The restrictions for him to promote an undead to an undead general is number restriction there is no specie restriction

For an undead to become an undead general he or she needs to subdue 1,000 undeads out of all 5 supreme elite undeads that Sans have 4 of them weren't suited to lead others that leaves only Carnage

They are short on undeads Sans counted and they only have 300 undeads and that's only because after the Death Challenge was initiated the skeletons that was burried in the Slum came back to life

There should be at least more than 500 undeads that was reanimated but because they started eating each other and with Nightmare voracious appetite only some were left

Just as Sans were busy training his chosen undeads Glasses came to find him
