《MMORPG: Martial Gamer》Chapter 898. Civil Servant

“Aiya, isn’t this Sanguine Warflag? What happened to you?”
Seeing Sanguine Warflag’s frantic appearance, Fearless masked his face with innocence although he knew what was going on.
Sanguine Warflag felt Fearless was genuinely unaware of what happened. He gave a bitter face and said, “Fearless big boss, are we still considered friends?”
“What are you saying? Of course, we are.” Fearless smiled back.
“Then why did you help Void Blade complete the Immemorial Covenant quest?” Sanguine Warflag continued with his sorrowful expression.
Sanguine Warflag’s feud with Void Blade was not a matter that could easily be resolved. Nobody in Twilight City did not know about the conflict between the two parties. As the gang leader of Twilight City, Quan Zhen Sect clearly knew the contents of this matter.
As the saying goes, the enemy of my enemy is my friend. Furthermore, Quan Zhen Sect had previous altercations with Void Blade. When this was considered with the close relationship Quan Zhen Sect had with Sanguine Alliance, them helping Void Blade to complete the Immemorial Covenant quest was indeed unfair to Sanguine Alliance.
“Haha, don’t worry…” Fearless waved to gesture to Sanguine Warflag as he explained, “Isn’t it just a quest? Don’t you know us? As long as there is money, we will definitely accept your request.”
“Then I don’t care, you also have to help me once,” Sanguine Warflag replied stubbornly.
“Oh? Help you to also complete Immemorial Covenant?” Fearless smiled and asked.
“The Immemorial Covenant is a one-time clear quest. Since Void Blade has completed it, the quest is long gone.”
“Then what do you have in mind?” Fearless once again probed.
“I want to be a civil servant!” Sanguine Warflag clenched his fist and declared with gusto.
“Pft…”
Hearing Sanguine Warflag declaration, everyone could not hold back their laughter, “Go and take the exam if you want to be a civil servant! How can we be of any use? How about you stop spending all your time in the game for a start?”
Sanguine Warflag quickly interjected, “Not in real life. I mean becoming Twilight City’s civil servant.”
“Oh, so that’s the case… You guys want to have the advantage over Void Blade in the upcoming City War?”

Everyone came to the realisation of Sanguine Warflag’s actual intentions.
Wang Yu was still wondering, “What does the City War have in relation to being a city’s civil servant?”
“Only by becoming a civil servant does one have the qualifications to participate in the city war…” Sanguine Warflag explained to Wang Yu.
After the City War system is opened, the main city will call for leaders of the major guilds to contribute to the administration of the city.
Under this arrangement, the City Lord will have the authority to assign quest to guilds according to their abilities.
The guilds that obtain jurisdiction of the city will also control the tax rates of all the stores in their respective territories. At the same time, as administrator of the city, these guilds have the heavy responsibility of protecting the city from foreign invaders.
Of course if one were to conquer other cities, one would get a larger share of taxes.
There was a saying that the player who can hit the hardest also has the ability to command the biggest protection fee in the game.
In addition to receiving taxes, the administrators also enjoy a variety of privileges in the city. There was no need to list them down one by one because there were simply too many, They were akin to the emperors of olden days. Thus, these benefits all came down to passing the City examination to become an administrator.
After the brief explanation by Sanguine Warflag, Wang Yu finally understood what the whole City war system was about. Wang Yu further inquired, “Based on the strength of your guild, surely you guys will have a share of the administration rights to Twilight City.”
Although Void Blade had lured away many experts from Sanguine Alliance, Sanguine Alliance was a veteran guild with strong foundations. They would not have fallen to a point whereby they were unable to get a spot in the administration for Twilight City.
Sanguine Warflag once again wore a bitter expression, “Don’t mention it already. There are some differences between the areas that can be allocated for jurisdiction. There is one particular area that is most desirable.”

Every city has its prosperous and less developed parts.
Taking Twilight City as an example, Central Street was packed full of shops and it was an extremely bustling and commercially vibrant part of the city. A large part of the city’s taxes flowed in from this place. Compare this to the western side of the city where it was almost like a slum. There were only a few fruit stalls strewn across the entire territory…
The distribution of the jurisdiction rights was determined by the City Lord. If one was assigned the prosperous regions, that would be the best-case scenario. However if one was assigned the western regions, they could only lament their poor fortunes…
“Are you not confident in your guild’s ability to be given the jurisdiction rights to the best regions?” Wang Yu asked Sanguine Warflag incredulously.
“Sigh…” Sanguine Warflag heaved, “Didn’t you just help Void Blade complete Immemorial Covenant? Now that they have the guild treasure, they can gather a huge force. We simply do not have the advantage.”
“Oh, so this is the case.” Wang Yu finally understood the whole picture. Originally Sanguine Warflag had already planned to take control of the jurisdiction of the best regions of the city. With the completion of Immemorial Covenant, Void Blade now posed a threat to this plan. With their guild treasure, Sanguine Warflag was not fully confident of their chances against Void Blade.
“So do you want us to help to deal with Void Blade?” Wang Yu probed.
“No!” Sanguine Warflag quickly interjected, “I just need you guys to help me obtain the appointment contract to the administrative district. Don’t worry about money, you guys can rest assured that there will be a share of the profits for you. We can settle the accounts as brothers.”
“This, what do you guys think? Wang Yu directed the decision to Fearless.
Captain Don’t Open Fire had been respectful and fair when dealing with Quan Zhen Sect. However, since they had just helped Void Blade out yet was not plotting against them, Wang Yu felt a little uncomfortable at the development of this matter.
“Of course we are going to help! After all, Sanguine Alliance is our good friend…” Fearless replied positively.
“Fearless big boss…” Sanguine Warflag was overwhelmed with tears in his eyes.
Fearless added, “Void Blade had offered us a substantial sum of money. Are you going to match that?”
“Rest assured, whatever Void Blade offered you, I will double that.”
Fearless flashed a hearty smile, “Then I will thank you in advance brother Sanguine Warflag. We will take our leave.”
Although the position as a city administrator sounded like a low-tier position, it was still a civil servant post. The difficulty of the examinations for city administrator in-game was comparable to real-life civil service examinations.
The location to accept the quest was outside the administrative lobby of the City Lord mansion. When Sanguine Warflag and the Quan Zhen Sect arrived, there was already a huge crowd of players.
Looking at the mob of people, everyone was secretly contemplating, “Didn’t the City War system just started, why is everyone is rushing to take the quest?”
Sanguine Warflag replied, “When the City War system started, everyone received a notification from the City Lord… Seizing the advantage before others is always a good strategy.”
“City Lord notification? Was there such a thing?” The players from Quan Zhen Sect turned to Fearless as they did not receive any news from him regarding this.
“How many people do you have?” Fearless ignored the rest and questioned Sanguine Warflag.
“A level four guild with roughly a thousand people,” Sanguine Warflag replied.
“…” Everyone suddenly understood.
The City Lord notice only notified guilds with sufficient number of members… Although Quan Zhen Sect was strong, they only had about 20-plus members. They did not have the capacity to defend the borders of the main city.
People in Twilight City knew the close relationship Sanguine Alliance had with the Quan Zhen Sect. Nobody dared to mess around with those two. Thus, they swiftly cleared a path for them to enter the City Lord Mansion.
The City Lord Mansion guards bellowed out some instructions, “Every invited guest can only bring two followers into the City Lord Mansion.”

I've incorporates the Path's system into the leveling of this story. Some of the beginning paths will be similar or the same as I thought that the starting paths were very logical on how a system should start. The stories will be completely different as the characters and story arcs will be completely different. Again, thank you Puddles for allowing me to use your system, really appreciate it! I also wanted to thank ProFound Magician. Has a lot of insight into a story development and as his system is based on Ghosthound, I saw a some beginning stage skills that should be thought of in a character just starting out. If you haven't yet read Ghosthound or Genesis System you're in for a real treat when you do! Thank you both I hope my use is seen as an homage in the beginning. Hopefully my story can live up to the system.
