Ralts has gone up by 8 levels and has learned three new attacks. In particular, the move Heal Pulse was very useful for Alex. Usually, when Alex wants to catch a Pokémon, he has to defeat it and then heal it. So it doesn't die or take permanent damage. But because Ralts can now heal other Pokémon too, he was able to save a lot of super potion and thus save a lot of money. Although Ralts's healing was much worse than a Super Potion, it was good enough so that the captured Pokémon didn't die or take permanent damage.

That saved Alex a lot of future expenses.

Scyther and Golbat have leveled up, and each learned a new attack. Although they weren't able to level up as quickly as Ralts, you have to keep in mind that they were on a much higher level than Ralts.

Even if you pay attention to all of these points, the chance of raising a Pokémon's potential is not very high.
