In the conference room, the gallant female officer was briefing her superior.
"—Colonel Phillips, I think there is something wrong with that Luke Cavill guy!"
Carter briefly summarized the attack that Dr. Erskine encountered near the World Expo Of Tomorrow's venue and then talked about Luke, who was listed among the suspects.
"I've seen the wounds on the German spies; all of them were one-shot! Ordinary people can't do this! Cavill must have practiced marksmanship and is quite good at it!"
The female officer concluded with certainty in her tone.
After leaving the Conscription Station, the doubts in her mind never went away.
That young guy from Brooklyn single-handedly killed more than one professionally trained spies; it felt unbelievable.
There were too many things that didn't make sense!
Therefore, Carter believed it was likely a plot by Hydra.
By sacrificing those German spies, they wanted to get close to Dr. Erskine!
Then, they will implement their evil plan!
Germany preferred kidnapping more than killing Dr. Erskine.
The value of Super Soldier Serum just couldn't be neglected.
Whoever obtained it will be able to influence the course of the world war.
Such threat and potential just can't be ignored.
Colonel Phillips, who was sitting in his seat, shook his head and whispered, "He's not a problem."
"I've sent someone to investigate Luke Cavill. His parents were Irish immigrants, died very early. The administration took pity on him, and he had excellent grades and was academically gifted; he was even offered a scholarship every year, but he later dropped out of high school after he turned seventeen!"
"Why did he drop out of school?"
Carter was puzzled.

"Sure, Cavill did do some underhanded stuff, but the Strategic Scientific Reserve isn't interested in those, and interfering gang-fights isn't our job. We're against the Hydra, and winning this war by defeating the Axis is our aim!"

Colonel Phillips emphasized the last part, instructing her to stop nagging him about Luke.
He didn't want Carter to stir up this hornet's nest, which the Irish gangs were!
Those people had now joined forces with the Unions and helped politicians gather votes and interfere with the elections.
In recent years, their power had increased exponentially.
Even Colonel Phillips didn't wish to provoke such unnecessary trouble!
God knows how many Capitol Hill lawyers were standing behind them!
Instead, he seemed to think of something and said, "Erskine seemed to be very interested in those two. Luke Cavill, and... What's the name of the other guy?"
"Steve Rogers," Carter replied.
"Yes, yes! Erskine wants to take them both and recruit them to Camp Lehigh. "
Colonel Philips pondered for a moment and asked, "What do you think of this, Carter?"
Camp Lehigh, on the surface, was a place to train recruits.
However, the real purpose was to select test subjects to be injected with the Super Soldier Serum.
Erskine's intention was undoubtedly to get Luke Cavill, and Steve Rogers selected.
Colonel Phillips didn't think there was any problem with the former.
Luke was tall and strong, and he could even take care of three German spies all by himself.
Even if he wasn't selected in the end, it doesn't change the fact that he would become a good soldier.
But —
Steve Rogers?
That small, skinny guy looked like he could be blown away just by a gust of wind.
It would be ridiculous if the Allies had to be saved by such a guy!
"If this is Dr. Erskine's idea, then I think it's fine, Colonel!" Carter thought for a moment and answered.
"Well then, I'll leave the matter to you. I want to see them on the bus to New Jersey. "
Colonel Philips nodded and handed off the assignment.
He figured, anyway, with Rogers' physique, he probably wouldn't even make it through basic training for the recruits.

It's your standard portal fantasy / Isekai premise, but unlike some the main character's time on Earth and how she got pulled into another world will (eventually) be explored. Some slight GameLit-feeling stuff later, no menus or level-ups but there's something suspiciously like a skill tree when the magic system gets going. No number crunching, and while the main character will get to do some silly stuff she won't be a god like in some fics (and will in fact spend a lot of time being badly outclassed by her enemies). Some reader interaction, ranging from adding to the worldbuilding to occasionally making big important decisions about skill progression. Please note that the main character is flawed and impulsive, and will make some stupid decisions. That's part of the story, but I get that it's not for everyone. Trigger Warnings: Foster care system references, crappy parenting. Some mental health adjacent stuff, specifically the main character has some issues where she experiences varying levels of empathy and emotional vulnerability depending on the day (it's complicated and not meant to portray any real-world conditions). Occasional violence including mention of death and grievous bodily harm, but no detailed descriptions of gore.
