged. "Some of it, I guess. When we were designing that uniform he and Longinious spoke a bit about stuff like this."

"Right…"

"Tomorrow we will begin recruiting those with the skills and attitude to properly serve Atros. Of course this means that anyone in the new ministries will have their previous work commitments cut completely. In addition education will be provided for you and your family, so do not be afraid to apply even though you may not know how to read or perform mathematics. I know that many of us, especially those that were former slaves and bondsmen, never had the luxury to learn anything that your owners and lords did not require. We all want our children to do better and education is one of the most important ways. Not just for your own benefit but to prevent what happened to you from happening ever again.”

Bribery? I suppose it’s not a bad thing. Although… What about people not in one of these ministries of yours? Mezot’s only one person and she’s already struggling.

The crowd seemed a little more enthused at the prospect. Simply stating they would be free from slavery and oppression was more than enough for the Beast-kin and Humans, the Dark Elves and Dwarves were positive but not to the same degree.

“As such, I am asking for anyone, especially amongst the Dark Elves and Dwarves, that have any teaching experience to come forward tomorrow as well. Even if it is simply teaching your children and extended family we still need your help.”

“Also…” Anton took a deep breath. “I understand that many of you are disgruntled, upset even, about how your work is being rewarded. Especially the Dark Elves and Dwarves, who are used to being paid for their work, rather than receiving food and material handouts from the city. You are entitled to be rewarded for your labor."

Rasha was not surprised that almost all of the Beast-kin had no idea what he was talking about.

"Commerce, true commerce, is the lifeblood of any city and civilisation-"

"Until technology can make it obsolete. Or in this case magic…" Longinious’s voice was but a mere whisper, Rasha was quite surprised that she heard it but no one else appeared to.

"-and the same will be true of Atros. Over the coming weeks we will begin minting new coins and introducing a true economic system. The Dark Elves, Dwarves and some Humans will be familiar with it. Those that aren't, or who have never truly had money of their own to spend before-"

Definitely us. Oh, and the Hamtaros. Wherever they are.

"We will be implementing many protections to prevent theft, scams and monopolies, which are truly detrimental to a thriving economy."

Anton motioned towards Zuhura, silently standing near the rear of the raised platform. Despite the dim light she stood out, not just from the beautiful blue cloth wrapped around her head, but because she was the only person from Frindal in the whole city.

"In order to ensure the transition is as smooth and painless as possible we have brought an expert to assist us. Zuhura helped manage the finances of one of the largest cities in Frindal and a great many other enterprises. She will be instrumental in establishing a working and thriving economy."

"Do you think she was told any of this?" Rasha softly asked Verona.

Verona threw a glance back at Zuhura, quickly smirking. “Judging by her expression… Probably only a little bit.”

Zuhura kept her expression flat, her hands clasped tight before her, but Rasha could see the tension in her fingers.

“Definitely not everything.” Verona snickered. “Already liking that distressed face.”

“Those that are unable to find work will not be left to starve or forced to sleep on the streets. Food, shelter and medical services will be provided freely to all citizens. In addition you will also be provided with some spending money, not enough to live as a noble but you will still have something to buy other necessities, at least until you can find work.

"Never known what it's like to have my own money." Rasha murmured. "Us Beastkin are going to struggle for a while, I'm sure."

"Most of the Humans aren't going to be much better." Cetina cracked a smile. "I know I… Did you see that?"

As Anton continued to speak Rasha focused all of her attention on where Cetina was looking. She dared not point, even Rasha understood why, but it was hard to see something that even Cetina wasn’t sure what she was seeing. Rasha gripped her halberd tight, her leg muscles tensed for the inevitable charge but nothing came. For the first time she truly wished for a shield, she was sure Cetina wanted hers too.

“Must have been my imagination.” Cetina let out a soft groan as she rotated her shoulder and her demeanor softened. “I thought I saw a group moving through the crowd.”

“If they had a crossbow…” Rasha clicked her tongue.

Anton stopped and glanced at his bodyguards. Cetina gave a quick nod, he waited until he received one from Rasha, and he continued. It felt strangely good to be relied upon like that.

“Otherwise, things will continue as normal in Atros while we wait for summer. Humans will continue to be brought from Qaiviel-"

Verona said we deal with a woman, a Duchess, in Qaiviel, that has hair like mine. What was her name again? I think Kal said she knows Anton works with Beastkin. I wonder how they're all doing. Anton… None of them were particularly happy the last time they came back.

"-Continuing to free Beast-kin, continuing to bring Dark Elves away from the constricting life on The Shadow Isles, and the Dwarves from their indentured servitude."

Rasha caught movement on a nearby roof. A large group of Hamtaros were beginning to stir, distributing small but thick cloaks to ward off the faint snowfall. There had been no mention of them, but as they were probably the only of their kind in the entire world there was little more that could be done for them. They had already been saved from slaughter. Now they needed a safe home, and plenty of food, somewhere where they could build a new life for themselves. Away from the horrors of the fighting arenas of Frindal.

Kind of like us, really.

"Atros will only continue to grow in size and strength until there is nothing that can threaten us. Not even the Kingdoms and Empires that once oppressed you. Nothing will threaten us. Not from outside, nor from within."

Again Anton paused. A few murmurs emenated from the crowd, Rasha hoped they were positive. It was almost impossible for her to tell.

"Thank you all for your time and please accept my apologies for keeping you from your well deserved rest. Thank you, and I wish you all a good night."

Anton stepped back from the platform's edge. Only a slight murmur emanated from the gathered people. Rasha wasn’t sure if it was good, if they were simply stunned or confused, but Rasha was glad they weren’t angry or hostile. The perimeter of soldiers clearly helped but she didn’t know how she’d feel about actually kicking someone. She’d do it, without hesitation to protect him, but she was certain she’d feel bad about it. Them even more, when her hoof caved in their chest and they struggled to breathe. Or on their back.

“So… How’d you think that went?” Anton asked, his face trying to convey a worried emotion. Behind him the crowds began to disperse with a continuous dull murmur. “I think it all went relatively well considering.”

Rasha opened her mouth to respond but Verona, predictably, beat her to it.

“How it went?” Verona chuckled, her normal smirk gracing her near stark white face. “Little bit more fiery than you first made it out to be. I knew a few things were going to happen but the beginning bit… I thought it was going to be a lot more intense.” She rolled her hand, looking into the night sky. “An angry rant. Not the best word…”

“Regardless, it seemed to have the desired effect.” Kal smiled softly, one that made Rasha regret how she had treated her for all those cycles. “They’re still talking about it, and I don’t think it’s all bad.”

Rasha wished that her ears were more sensitive. She did not know if she could hear better or worse than a Human or a Dark Elf, but she was sure that she wouldn’t be able to withstand the Dwarven forge if she did.

“Originally I was going to start with something nice and positive, but when I got up here…” Anton scratched the back of his head. He frowned and stared at his gloved fingertips. “Then it just sort of came out like it did. It needed to be said, even though I threw in a lot more to try and smooth over any issues.”

He smiled at Kal, then threw one to Rasha. “And I absolutely detest this damnable puritan stuff. Like it actually matters, compared to what's inside.”

Cetina tapped the pommel of her sword with her armored fingers. “But they now know that you know. Is that a good thing?”

Anton took a moment before shrugging lightly. “I don't think there was much choice, honestly. I mean they probably had suspicions that we're aware of them, since if they're not properly paranoid about who they involve and what they do everything will come to light almost immediately, but now they know they can't just act openly."

"I don't think they're that stupid." Cetina glanced up to Rasha. “Not stupid enough to say something like that to your face, or even when you’re nearby.”

Rasha could only shrug. The only thing she had witnessed in Atros were slightly odd looks, nothing out of the ordinary considering her past. However it was difficult to know if they were still just surprised at her height and size, especially when there were so many new Beast-kin coming to the city, or genuine disgust at her mixed race.

“True. But... But it might just make some think, think how difficult it is to act behind closed doors and…” Anton sighed. “The only other option is to routinely interrogate everyone. Human, Beast-kin, Dark Elf, even the Dwarves. And such intrusiveness isn't going to go down well.”

Anton looked towards the slowly dissipating crowds. The Dark Elves slipped down from the roofs like snakes down trees while others ran and jumped along the tops with a nearly impossible grace. The rest were forced to wait for the narrow entrances to clear. Especially the Dwarves, who were not the fastest at the best of times.

“Tethra’s abilities might be useful for rooting out any dissenters,” Longinious said softly. She had approached silently as everyone’s attention had been focused on the crowd. “Effective. But it will do little for the harmony of the city. No one likes to be accused of wrongdoing. Especially the innocent. Certainly the guilty.”

Her scaled face twisted slightly. “Unlesswe make it a regular activity. Like a monthly check, alongside a medical?” She sighed, folding both sets of arms and frowning. “But I don’t know if that’s a good idea. On multiple levels.”

“We’ll keep that idea in reserve.” Anton said. “Probably only for serious investigations and those we need to keep an eye on.”

"Better than just removing them." Longinious spoke very softly. "The quickest way to remove a threat to Atros."

"Oh." Rasha weakly raised her free hand. "Cetina said she thought she saw something in the crowds. I didn't catch it but I don't doubt her."

Cetina's back straightened from Rasha's gentle praise. Rasha often forgot that Cetina was very tall for a Human, doubly so for a woman. It probably caused her quite a few problems traveling the wider world that Rasha could only imagine.

“A single crossbow bolt…” Verona pointed towards the closest rooves. “Even with all of us.”

“Unfortunately we don’t have bulletproof glass.” Longinious said almost absentmindedly. “Nothing in this world matches it’s strength and clarity…”

“What’s that?” Rasha leant on her halberd. “Some sort of armor?"

"I suppose you could call it that." Anton smiled. "But since we can't do that yet I suppose I'll just need to get more protection. But I'd still like to be able to see the people I'm talking to. Longinious? Any thoughts?"

Longinious slowly nodded. "I believe there could be. However, simply performing your speeches from an elevated position while ensuring the roofs and any similar vantage point is secure is a much cheaper and potentially effective countermeasure."

"Just need to ensure those guarding those positions aren't disloyal." Kal said softly. "It could be even more dangerous, once we let our guard down."

"That's why we have Tethra’s magic." Verona laughed, raising her hand while running the other over red tattoos. "Still so much more useful than mine."

The guard wearing the new uniform slowly walked back until a heavy cloak was thrown around him. It was certainly the right idea, the moment it touched his shoulders a sleeve tore and hung loose around his arm. Rasha grimaced at what could have been a truly embarrassing moment for Anton. Probably the first major one in Atros, though she didn't know everything.

"Rasha? You're probably more knowledgeable than the rest of us here, but much silk Ulyaa has made recently? If there’s any spare for a complete uniform?”

“I...I don’t know.” Rasha shifted slightly. “We talk, but it’s not something that she really likes to talk about anymore. Especially since she's not going to be punished if she doesn't. I don’t really ask either.”

“That’s alright. Ulyaa's only one Arachnid, and no matter how productive-"

Verona sniggered while Kal silently raised a brow. Rasha felt a twinge in the back of her head. She'd heard those words directed at her in her youth, and they certainly weren't pleasant memories.

"-she is she can't supply the entire city. We'll make that our next priority." Anton faintly smiled as the human with the new clothes reached the bottom of the steps and began to speak with Eider. "It'll be great when they're all done. Trust me. Everyone will be jealous of it. Not to mention-"

"It'll be very hard to cut them." Cetina nodded thoughtfully. "Most people they'd apprehend wouldn't have swords or spears, but small knives. Won't do much against clubs or punches. Any chance of putting that Fire Elf carapace armor on it somewhere? Just in case?"

"A helmet underneath the hat would be excellent." Antob wrapped his arm around Cetina's shoulder and gave a gentle squeeze. "Would have taken a few injuries before we thought of that."

Cetina smiled back but it was clear she still wasn't too comfortable with such overt displays of affection, especially in front of the people Anton was actually married to.

Imagine how heavy he'd be if he was my size? He'd probably be able to throw me onto the bed… Not that I've had too many chances to do that.

"But always keep the suggestions coming. Zuhura?"

"Yes, Anton?" Zuhura’s face was normal but Rasha could tell there was still a vague amount of annoyance beneath it.

“We’ll start going over preliminary plans for the economy and even a codified rule of law. Are you feeling tired?”

“Not particularly.” Zuhura’s face did not appear to be hiding fatigue. Or she was extremely good at hiding it from someone who had spent most of her life tired. “I also know of several natural stimulants that can be brewed into teas and broths. Many servants and officials in Frindal used such things to accomplish their work.”

Longinious silently moved towards the stairs, her body moved through the air like a fish through water. Rasha had yet to ask Anton howsuch a thing was possible, even with magic, but she was certain he understood it just as little as she did, even with his original world’s technology that seemed even beyond magic’s capabilities.

“Stimulants are an effective tool.” Longinious’s voice crackled, as did Anton’s now. “So long as they are not abused.”

Something caused the very tips of Longinious’s head crest to contract slightly, but it was gone the next moment.

“Not to mention a refined version could be extremely profitable. You own a store in Bebbezzar which could sell them very easily. And the profits would greatly expand Atros.”

“Certainly a possibility.” Anton smiled at Zuhura. “And this wouldn’t count as a plunder based economy, no?”

“Of course not. So long as they do not become addictive and an issue for Atros. Or for yourself. An addict leader is a sure recipe for disaster.”

Anton nodded towards the new uniformed police officer still talking with Rasha. “We’ll make sure that doesn’t become an issue. Rather, they’ll ensure it doesn’t become one. That and a great many things besides. Oh, I’m sure that just seeing them is going to make some people shake in their boots.”

“Only those doing the wrong thing.” Verona raised a silver brow. “Right?”

“Of course." Anton smiled. "Only bad people fear the law."

---[]---

Rasha finally felt her legs begin to relax as she sat on her chair in Anton’s home. She wasn’t entirely sure how long it had been since leaving the Central Plaza but it was more than enough for her eyes to begin burning from tiredness, the front of her throbbed. Anton had spoken with a number of people from The Council and even a few that she didn’t recognize by name. She was certain they were important, one was almost certainly someone high up amongst the Seamstresses, but Rasha had nothing to do other than keep an eye on anyone coming too close, which thankfully there weren’t any.

“Are you alright?” A gentle voice cut through Rasha’s empty thoughts.

She looked up to find Zuhura standing at the entrance to the dining room. Her bright blue headscarf lay loose around her neck, the golden netting that held her brown hair together glinted in the dim light of the few candles. Zuhura frowned as she stepped forward and stopped at the table.

“Rasha?”

“I’m fine.” Rasha smiled. She loudly placed her hands onto the table, feeling the metal forming her gauntlet resist her weight. “It’s just been… Quite a long day. Normally I can go to bed quite early, since Anton’s been away for the last couple of days.”

She looked behind Zuhura to see a blonde haired woman running along the corridor. Mezot, the Graterian Ice Mage, held a bundle of papers close to her chest, her attention completely focused forward and not on the papers that were slipping through her arms.

“Anton asked her to organise all of the notes she took,” Zuhura smiled as she pulled out a chair, the place where Kal normally sat. “Regarding Longinious and The Fire Elves. I think he tried to read some and was bewildered by what he found. She’s very smart, but I feel that she can get a little overwhelmed.”

“She’s getting better. Verona told me it was reallybad when they first met, where she even had trouble talking to her daughter. I’m kinda glad I didn’t see it.”

“I can’t imagine what that young girl’s been through.”

A small patter of footsteps followed Mezot. Axia, carrying both hers and her mother’s Charms, huffed and followed. She glanced into the dinning room and gave a tiny wave before continuing on.

“Are you not going?” Zuhura folded her arms and leant forward. “Considering your position?”

“He said it’s fine. Just about everyone here knows how to fight, and I’m definitely the strongest here. Not the heaviest anymore…”

A silence settled over the room. Rasha felt rather awkward, Zuhura looked slightly better.

“I…” Rasha chuckled nervously. “Um…”

“We honestly haven’t spoken much.” Zuhura smiled, her shoulders dropping as she relaxed. “Most of my time in Frindal I’ve been speaking with Cetina and Axia. Mezot… Is rather difficult sometimes, especially when not dealing with magic, in addition to those two Dark Elves. Calo and Sheso, I’m certain their names were. Seemed pleasant enough.”

“They’re very nimble, that’s for sure. I’ve seen them practice against Cetina. At least when she wasn’t pummeling them into the ground.” Rasha chuckled as Zuhura looked on with no small degree of worry. As she laughed and waved her down, pain shot down her shoulders. She stopped and tried to massage them but she was still wearing armour.

“Sorry.” Rasha tried to thump her shoulder through her armour. “My shoulders get really stiff and painful near the end of the day. And I haven’t had much of a chance to massage them.”

“I see…” Zuhura’s eyes fell on Rasha’s chest, quickly returning to her face. “I suppose that would be an issue.”

“Yeah. It is. Say, could you help me out of this armour?” Rasha raised an arm and tapped her side. “It’s been designed, overdesigned as Anton said once, that I really can’t get it off by myself. It’s really good, but I need some help.”

“I will try.” Zuhura stood up and brushed down her front. "But I must tell you that I'm not the strongest person."

As she walked behind Rasha she softly sighed. "Just about everyone here is stronger than me."

Rasha raised her arm and Zuhura let out a soft sound. As her gloved fingers began to fiddle with the fasteners Rasha's thoughts wandered back to what Verona had asked her multiple times during her more sleep deprived moments, whether Zuhura wore anything underneath her shawl.

I’m not like her, in any sense. Just need to talk about anything else.

"Did Anton tell or ask you about everything that he said tonight? I thought you looked a little…"

Zuhura’s eyes narrowed as her brown fingers picked at an extremely tight fastener.

"Not all of it." Zuhura sighed. "Wasn't expecting to be sacrificed by him so quickly."

"Sacrificed?!"

Zuhura looked up and stared directly into her eyes. Though they were normally soft there was a fierceness deep within.

"It might have not been what he intended, but it’s what l will be viewed as. If it succeeds, then Anton made the right decision. If it fails, and the economy collapses or simply doesn’t work, I will be blamed. Regardless of the reason, that's the situation that I am now stuck in.”

“He-That’s definitely not what he’s doing!” Rasha forced herself to stop. She knew she was becoming defensive, knowing, or at the very least hoping, that Anton wouldn’t do such a thing, and it was already coming through her voice. “I know Anton very well. And he’s not the person to do something like that. I think you’re looking at it the wrong way.”

“Am I?”

“I…” Rasha pulled a worried face, her shoulders dropped. “I hope so.”

Zuhura grunted as the first of many fasteners came free.

“I’ll talk with him, see what he has to say. I’m sure it was just an accident at worst.”

At least I really, really hope it is.

Zuhura still did not seem too convinced. She continued to remove the buckles and fasteners as the uncomfortable silence returned.

“Your hair.” Zuhura said softly, running a hand along a braid. “Do you braid it yourself?”

“I did.” Rasha was glad to be talking about anything, anything to stop the uncomfortable silence. “Even though my fingers are much larger than everyone else’s I think I did a decent job.”

Rasha reached back to one of her braids, she heard Zuhura take a pace back. “Though I do miss my longer hair sometimes.”

“How long?”

“Longer than halfway down my back.” Rasha tried to reach behind her but couldn’t. “I don’t actually remember what I did with it.” She shrugged as Zuhura continued to unfasten her armour. “Really wasn’t important, especially when Cetina was right about cutting it short for combat. That's why she keeps her short. Nothing to grab in a fight, you know?”

“I haven’t met all of the Beast-kin in Atros, but you’re the only one I’ve met with hair that’s such a bright red colour.” Zuhura gently bounced the bottom of one of Rasha’s braids. “Most have brown or orange fur or hair, except for Kal, of course.”

“I’m pretty sure I got it from my father, who was a Blue Oni. I don’t remember too much about it, Marion’s never said anything when I asked, and I don't think I want to either. I don’t want to remember anything about Seocuria.”

Zuhura didn’t immediately reply. Instead she continued to play with her braids, somehow it felt like she was still very nervous.

"It is a lovely shade of red. As is Kal's hair. Aqua, I mean. Did she get that from her mother or father? I recall someone mentioning that her mother was alive and in Atros."

"She is…" Rasha turned her torso towards Zuhura, quickly glancing at the empty doorway and corridor. "But if you want to stay anywhere near here it's not something you should ask. Her father. Don’t ever mention it. I said it once and they both… Just, please don't. She's had a very bad life." Rasha turned back, loudly letting her arms drop onto the table. "More than most of us, that's for sure."

"Thank you for alerting me, Rasha. I will keep that in mind going forward."

Zuhura moved to the side and closely inspected her horn. Most Oni’s had two shorter horns, not that she remembered seeing many Oni’s in Danafra. The vast majority lived in the north, working in the harsh and dangerous mines. When she gave it any serious thought she was more than a little grateful. Everyone said Oni’s were not only strong but also quite prideful. Being surrounded by people like that would have made her an even worse person.

“Is it hard?” Zuhura hesitated to touch her horn, a blue gloved finger hovered just away from it. “Looks like an orange bone.”

“You almost sound like Mezot.” Rasha chuckled. Zuhura did not find it amusing on any level. “But I definitely know it’s hard.”

Rasha pointed towards the top of the doorway into the dinning room. Zuhura gasped when she saw the indent in the middle.

“See? It’s held up to that, so it’s pretty strong.” Rasha tapped her helmet resting on the table before her. “Also means that I had to get special armour. But I can always tell that it’s mine!”

Rasha let out a slightly forced laugh. “Never really known what it’s like to have something of my own, beyond what I’m wearing. Still kind of strange. I think it always will be a little bit. Not like the Seocurian Empire paid us anything.”

"It's a shame that you discarded your hair.” Zuhura deliberately avoided the topic of the Seocurian Empire. “If you had kept it I'm certain it would have sold for a decent price in Frindal."

“You could ask Verona. See if she wants to grow it out while she’s in Atros. I’m sure she’d be willing to sell it if it’d help. Never seen anyone with silver hair that isn't old."

"She wasn't… Bought, was she?"

"No." Rasha shook her head. "Humans don't last long in Frindal as slaves. I've been told her hair colour comes from some Deweth Clansmen ancestor that attacked these lands generations ago, and they left a child here. The not good kind."

"Certainly not." Zuhura smiled. "These are things that I certainly could not ask them without potentially causing offence and seriously hurting my position in Atros."

"But you wanted to know."

"Of course. During my time with Sultan Hazm I've learnt that many times it's best to say absolutely nothing. Many potential business and political deals turn sour because the other side did not know when to be quiet, just knowing that closing one’s mouth is often better than speaking inane drivel. Papers torn up even after being signed from something that slipped through their lips. Probably for the best, in most cases."

Rasha felt something flash through her head, a seemingly random collection of thoughts that her mind had strung together in realisation of something.

"Paper…"

"Paper?"

Rasha ushered Zuhura to step back as she stood up. It was a little difficult as not every fastener was loosened but it was enough. After a few grunts and shifts of her body the plate popped off.

"Oh, that's so much better." Rasha breathed easier as she placed her armour against the far wall. "I can get the others by myself now."

As her armour came free she felt a shudder of relief wash over her. No longer was there any constriction on her chest and she could breathe easier. As she sat down again she caught Zuhura staring at her chest with a blank expression, unusually blank for her. Rasha's Arachnid Silk shirt wasn't form fitting but it was nearly impossible to hide her figure.

"What the…" Zuhura blinked hard and returned to her seat. "What did you mean by paper?"

"We found the old Dwarven treasury." Rasha tapped the floor with her hoof. "The one below us. Do you know that it wasn't entirely built by the Dwarves? The Dwarves that are with us right now I mean?"

"I wasn't completely aware." Zuhura said calmly, resting her hands on the table. "But I had my suspicions. There wouldn’t be a need for them to rebuild or recover the hold if it was theirs. Not to mention that everyone in Atros would have armour and equipment on par-"

Rasha heard Verona’s laugh echo through the hallway, followed by Kal's groan that she only made when she was very annoyed.

"Anyway, we found all this money in the treasury, but it was all paper. Rotten paper. Anton said they, the…" Rasha removed an upper arm guard and massaged her temple. "The… What were they called again? Ah, the United Empire had moved away from only using coins and started to use paper for their money."

"Interesting." Zuhura leant back in her chair and looked to the ceiling "I am not familiar with their history but it sounds more than possible for an Empire that large and prosperous. Before their collapse, of course."

"Do you think it could be used here?" Rasha removed another piece of armour. "Any… Thoughts? I don't know anything about money…"

Zuhura pursed her lips. "It certainly is possible. However, it would be extremely expensive to make quality currency and prevent counterfeiting, a serious issue not just in Frindal but every civilisation. On the positive side it would prevent wealth from leaving Atros, in addition to physically losing precious metals."

"We have a silver mine." Rasha added softly. "I think we've got quite a bit in there."

"Silver coinage will likely become the most common in Atros. Very strange, since there will likely be no conversion between copper, silver to gold. If that's what Anton wishes."

"I actually have one." Rasha's chair made a creaking sound as it skidded across the floor. Hers was much heavier and more durable than everyone else's, Anton was probably going to have to share. "One of the notes. A whole bundle, one of the good ones too. It's actually one of the things I have that isn't related to fighting. Do you want to see them?"

"I… Sure." Zuhura smiled. "I would love to."

Rasha hurried past Zuhura and into the corridor. She saw a small head pop out of the corridor to the left, towards Anton's study and the garden. Axia looked a mixture of tired and frustrated, her eyes were dark and her shoulders drooped forward. Her face scrunched up in anger and her lips pulled back in a snarl before silently swearing, at least that's what Rasha felt they were. When Axia realised Rasha was watching she quickly spun around and her expression returned to normal.

I wonder if Mezot's notes are really that bad. Can't be… Can they?

Rasha hurried to her room, a strange excitement bubbled in her chest, one she was not familiar with. She was simply happy.

She pushed open the simple door and ducked underneath. A few dents in the wood were a permanent reminder of her height. Her room was very sparsely furnished, consisting of little else than her bed and a chest of drawers for her few clothes.

"I don't think you're going to take both of our weight." Rasha felt a smile creep up her face. "Suppose the floor will have to do…"

Rasha sighed, dropping her shoulders. "Thank the Gods Zuhura didn't hear that."

When she saw the corridor was empty a wave of relief washed over her. She shook her head and moved towards her bed. At the front of the bed lay an old wooden chest, given to her by Verona, that housed the few curiosities and trinkets she wanted to keep. While others might have required some exertion to lift the lid Rasha barely used any strength. Inside lay a small collection of bright smooth stones she had found around Atros, the hilt of a broken blade from training with Cetina and the small bundle of notes taken from the Blood Hammer treasury. While they were utterly materially worthless, Rasha had asked Anton to restore a few for her sake, something he was more than happy to do.

With a few in her hands she closed the lid and hurried back to the kitchen. Axia still lingered outside Anton's study, this time she seemed to be in a slightly better mood. She gave Rasha a gentle wave before taking a deep breath, puffing out her chest and bravely striding into Anton's study.

Okay…

Zuhura had moved, slowly grinding what appeared to be an edible root while a small fire began to boil a metal kettle.

"Just something to keep me awake, Rasha." Zuhura said without looking back. Rasha quickly realised no one else had hooves or walked so heavily. "I have yet to travel to Bebbezzar and I'm sure this night will still be a long one."

"I have them here." Rasha proudly announced, holding the pieces of paper in her outstretched arms. "Do you think they could be anything like these?”

Zuhura did not immediately take the notes. Instead she dried her hands, which were perfectly dry, and gently took all the notes. Rasha was very glad she handled them extremely delicately before placing them on the table.

"There is no reason why we could not do something similar." Zuhura leant closer, sweeping an arm underneath her chest to keep her long shawl from falling forward. "Perhaps for large denominations, that would almost certainly be ideal…”

Rasha grew slightly worried as Zuhura began to chuckle. "It's so surprising to see someone so strong, so excited and happy about something so many would happily ignore or try and get away from."

Rasha felt her cheeks burn slightly. "I… I suppose it would be. When, when I was…"

Rasha's ears flicked back. Two people were walking towards them, one had small claws on their feet, the other heavy boots. Anton and Kal peered around the door, Kal's head nestled underneath Anton’s arm, slowly rubbing her ear against his clothes.

Wouldn't be the first time I've found aqua hair in our clothes.

"Everything alright?" Anton stepped through, moving to the side so he didn't obstruct the doorway. "We've had a few problems on our end."

"Problems?" Zuhura placed the notes onto the table. "I thought Mezot’s notes were fine."

Kal chuckled as she followed Anton. She wore simple clothes that didn't hide her Beast-kin limbs. Her fur was more than sufficient to ward off the cold, but Rasha was sure she just liked to have them free. Zuhura glanced at her clawed feet, lightly frowned and tilted her head.

"A bit messy, I would say." Kal rested her head on Anton's shoulder. "Axia's helping her organize it better, and I think she’s finding it a little stressful."

"She didn't seem too happy." Rasha murmured.

"Definitely not." Kal's bright green eyes focused on the notes resting on the table. "And what are these? You haven't been to Bebbezzar yet, have you Zuhura?"

"I recognize those." Anton took one of the notes and held it up. He still wore his gloves but it was clear he was trying not to squeeze too tight with his new claws. "United Empire bank notes.”

He smiled fondly as he rubbed the paper between his fingers. “I imagine the Blood Hammer Dwarves thought they had all the wealth in the world, enough to buy anything they could dream of. And now completely and utterly worthless. Do you think Atros is ready for something like this, Zuhura?"

“Actually,” Zuhura nodded towards Rasha. “It was heridea. Rasha thought it might be useful to use paper notes as our currency. It would also allow precious metals, silver in this circumstance, to be used to purchase goods and people from the other Kingdoms and Empires."

Zuhura’s eyes narrowed while a tiny smile crept over her lips. "Not to mention it would make it extremely difficult to rely on a plunder based economy."

Kal chuckled. "For some reason she seems very strongly against such a thing."

"Looting Seocurian slavers will still be an important source of money in the short term." Anton said calmly. Zuhura's expression did not soften as much as he thought. "Nevertheless, it is an interesting idea." Anton smiled and shrugged. "Didn't even think about that. Too focused on what we already had in place…"

"What?" Kal's brows furrowed ever so slightly as she pulled back, her eyes inspecting his.

"It would do a tremendous job of convincing everyone that we're something completely different to what's come before." Anton pulled a disgruntled face. "Barring the United Empire of course. Also might help breed a sense of unity amongst the city, knowing we're the only ones using notes instead of only metal coins. Or perhaps I'm overthinking it?"

"Definitely." Kal chuckled and pulled herself closer.

"Perhaps." Zuhura spoke more calmly, gently flexing a hand. "But paper will also be damaged when exposed to water, or any liquid for that matter. Something more robust will be needed."

"I think it used to be made from linen…" Anton stopped, Kal squeezed his arm and rocked back and forth. Despite the playful demeanor Rasha knew her expression was anything but. "Right. Rasha. Thank you for giving us something to consider."

Anton raised his hand. "I know that sounds like a bad thing, but I assure you-"

Anton let out a feigned wounded groan after Kal jabbed him hard in the side.

Don't mess this up Rasha. Please?

"T-Thank you. I thought it might be an interesting idea."

Anton smiled. "But we need to talk with Zuhura about the plans for the economy first."

Zuhura poured boiling tea into simple cups. The smell was strangely earthy and not at all unpleasant. Her tail, short and very thin compared to most Beastkin, began to slowly sway, brushing against the cool metal armour. Kal's incredibly long tail began to sway too. She brought the fan end to rest on her shoulder, a hand began to stroke and straighten her fur. She frowned as she focused on the orange spots.

"Something to keep us going." Zuhura placed the cups onto the table. "So, shall we begin?"

---[]---

"I believe this is a good compromise." Zuhura picked up the papers, gently tapping the bundle to straighten them. Rasha saw a faint plume of pencil dust emanating from between the papers. "Most citizens of Atros will be happy with these rules. Perhaps some Dark Elves and Dwarves who are used to the idea of large monopolies on goods and services won't like it, but-"

"Exactly why I want them unhappy." Anton smiled. "I want the economy to help the people and the city. And I think this will do wonders for both."

"So long as it doesn't stifle economic growth or impede our ability to compete with other companies or enterprises, both private or those owned by nobility." Zuhura frowned and tapped neatly arranged papers. "They won't have the finances to directly compete, nor the profit margins to-"

"It will be fine, Zuhura." Anton raised his hands. "We will intervene if necessary, but for the most part we will allow it to operate without too much interference."

"Not many of the coastal Frindal Sultans would believe in such a system." Zuhura sighed, straightened her back and took a final sip of her tea. "Much less try and implement it. Simultaneous controlled and laissez faire economics. But if this is what you want then I'll do what I can."

Rasha felt someone jab her leg with their foot, a Human foot. She turned to the source; Verona. Sitting next to her, wearing warm night clothes while also looking thoroughly bored. A hand held her tea cup, the other idly tapping on the seat of her chair. Rasha didn't remember exactly when she entered but, somewhat surprisingly, had said almost nothing. Longinious had arrived too, sometime after Verona but she had not taken a seat. It would be impossible for her so she coiled her long body and patiently waited in the corner during Anton and Zuhura’s long discussion.

"Did you understand any of that, Rasha?" Verona smirked before leaning back and stretching her arms towards the roof. "I was lost the moment I came in." She let out a tiny squeak as she let her arms drop, folding them underneath her chest. "I don't know how you've managed to do it."

Rasha did not like being the center of attention, especially now. Anton, Kal, Zuhura and Longinious looked at her, no judgement in their eyes, yet it somehow made her feel even more out of place.

"I…" Rasha placed her hands on the table and gently flexed her fingers. "I think I understood most of it. Don't try and extort people, don't make things too expensive so people can’t buy things they need…" Rasha tried to make herself smaller, a literal impossibility. "I feel like there's a lot more to it."

"I wonder how it's going to work in practice." Zuhura began. Rasha felt extremely glad she didn't ask more of her, she felt she didn't belong in a room discussing something so important. "People are greedy by nature and will try and break rules and laws, especially when money is involved."

Verona clapped her hands. "Finally something I can understand."

Kal and Zuhura shared a glance.

"I didn't presume that you were the type to be covetous over money." Zuhura said.

Kal sighed, resting her head on Anton's shoulder. "It's not about money…"

Rasha understood, Zuhura quickly had an idea but refused to reply, instead smiling as she tried to take a sip of her tea. She frowned when she realized it was still empty.

My fingers are way too large to use that teapot properly. I'm sure they'd find it all very funny to watch…

"So are we done for the night?" Verona glanced at Longinious. "I take it that none of your Auras are able to keep us awake?"

It was plainly obvious, even to Rasha, that she wished to join the table in some manner. Nevertheless, she had not asked nor tried to drop hints that she would like to.

If you know what Anton would say then what's the problem? Unless, it's not what he thinks but what everyone else does. Is that it?

Rasha caught her eye, only for a single moment before she tore it away.

Certainly seems like it.

“An Aura of Resolve would be the most likely candidate.” Longinious clasped both hands in front of her, almost mimicking how Zuhura normally held hers. “However, staying awake for too long, even if ‘using magic, will be extremely detrimental to your health.”

“Do you sleep?” Kal asked.

“No. No, I do not.” Longinious smiled bitterly. “I must persist… Alone.”

Kal made a soft murmur. Her face immediately hardened.

“Kal wants to rescue Lucia.”

Anton’s simple sentence completely silenced the room. Rasha had not thought of Lucia, a feline Beast-kin and one of Kal’s few friends from before her escape, and for an extremely good reason. The mere thought of her, twitching limbs, the frenzied eyes and the slathering desire to pleaseothers for another dose of Purple Shade caused her heart to skip a few beats. Painful memories swirled through Rasha’s head, her hand began to tremble at the mere thought of the Pleasure Houses. Terrible screams and drug frenzied moans rattled and echoed through her head just as they echoed through the dilapidated cells and rotten wood. When she returned she was surprised that only Longinious and Zuhura were looking at her. The others looked at Kal, who was slightly better at hiding her discomfort.

“Sorry.” Rasha murmured, unsure of why she spoke.

“Seocuria is a terrible place.” Kal flexed her free hand and sighed. “We aren’t there anymore. Right?”

“Yeah… I’m just never going to be able to forget it.”

“We were lucky to find Marion, Kristoff and you when we did.” Kal began. “A day later and you’d be...You know.”

Rasha’s muscles tensed. Though she told herself that she was resigned to her fate, just thinking about just what they wanted from her was enough to make her skin crawl.

Thank the Gods that Anton’s never asked about what they told me. I don’t… I’m just so glad.

“But she’s still there.” Kal leant forward. “Still in Seocuria. Still being...”

“We weren’t at the center of the Danafran Slave Houses.” Rasha murmured. “They use her for the big and expensive sales, so we can’t just take her.”

Kal solemnly nodded. “Yes. But I still want to rescue her. We’re more than strong and rich enough to do it. So… I think we should.”

“Who is Lucia?” Zuhura did not frown, her face almost flat. “I’m afraid that I’m not familiar with that name.”

“She…” Rasha quickly stopped.

It was Kal’s idea, after all, to rescue Lucia. Instead Kal gave her a nod to continue so she didn’t have to. Kal bit on lower lip, using the pain to focus herself. Anton gave her hand a squeeze which calmed her slightly.

“Lucia is a Beast-kin the same age as Kal.” Rasha tried her best to ignore the awkward feeling building in her chest, certainly ignoring the old memories of Lucia. “They were… Friends. As much as any Beast-kin can be friends in Seocuria.”

“You weren’t?” Zuhura raised a brow.

Rasha smiled, but only from awkwardness, and cast her eyes at the table. “No. I… I wasn’t a good person back then. Took me a long time to get better, or any sense of good.”

Rasha cleared her throat. “A few days before the Danafran riots she disappeared. I don’t really know why, didn’t think to ask since I had a lot more things to worry about. I was starting to become a woman. So...”

Zuhura winced, as did everyone else, even Longinious.

“I beat up everyone that tried and they gave up.” Rasha wasn’t entirely sure why she felt a modicum of pride. “After the riots, Kal escaped, and everything quickly went back to normal. Really didn’t hear about her until I was being sold off and I saw her again.”

She locked eyes with Kal. “Definitely under the effects of Purple Shade.”

“Yes…”

“Simply buying her would attract far too much attention.” Anton leant back in his chair. “Especially since our reasoning from last time really doesn’t hold up anymore.”

“And that was?” Zuhura asked.

“Slaves for a plantation.” Verona replied. “And we bought Rasha, Marion and Kristof by pretending we wanted them for morepleasurable activities.”

Zuhura raised a brow. “For all their rhetoric of being innately superior than Beast-kin, the Seocurian Empire doesn’t seem to mind having sex with them.”

But you don’t mind.

“True.” Anton lent forward. “So we’re just going to have to break her out. Thankfully, we have a contact in Seocuria that can help locate her. And potential places that we can loot. And the chance to get more Arachnids. For free too. I’m sure that Zuhura would appreciate that.”

Zuhura’s eyes narrowed slightly but she didn’t look entirely unhappy.

“Never thought we’d become pirates and thieves.” Verona chuckled. “We should definitely get Calo and Sheso involved. I’m sure they’ve got some idea on how to break into buildings.”

“Those Dark Elf twins are thieves?” Zuhura looked rather concerned. “And yet you let them travel with you, and with access to a potential fortune in Atros?”

Verona chuckled and gently waved her down. “I’ll tell you later. It’s quite a good story on how we met them all.”

Rasha lent back and crossed her legs. She hadn’t spoken to Calo and Sheso much, a few sentences here and there, but that was it. They could go with Anton anywhere they wanted, and were very skilled with a sword, according to Cetina, and with their words. By comparison Rasha was stuck in Atros and only had her brawn to rely on.

Rasha stifled her sigh which quickly became a small yawn.

“Is the plan to start tonight?” Verona covered her mouth as she yawned. “It’s getting very late.”

“It has been an extremely long night.” Longinious said softly, moving closer to the corner of the table. “Any further decisions made could be negatively affected. Not to mention that everything we have uncovered in the Fire Elf cavern can wait until the morning. It will take time for the situation to stabilize, which will not be accelerated by our… Your, sleep deprivation.”

“A nice way to put it.” Anton chuckled. “But you don’t want the map you drew? Mezot still has it.”

“I can simply recreate them, should the need arise. Not to mention there is no possible way that I could reach them on my own. I suspect the other locations have more useful things than just a map.” Longinious flexed her hands. “Though I would consider myself to be a rather important discovery.”

“True. I-”

“However…” Longinious ran a hand over her raised head-crest. “However, I would like an area where I can test and experiment safely. Though I only received the knowledge of the map there are fragments of knowledge of Earth technology that I could piece together over time.” She raised an open hand towards the doorway. “And your home is definitely not the place to practice with potential explosives or electricity. Somewhere completely safe and isolated from the Dark Elves and even the Dwarves. I was thinking of the Dwarven outpost overlooking Dragon Tooth Bay. It’s a secluded and safe area, the abandoned rooms would be perfect for experimentation and it’s perfectly suited to alert us should someone try and land to investigate the bay.”

“Not that they’re going to find anything other than thousands of Goblins.” Verona said. “Which we still need to deal with.”

Longinious bowed her head. “Indeed. I will also require one of… One of Tethra’s portals to be established there. Since it would be nearly impossible for me to climb and build the facilities that I will need. And… I would like to be near the sea.”

“I…” Anton took a slow breath. “I don’t see an inherent problem with it. I won’t be able to deliver it myself, since I’ll just break the poor Chirok’s backs if I tried.”

“Over the next week would be more than acceptable. More than acceptable. It’ll give me time to properly analyze and prepare everything I need.”

Verona loudly yawned. “Guess that’s us then. Time for some sleep, right?”

Zuhura gave a curt nod and double checked her papers. Longinious gently tapped Verona’s shoulder.

“I should say that Anton’s body is still very new.”

“Right?”

“And that you should minimize any sense of exertion to a minimum.”

“Right.” Verona laughed. “That’s one way to put it.”

Zuhura cleared her throat. “I believe that I do not need to be present for this conversation. I shall retire for the night and see you all in the morning.”

“L-Let me help you.” Rasha’s chair groaned as she stood up. “It looks pretty heavy, and you don’t want to spill it one the way to your new home. Is it warm enough too?”

“More than enough.” Zuhura smiled. She gave the bundle a final tap before passing it to her. Though it was a considerable amount of papers it wasn’t particularly heavy. Zuhura would have had no trouble lifting it.

“Sleep well, Zuhura.” Anton smiled. “Let us know if you’re getting low on any materials.”

Verona, Kal and Longinious gave her a gentle wave as they passed into the corridor. Zuhura opened the door before Rasha had the chance. She knew she’d have to loom over her, something that her lack of armour might make more than a little embarrassing. Outside stood a small gathering of Atros soldiers, standing around three small raging braziers. They held their gloved hands towards the flame, some allowing the snow to build up on their hoods before shaking it away. The few Beast-kin looked quite odd with clumps of snow stuck to their fur.

“This should be enough, right?” A familiar voice called out. Eider stood at the largest, her bare hands dangerously close to the fire, though she gave no indication she was bothered in the slightest.

“I thought you’d be home by now.” Rasha said. A sudden gust of wind caused the soldiers to pull their coats tighter, Rasha wished she still had hers. “Away from all this cold.”

Eider snorted, though it was more of a hiss. “So damned cold that I can barely move. But I wanted to make sure everything was fine, you know? Since it’s my job and… And all that.”

“I honestly do not believe that anything dangerous will happen tonight.” Zuhura pulled the bundle closer to her chest. Several of the soldiers took note of how it pressed against her clothes. Rasha glared and they correctly returned their attention to their braziers. “The cold is a serious impediment to all but the most determined.”

“And they’re the ones we need to be careful of.” Eider scratched her nose, recoiling as chunks of snow touched her skin. One of her bodyguards brushed it away. “If they’re going to be outside in this damned cold…”

“Perhaps a night time curfew is in order.” Zuhura turned to look up at Rasha. “Ask Anton about the feasibility of such a thing when you return.”

“I will.”

Zuhura gave Eider another nod, one half heartedly returned before turning her attention back to the flame, and quickly crossed the street. She stopped before the door and looked towards the center of Atros.

“It is a strange place, Rasha.” Zuhura softly sighed. “Though Frindal gets extremely cold I’ve never seen it snow before. And certainly not a place where Beast-kin are free. Well, more free than anywhere else in the world. Even in Frindal…” She smiled. “And to think I’ll actually have a hand in shaping it. Amazing, especially for a poor tribe's daughter. At least I don’t have to worry about Hazm trying to brush himself against me.”

“I…” Rasha trailed off. She didn’t know what to say, or even if there was something she could. Zuhura thought the same and entered her new home. "Don't forget to bar the door. Just incase. I don't think there's a lock."

Zuhura did not respond, until Rasha heard the faint groan of heavy wood being dragged. She gave the door the gentlest of pushes and, feeling it wouldn't easily open, began to walk back to Anton's home.

The crunching of snow beneath her hooves and the faint crackle of the braziers gave Rasha a slight pause.

"Something wrong?" Eider waved Rasha over. "You managed to get her back safely home. All of what, twenty steps?"

A few soldiers let out rather forced chuckles.

"So what's with that face?" Eider smirked. “You worried that the two of you are going to break the bed or something?”

Rasha sighed, a familiar and definitely unwelcome feeling bubbled deep within her. Anger, and the impulse to act on it. She imagined grabbing Eider by the throat, knowing full well she could lift her without any exertion. Rasha blinked and every hint of the negative emotion was gone.

Huh…Haven’t had that happen for a while.

Rasha scratched the base of her horn.

But am I really that pathetic that her talking about me having sex with Anton was enough to set it off? That’s really bad.

“Are you listening?” Eider raised a hairless brow.

“Sorry.” Rasha sighed again. “Just thinking.”

Eider solemnly nodded. “Yeah… We’ve got a lot more time to do that now.”

Both looked towards the center of Atros. The dim orange lights from the houses scattered amongst the thin rising streams of smoke. Rasha had not travelled far from Atros but it was all but certainly the only source of civilization for miles. Well, almost all. There was one far to the south, not that anyone in Atros wanted to talk about them.

“That woman…” Eider began. “She’s got that head scarf thing. Right?”

“Yes?” Rasha wasn’t sure why she was asking but played along. “She wears it all the time, though when she’s inside she sometimes takes it off. Has this golden netting that keeps her hair together. I wonder if she takes it off to sleep? If it becomes a mess every morning.”

Eider gently kicked at the snow. “Do you think you could get some of it for me?”

“A headscarf?” Rasha raised a brow. “Oh, you mean the cloth.”

Eider nodded.

“Um… You’d need to speak to her about that. I don’t think they’ve got a portal in Frindal itself yet.”

“I think it looks really beautiful.” Eider closed her eyes and turned her head upwards. “Such lovely colours and patterns. Especially the one that Axia has. Such a bright red. So striking.”

Her two bodyguards appeared to agree. Rasha was surprised that she hadn’t actually learnt their names, especially given their relationship to her.

“It is.” Rasha patted Eider’s shoulder. “I’ll ask in the morning. Or you could. Zuhura’s not a nasty or aloof person. I’m sure she’d be willing to get you some.”

If she’s actually annoyed at Anton speaking with a Beast-kin might not be such a bad thing.

“I think I will.”

“But if you’re barely able to keep your eyes open then she’s definitely going to think that you’re trying to waste her time, or something like that. She’s going to be extremely busy over the next couple of days.”

“Trying to do all that stuff Anton said.” Eider tried to elicit a response from her bodyguards, but they didn’t appear to have an opinion on the matter. “Well, whatever. I’m too tired to have much to say about it. Maybe it’ll be good. Maybe not. So long as I’ve got something to do and food to eat.”

Anton’s door opened. Verona peered through, tilting in curiosity. She caught Eiders eye and they shared a wave.

“Go to bed, Eider.” Rasha started walking to the door. “I want to see you happy and full of energy in the morning when you ask her.”

Eider scoffed. “That’s definitely a joke, coming from you.” She lightly kicked the brazier, a burst of dancing embers rose into the air. “Damn I’m tired. Not usually this grumpy. I’ll see you all in the morning.” She pointed at Rasha as she slowly trudged away. “I’m going to steal some of those baked potatoes you love so much. Tell Anton to make a few more in the morning for us.”

Eider gave a final wave as the three trudged away through the snow. One of the bodyguards whispered into her ear and she began to laugh, grabbing both by the shoulders and pulling them close.

“Everything alright?” Verona opened the door, the wave of warmth was truly a wondrous feeling.

“What do you think of everyone dressing like Zuhura?”

“The shawl, the headscarf or the fact that she’s not wearing anything underneath that shawl?”

Rasha sighed again, something she felt she’d being doing far too much in just the last few moments. “Are you still asking about that?”

“I’m still kinda’ interested.” Verona shrugged. “I’m really just curious why she’s not cold if she’s not. Those clothes aren’t that thick with all this snow. So she must be freezing.” She pointed both hands at Rasha's chest along with a smile. "Just like you, right?"

Rasha ignored her comment. "Do you think he's going to be alright tonight? We don't know if he's going to sleep, or to wake up."

"I just hope he doesn't have nightmares." Verona ushered her into the warmth. "Well, any worse than normal. You haven't seen them when it gets bad. Tends not to do it when he's completely spent…"

She looked over her shoulder. Anton and Kal were talking with Longinious, who had the majority of her large body inside the room. Verona clicked her tongue as she opened the door and ushered Rasha in.

“We’ll see if I made the right choice.” Verona managed a smirk. “I’ll even pray to Jira that I did. Won’t that make that bitch happy?”
