Ash wanted to use his only advantage that is speed and make Pikachu even faster so that Steelix would really have a hard time seeing him coming.

This put a stop to Pikachu's momentum as he got hit by a flying pebble out of nowhere, being inside a Sandstorm is very dangerous for pokemons who are not Ground, Rock, or Steel type, Pikachu who is an electric type will get hit by flying stones and pebbles from every direction so he will have to end this quickly.

Ash "Pikachu, stay focused and let's finish this quickly"

Ash also wants to end this fast, he knows he cannot let Pikachu stay inside the Sandstorm for much longer.
