First, it's massive and can easily deal a lot of damage to Pikachu by just swinging its tail around. Second, it is a ground type so it is immune to all of Pikachu's electric type attacks. Third, it is known for its ridiculous defense, most of Pikachu's big attacks are his electric type attacks but they are useless against a ground type like Steelix, so he will have to rely on his other move sets which are mostly physical and with the bulky defense Steelix has, it will be hard for Pikachu to overcome it.

The only strong physical attack that Pikachu has is his Iron Tail. Now the only question is that if Ash and Pikachu can pull off a win against a pokemon like Steelix using only physical moves like Iron Tail? which is also resisted by Steelix.
