As the creator of the Illusory World, Merlin's will was the will of the entire Illusory World!

"Merlin, quick, you must leave the Almighty Beast World. The Illusory World has finally reached the stage of being materialized as reality. Haha, this is the last step. Once you succeed, I'll truly be resurrected!"
