There was also the question of how the international community would view it, and the burden of intervening in territorial disputes between Armenia and Azerbaijan followed.
No matter how loose the federal system was, if a conflict broke out, it was only a matter of time before the Caucasus area became a new powder keg.
The Nagorno-Karabakh conflict was over, but there remained another Azerbaijan territory, Nakhchivan, between Armenia and Turkey.
