However, we will require the third trial to determine the scope of your governance.”

He cleared his throat and said, “An outstanding administrator is one that is not only strong and has good teamwork, but he also must possess wisdom beyond his years. Therefore, the last trial will be one that tests your investigative capabilities.”
Quest Background: Twilight City belongs to her citizens. Therefore, every guild in Twilight City has the opportunity to govern the city.
At present, each district in Twilight City was lacking two administrators. Thus in light of fair competition, the City Lord had placed the administrative seals in various parts of the city. Players are allowed to use everything in their power to find the seals. Whichever seal the player finds would correspond to their final area of jurisdiction.
There is no limit to the number of seals one guild can obtain.
Quest Objective: Look for the administrative seals
“F*ck! This is not fair!”
When they saw the system notification, some of the guild leaders of the smaller guilds were outraged.
“I think it’s pretty fair…” Wang Yu was somewhat puzzled by their behavior.
In addition to the four major urban districts namely north, south, east, west, there were also three other smaller districts. They were the Central Administrative District, Developmental District and the Mafia District. These seven districts represented a total of fourteen management positions.

Fourteen positions but a total of fifteen teams. Not everyone will have a position in the end. Everything relied on one’s ability.
Fearless interjected, “Old Bull, you have ignored the quest contents.”

Wang Yu re-read the system notification and reflected on his previous statement.
It was really disadvantageous to the smaller guilds at the fact that guilds were allowed to use their full might in this quest.
Just comparing the Sanguine Alliance alone, there were at least tens of thousands of players in their ranks. Compare that to the few hundred players in smaller guilds; it was clear that Sanguine Alliance had an overwhelming manpower advantage over them. The chances of smaller guilds finding any seals would be very minuscule.
However, the main disadvantage lay in the fact that there was no limit to the number of seals each guild could obtain.
That meant that as long as the guild was strong enough, they could monopolise all fourteen seals.
These two conditions were basically giving the administrative authority of Twilight City to Sanguine Alliance and Void Blade.
Any notions of fairness would only be determined by the victors.
“Unfair? No one dares to talk about fairness in front of me!” The City Lord glared at the few guild leaders who were airing their grievances, “If you guys feel that it is unfair, I can always revert to the original rules whereby the guilds just fight each other. The final victor will become my assistant. What do you think of that?”
“This…” The few guild leaders were dumbfounded and did not know what to reply.
The smaller guilds would at least have a small chance if the guilds competed in finding administrative seals. If they were to compete by fighting… The outcome was as clear as day.
After all, it was natural that the stronger the administrator of a city, the stronger the city. The City Lord had already given the smaller guilds consideration by allowing them to take part in the trials.

“Hmph!” Seeing that the few guild leaders had nothing more to say, the City Lord scoffed coldly, “You all can go, I await your good news.”
“We shall take our leave!”
Everyone quickly dispersed in separate directions.
Once he exited the CIty Lord mansion, Sanguine Warflag excitedly opened the guild channel and gathered up his members. In terms of pure manpower, Sanguine Alliance held a staggering advantage over the others.
At this point, Fearless said to Sanguine Warflag, “Old Flag, we are not police dogs. We are not too proficient at finding things too. Since you have so many players, I’m sure you don’t need our help.”
Sanguine Warflag knew that personal strength had nothing to do with finding something. Since Fearless had asked, Sanguine Warflag was happy to let them leave, He replied, “Sure, sure! If you guys have other things on you can move a move first. As for the commission, I will direct my accountant to send to you at a later date.”
Fearless continued, “That is not really necessary. Quan Zhen Sect has always been fair in our dealings. Since we have only helped you in two out of the three trials, you can prorate the commission to two-thirds of the original price.”
“This…” Sanguine Warflag was about to reject Fearless proposal.
“Alright. Let’s leave it at that!”
Fearless had nothing left to discuss with Sanguine Warflag and he headed in Wang Yu’s direction.
“Could it be that someone is impersonating you?”
As the two turned into a small alley, Wang Yu raised his hands and lifted Fearless into the air. He scrutinised Fearless faced to see if he had used [Appearance Changing Technique].
Fearless was always looking to take advantage of others. It was strange this time that he suddenly became so noble.
“Don’t make trouble!”
Fearless struggled in Wang Yu arms and cried out, “What do you know, this quest has loopholes.”
“Loopholes?” Wang Yu put Fearless down immediately and replied, “What loopholes?”
“Hehe.” Fearless coldly sneered, “Read the first sentence of the quest background again.”
“Oh?” Wang Yu re-read it again and noticed the loophole at first glance. The first sentence of the quest background was: Twilight City belongs to her citizens. Therefore, every guild in Twilight City has the opportunity to govern the city.
