People in the Imperium generally believed that a country needed a monarch. Even though they knew that Emperor Chengwu was only a puppet and the coronation ceremony was not even held in the capital, the emperor looked sacred and inviolable after he ascended to the throne, making the Immortal Cultivators have second thoughts.
